The Regional Openness Index of ACTION SEE, targets the countries of Albania, Bosnia and Herzegovina, Macedonia, Montenegro, Kosovo and Serbia, whereas Kosovo was ranked third. This index has an advanced methodology with around 100 indicators per institutions which measures their openness and Open Data.
In the last two measurements it has been identified that officials institutions are not familiar with concept of open data and even with what type of data they own which can be shared for a wider use. A more deeper look will be in connection to the data owned from the institutions and if they are released how it can beneficial to the interested parties. Also how Open Data Kosovo is working towards making governmental data accessible and free of usage.

Description of the workshop:
In this workshop we will bring together ideas and best practice examples of open data projects with an impact for the society, government or business. Open data is a global trend but differences exist in its implementation and use. Accordingly, we are going to compare how open data is made available in South East Asia and in Germany and try to answer the following questions together with the attendees:
What are the basic conditions in Southeast Asia and Germany to make open data available?
How is the access to open data provided in Southeast Asia and Germany?
What is the value added of open data in Southeast Asia and Germany?
Participants can share their experience according to their regional backgrounds or experience with different regions. Finally, the exchange may help us to understand why some projects are successful and others fail.

A Tale of Open Data Innovations in Five Smart CitiesAdegboyega Ojo
Open Data initiatives are increasingly considered as defining elements of emerging smart cities. However, few studies have attempted to provide a better understanding of the nature of this convergence and the impact on both domains. This paper presents findings from a detailed study of 18 open data initiatives across five smart cities – Barcelona, Chicago, Manchester, Amsterdam and Helsinki. Specifically, the study sought to understand how open data programs are shaped by the different smart cities contexts and concomitantly what kinds of innovations are enabled by open data in these cities. The findings highlight the specific impacts of open data innovation on the different smart cities domains, governance of the cities, and the nature of datasets available in the open data ecosystem.

This needs to be achieved with existing tool chains and without extensive rework of the delivery processes.
