This document analyzes rural economic development policy governance in Canada as the economy shifts towards knowledge-based. It argues that globalization and decentralization require improved horizontal collaboration between stakeholders and across levels of government to help rural regions adapt. Case studies of New Brunswick and Manitoba over the past 20 years illustrate the challenges of carving an economic niche in a globalized economy.
