Nei giorni 30 novembre 1-2-3 dicembre 2006 presso l’Istituto Superiore Antincendi (via del
Commercio13 a Roma) si svolgerà il secondo workshop del progetto OPERE System.
Il progetto OPERE System cofinanziato dalla Comunità Europea DG ENV UA5, che vede
impegnati la Provincia di Roma - Ufficio del Gabinetto del Presidente Servizio 7 Protezione
Civile, il Comune di Roma - Ufficio Extradipartimentale di Protezione Civile, l’Università degli
Studi di Roma “La Sapienza” – Dipartimento di Informatica e Sistemistica “Antonio Ruberti”
Master Ingegneria dell’Emergenza ed il Ministero dell’ Interno – Dipartimento dei Vigili del
Fuoco, del Soccorso Pubblico e della Difesa Civile - direzione centrale per la formazione - Istituto
Superiore Antincendi, si articola in varie fasi che vanno dalla analisi di eventi occorsi nei vari paesi
europei, alla codifica dei vari modelli di risposta sia a livello generale sia rispetto a scenari reali di
danno.
Durante i lavori previsti per questo secondo workshop, verranno trattati argomenti e temi relativi
alle migliori esperienze e migliori pratiche per armonizzare lo scambio di informazioni per la
popolazione prima durante e dopo le grandi emergenze naturali, Tecnologiche, Sociali e
Teleologiche.
Saranno presenti a questo Workshop , i rappresentanti di 15 capitali europee responsabili di livello
locale delle Protezione Civili. Inoltre hanno aderito alla iniziativa, esperti e professionisti Italiani
nel campo della Protezione Civile, (In allegato vi è un elenco di professionisti e rappresentati
istituzionali che hanno già garantito la loro presenza.)

The workshop, entitled "The need of Information to the European Citizens in Civil Protection:
Before – During – After ", will like to share experiences and best practices with Citizens, Civil
Protection Organizations and European Media Network to harmonizing the process of information
to the public Before During and After event of natural, technological or environmental disasters in
major urban areas.
The workshop will be divided in the following work session.
The perception of risk
Identify elements of comparison between the main approaches of information to people and the
perception levels of risks (felt probability and real probability of events).
The Media and the information of risk
Define the basic knowledge to allow the media to
set up properly the information before, during and post event (i.e.
for forseen risks the knowledge of the forecasting system)
The Citizens and risk
Stakeholders/delegates from Citizens and Voluntaries Organizations
Representatives from the Principal Media Network of Europe (Local and National Channel
Television and Local and National Newspaper ) as BBC, ZDF, ARD, RAI, RTVE, RTP, “Il
Messaggero”, “Corriere della Sera”, “La Repubblica”, “The Times”, “El Pais”, “ Frankurter
Allgemeine Zeitung”, “Le Monde”, “Publico”, etc.. will be invited to the workshop
