Meet the New York City Council
The Role of the City Council
The New York City Council is the law-making body of
the City of New York. It is comprised of 51 Members
from 51 different Council Districts throughout the five
boroughs. Council monitors the operation and
performance of city agencies, makes land use decisions
and has sole responsibility for approving the city's
budget. It also legislates on a wide range of other
subjects. The Council is an equal partner with the
Mayor in the governing of New York City.

Councilmember Margaret Chin was elected to the New York City Council in 2010, as the
representative for District 1 of lower Manhattan; Financial District, Battery Park City, Two
Bridges, Civic Center, TriBeCa, Chinatown, Little Italy, Lower East Side (part), Greenwich
Village (part), Governors Island. Chin has twice been elected by her colleagues to serve as an
executive member of the Black, Latino, and Asian Caucus. In her many years of public service
she served on boards of many not-for-profit organizations.

Councilmember Rosie Mendez is a life-long New Yorker and has been serving the
people of District 2 for nearly two decades. Rosie is known for her strong advocacy to
improve the daily lives of New Yorkers, and to maintain the character and diversity of
the communities within the district. She represents for Lower East Side, East Village,
Gramercy Park, Rosehill, Kips Bay; southern part of Murray Hill.

Councilmember Corey Johnson publicly came out as a gay man when he
was captain of his high school football team. While Johnson serves in the
3rd district, he stood up for protecting our parks and recreational facilities
from over development, reducing class sizes in our public schools, and
restoring the Mayor’s proposed cuts to senior centers and meal programs.
Johnson represents neighborhoods of Manhattan in Chelsea, Greenwich
Village, SoHo, Hell's Kitchen, and parts of Midtown.

Councilmember Daniel R. Garodnick represents Upper East Side, Central Park South,
Grand Central, Tudor City, Waterside, Peter Cooper Village, Carnegie Hill, Stuyvesant
Town, United Nations; part of Yorkville, Turtle Bay. Before joining the City Council, he
also directed the New York Civil Rights Coalition's "Unlearning Stereotypes: Civil
Rights and Race Relations Program" in 42 New York City public schools, teaching
students non-violent ways to combat racial discrimination, and how to use the
processes of government to affect social change.

Councilmember Kallos has fought to bring reform and transparency to
government agencies as Chair of the Committee on Governmental Operations
of the City Council. Kallos serves the 5th District of Manhattan, mainly the
Upper East Side's Yorkville, Lenox Hill, and Carnegie Hill, Roosevelt Island,
Midtown East's Sutton Place, and El Barrio.

Councilmember Helen Rosenthal represents the 6th District, encompassing
Manhattan’s Upper West Side of Manhattan; 55th to 110th Streets, excluding
Columbus Circle and Manhattan Valley areas. She is recognized as a strong

empowerment.

Councilmember Mark Levine founded one of New York City’s newest political clubs,
the Barack Obama Democratic Club of Upper Manhattan, which has quickly become a
force for empowering community residents to make their voice heard in local politics.
Levine represents West Harlem, Morningside Heights, Hamilton Heights, southern
portion of Washington Heights and northern Upper West Side.

Councilmember Melissa Mark-Viverito currently serves as the Speaker of the New York
City Council, the first Puerto Rican and Latina to hold a citywide elected position. In
particular, she has been a staunch advocate for the creation and preservation of
income-targeted housing and for our city’s public housing program. She represents
the 8th District, which includes El Barrio/East Harlem and the South Bronx.

Council Member Cohen is a lifelong resident of New York City, Andrew has always

Councilmember James Vacca is a life-long resident of the Bronx, Jimmy Vacca was
born and raised in Pelham Bay. Vacaa’s career in public service really began at the
early age of 13, when he organized his fellow JHS students to rally for better bus
service from the MTA. Before long, Jimmy was fighting for stop signs, traffic lights,
the fixing of potholes, and other local issues that affected his community. As a
representative of the Bronx's 13th Council District, Vacca serves neighborhoods of
Throgs Neck, Pelham Bay, Country Club, City Island, Westchester Square, Zerega,
Morris Park, Pelham Parkway, and Allerton.

Councilmember Fernando Cabrera had been a staunch advocate for tenants, youth
and seniors. He also serves as the senior pastor of New Life Outreach International
in the Kingsbridge area of the Bronx. He represents communities in Fordham,

Councilmember Ritchie Torres is a product of Bronx public schools, and got an early
start in public service at the age of 16. He represents the communities of the
Central Bronx. Torres is the first openly gay candidate to be elected to legislative
office in the Bronx and the youngest member of the City Council.

