Starting next Monday, only drivers with passengers can park for free in the  school’s parking lot.  Drivers without passengers will now be charged 3.00 per day upon arrival.  Students will be employed to collect fees and enforce the new rule.  The student council wants to encourage car pooling and the use of public transportation as a way to control over-crowding and reduce car emissions.  As always, parking is available off-campus on various side streets, but be aware that parking meters are in effect between 6 a.m -8 p.m. The Reading Passage What is the topic? What are the changes?  Who has been affected by these changes? Why have the changes been made?
Split your paper into two columns The Listening Passage Focus on the student who does not like the change.  Note their reasons for disagreeing with the changes.
Man: Hi Julie.  Can you believe the new parking rules? Julie : Hey Mark.  Yeah, I just read the notice in the school paper.  It doesn’t  affect me too much since I live on campus, but it sounds like a good  idea. Man :  Well, I’m not so lucky, and I think the student council is being too  heavy-handed.  It’s essentially forcing us to be more responsible. Woman :  But, if it cleans air and reduces traffic, it’s worth it.  I mean, the cars  are packed like sardines in there. Man :  Sure, I’ll admit that the crowding has gotten pretty bad lately, but  not much will change.  Only students on limited budgets will be  affected.  We rely on free parking at school to avoid the prices  downtown.  I can barely make ends meet, but a lot of students have  plenty of extra cash.  I’ll bet you still see a full parking lot tomorrow. Woman:   You’re not being forced to pay the fee.  You can pick up some  passengers along the way.  Remember, it’s free if you have  passengers. Man:   But that should be my choice.  I shouldn’t be forced to drive other  people to school.  Besides, nobody I know lives near me. Woman:   Well, I guess it’s time to make some new friends! The Listening Passage

Focus on the conversation, not the notice.
Sample Response In this set of materials the reading passage is a notice from campus administration and the listening passage shows the reaction of the two students. According to the  notice , the school will begin new parking rules to limit pollution and the number of cars.  Unaccompanied drivers will have to pay $3 to park at the school, but drivers with passengers won’t have to pay anything, starting the following Monday.  In the listening passage, the man opposed the new fee and disagreed with the woman, who was supportive, but unaffected by the new rule.  First, the man said that they were being forced to act responsibly.  Second, the man agreed that the parking lot was too crowded, but he insisted that the fee wouldn’t change that.  According to the man, only poor students would be affected because wealthy students could just pay the fee.  Finally, the man complained that he didn’t have anyone to drive to school, so he couldn’t avoid the charge, but the woman suggested that he try to meet new people.
