This document discusses police reform and peacebuilding efforts in Kosovo following international intervention. It notes that while some progress was made, corruption and political interference continued to undermine institutions in Kosovo. Police reform is an important part of peacebuilding in post-conflict societies but establishing rule of law and effective local police forces remains a challenge. The document examines the role of international police in UN peacekeeping missions and debates how to properly evaluate the success of interventions and subsequent stabilization efforts.
