Criado em 2006 com o objetivo de contribuir com o desenvolvimento do Rio Grande do Sul em longo prazo, o movimento Agenda 2020 irá renovar sua pauta de sugestões para o Poder Público. Nesta quinta-feira, mais de 300 pessoas, ligadas ao empresariado, universidades e entidades de diferentes segmentos, se reuniram para debater questões relativas ao Estado. A ideia é analisar os resultados obtidos até o momento e criar novas alternativas em 12 eixos, como agronegócio, educação, saúde, infraestrutura, gestão pública e segurança.
“Essas proposições serão consolidadas ao longo do mês, gerando um documento de planejamento para o Estado. O objetivo é levar o material aos candidatos ao governo do Estado”, destaca Humberto Busnello, presidente do Conselho Superior da Agenda 2020. O dirigente fez uma retrospectiva dos objetivos traçados pelo movimento oito anos atrás, comparando o desempenho com os indicadores de momento. A conclusão é que dificilmente as metas serão alcançadas até 2020, data estabelecida como marco na criação da iniciativa.
Um dos alvos a ser perseguidos era igualar o Produto Interno Bruto (PIB) per capita do Chile. Em 2006, o crescimento desse indicador no Rio Grande do Sul era de 1,1% ao ano, enquanto no país andino, de 3,3%. A média atual dos gaúchos segue em 1,1% e a dos chilenos já está em 6,3%. A relação de investimento em pesquisa e desenvolvimento com o PIB também segue estagnada em 0,11%. A meta era chegar a 3,32%, se equiparando a Estados Unidos e Coreia do Sul. Em contrapartida, entre os pontos considerados positivos estão a atividade dos parques tecnológicos e a criação da Lei da Inovação.
Uma das situações mais críticas se refere às finanças do Estado, na visão do diretor executivo da Agenda 2020, Ronald Krummenauer. O dirigente ressalta que de cada R$ 100,00 que entram no caixa do Rio Grande do Sul como receita, são gastos R$ 111,70. “Esse déficit é a consequência mais crítica. Temos claramente um sério problema de gestão pública. Tu não podes gastar quase R$ 12,00 a mais para cada R$ 100,00 que arrecadas. Isso traria problemas no orçamento de qualquer família”, compara. Nesse sentido, o especialista recorda que a média de investimentos atuais não ultrapassa R$ 1 bilhão, enquanto a receita líquida anual se aproxima dos R$ 30 bilhões.
Um dos fatores que sufoca a capacidade de investimento é a dívida com a União. Mesmo com a proposta de mudança no indexador que corrige os juros do débito em trâmite no Congresso, uma solução para o problema ainda precisa ser encontrada, segundo o economista Darcy Carvalho dos Santos. “A dívida não é o maior problema, mas é o único no qual uma solução imediata pode reduzir a despesa. Porém, a proposta que está tramitando não adianta muito. Vai reduzir o saldo devedor da dívida atual, mas vai abrir espaço para novos empréstimos, endividando mais o Estado”, aponta o coordenador do grupo de trabalho de gestão pública da Agenda 2020.

Zambia Draft Renewable Energy Feed-in Tarriff GuidelinesJerry Sakala
The Energy Regulation Board (ERB), with the support of the USAID Trade Hub Southern Africa (SATH) has developed the draft Renewable Energy Feed in Tariffs (REFiT) Regulatory Framework. The REFiT Regulatory Framework was developed in line with REFiT Policy of 2015 developed by the Ministry of Mines Energy and Water Development. The REFiT regulatory framework was presented to stakeholders on Tuesday 22nd September 2015.
The REFiT Regulatory framework outlines the following:
REFiT Indicative Tariffs for solar projects;
Rules and Guidelines for RE projects to be implemented under the REFiT Policy of 2015; and
Guidelines for REFiT Power Purchase Agreements, and application procedures for project developers.
These rules and guidelines are only applicable to small scale renewable energy systems as defined in the REFiT Policy of 2015.
This presentation describes the key findings from the OECD investment policy review of Mauritius and how the Mauritius government is implementing the policy reforms suggested in the review.
Nirmala Jeetah of the Mauritius Board of Investment presented and discussed the Mauritian experience of using the Policy Framework for Investment (PFI) to assess its investment climate with SADC member states in Pretoria on 4 July 2014 at the 2nd meeting of the Task Force on updating the PFI.

Reasons to Invest
• India’s current requirements on defence are catered largely by imports. The opening of the strategic defence sector for private sector participation will help foreign original equipment manufacturers to enter into strategic partnerships with Indian companies and leverage the domestic markets and also aim at global business. Besides helping build domestic capabilities, this will bolster exports in the long term.
• Opportunities to avail defence offset obligations to the tune of approximately INR 250 Billion during the next 7-8 years.
• The offset policy (which stipulates the mandatory offset requirement of a minimum 30% for procurement of defence equipment in excess of INR 3 Billion) introduced in the capital purchase agreements with foreign defence players would ensure that an eco-system of suppliers is built domestically.
• The government policy of promoting self-reliance, indigenization, technology upgradation and achieving economies of scale and developing capabilities for exports in the defence sector.
• The country’s extensive modernization plans, an increased focus on homeland security and India’s growing attractiveness as a defence sourcing hub.
• High government allocation for defence expenditure.

• NSD is the driver for new high-profile
programs, under MoD-issued guidelines for
Industrial Participation.
• Other government domains than defense
will be increasingly concerned on possible
benefits of industrial participation and

BAF Offset Agreements: Controls and Auditing
• Few years ago, the controlling was made exclusively by EMAER.
• Recently, this control was split between EMAER and SEFA.
– EMAER: strategic aspects of offset;
– SEFA: fulfillment of the offset credits and its balance.
• The Brazilian Court of Audit (TCU) has demonstrated some concerns
with a possible negligence on the fulfillment on offset credits.
• Additionally to the external control exercised by TCU, SEFA is in
charge of all activities related to Auditing inside the BAF realm.

Brazilian Offset Tendencies
• Brazil is moving from decentralized offset management
toward industrial participation using high profile
programs as drivers of the change.
• This implies a different approach to manage offset/IP on
Government procurements:
– Projects must be discussed at the early stages of program
lifecycles, given that effective industrial participation is in fact direct
and so set in the beginning for joint development and production to
succeed (the CMA issue).
– Industrial cooperation demands more institutional support
from the offset authority to the local industry, including
investments and continuous workload.
– Sound business plans are paramount.
