This document summarizes a community meeting led by state representatives from the Minnesota State Council on Disability (MSCOD) regarding Minnesota's implementation of the Olmstead Decision. The meeting included formal presentations and informal breakout group discussions to get input from various community sectors on measuring goals for disability services and ensuring the rights of people with disabilities to live in integrated community settings. Next steps include another public meeting in December to continue discussions and provide updates via the MSCOD website.

The Voice of the People
• Personal accounts of parents of PWD expressed fear and discomfort with the
change based on poor experiences within the communities as past practice.
• The expression of discomfort for PWD that have severe needs in light of
Olmstead’s efforts of community integration were highlighted. The fear of
institutionalization as a returning model in the communities was mentioned more
than once.
• The ambiguous nature of how businesses will make the changes is still not clear.
• A lawyer, advocate, and person with a disability was very sincere in his memory of
past practice as disregarding individuals. He was also pro advocate of change for
people who want it based on person centered planning and family advocacy.

5. Informal Discussion Questions
Maximizing Input
• Informal discussions in small groups of people with 8-10 participants per table and
10 tables recorded personal accounts and beliefs that related to the changes. These
representations were collected by MSCOD as input for guidance in business
development with public, private and government sectors.
• Multiple sectors of the community were accessed within these groups: Realtor,
Lutheran Social Services, Corrections Management, Lobbyists, Parents of children
with disabilities, Special education teachers, Parents of Adults both living at home
and in group homes, Employment services for severe needs.

6. Next Steps….December 2nd
• Another meeting is scheduled to reach a larger audience with the same goals
and interpretations. This meeting will be streamed via internet.