Councilmember Vanessa L. Gibson is a lifelong resident of New York City. Gibson has
a strong commitment to serving her Bronx community that began when she was a
student in the city’s public school system and led to her successful election to a seat
in the New York State Assembly on June 2, 2009. As a representative of the 16th
District, Gibson serves West Bronx communities in Morrisania, Highbridge, and

Councilmember Maria del Carmen Arroyo was elected to represent the 17th District
on February 15, 2005. Since her election, she has worked with community residents,
organizations and leaders to build the partnerships and collaborations needed to
bring positive changes to the community. Arroyo serves communities of Mott Haven,

Councilmember Annabel Palma has worked tirelessly to improve the district she has
lived all her life, drawing on her definitive struggle with poverty to fight for workers’
rights and fairer, more responsive representation for her constituents. A charismatic

residents, Annabel was first elected in 2003 to represent the people of Soundview,

Councilmember Paul Vallone is a general practice lawyer and has concentrated in

Councilmember Peter Koo was elected to the New York City Council in November
2009. Peter represents Flushing, Queensboro Hill, Mitchell Gardens, Kissena
Park, Harding Heights, Auburndale; and part of Whitestone, in the borough of
Queens. He has been affectionately been called the “Mayor” of Flushing,
because of his involvement in civics, his accessibility to the public and for his

Councilmember Costa Constantinides represents communities which includes his

Councilmember Mark Weprin is a leader for children and adults with special needs.
In the City Council, he is the lead proponent of the Autism Initiative, which provides
much-needed funding for autism services for children and families. He’s a proud
father of New York City public school students and deals with real issues in our

Councilmember Rory Lancman was born and raised in Queens, where he has lived in
what is now the 24th Council District for thirty-eight years. Lancman is a first-term
City Councilmember representing New York City's 24th City Council District. The
district covers Fresh Meadows, Briarwood, Hillcrest, Jamaica Hills, Jamaica Estates,
Kew Garden Hills. Formerly, Lancman served as a New York State Assembly member,
representing the 25th Assembly District in Queens from 2007-2013.

Councilmember Daniel Dromm was elected to the New York City Council in 2010, as
the representative for District 25, covering Jackson Heights and Elmhurst. As a
resident of Jackson Heights, Dromm is a public school teacher. Heavily involved in
the Queens County Democratic Party, he served as Democratic District Leader in the
39th assembly district. He is one of the first two openly gay city council members
from outside Manhattan, elected alongside Jimmy Van Bramer.

Councilmember Jimmy Van Bramer is the representative for communities of
Woodside, Sunnyside, Long Island City, and Astoria. As part of his duties as Majority
Leader, he was also appointed by Speaker Melissa Mark-Viverito to co-chair the
newly constituted Budget Negotiating Team (BNT) which plays an integral role in
formulating the City's budget process to fund critical programs, projects and
organizations citywide. Van Bramer also plays a key role is working with all members

Councilmember Wills worked to identify the early signs of the foreclosure
crisis, fought to protect residents from predatory lending, and supported the

Councilmember Elizabeth Crowley was elected to represent the 30th Council
District in 2008 covering the Glendale, Maspeth, Middle Village, Richmond Hill,
Ridgewood, Woodside, and Woodhaven neighborhoods. Crowley was the first
female and first Democrat elected to represent that seat. Her role as a Council
Member includes negotiating and balancing the City's $70+ billion budge and

Councilmember Richards was appointed by Speaker Melissa Mark-Viverito to chair
the committee on Environmental Protection in 2014. He takes this lead to fight and
ensure our quality of life is protected. The 31st Council District encompasses the
communities of Laurelton, Rosedale, parts of Springfield Gardens, Bayswater,
Hammels, Arverne, Edgemere, and Far Rockaway.

Councilmember Eric Ulrich was elected to the New York City Council in 2009, as the
representative for District 32, serving Belle Harbor, Breezy Point, Broad Channel,
Hamilton Beach, Howard Beach, Lindenwood, Neponsit, Ozone Park, Rockaway
Beach, Rockaway Park, South Ozone Park, South Richmond Hill, and Woodhaven.
Since taking office, Ulrich has implemented an aggressive quality-of-life agenda,
targeting graffiti vandalism and illegal dumping on city streets. His legislative record
includes three consecutive balanced budgets and several bills which have brought
greater accountability to city government.

Councilmember Stephen Levin entered the New York City Council in January, 2010, as
the representative for District 33. The district encompasses Brooklyn Heights,
Greenpoint, parts of Williamsburg, Park Slope, and Boerum Hill. Levin has proven to be
a leader on education and early childhood issues, and an advocate for increased open
space in our communities and transportation safety initiatives during his term in the
City Council.
