يتكون اإلطار االسترشادي من خمسة فصول :
الفصل األول : الغرض ونطاق العمل
المادة األولى : الغرض
الغرض من ىذا اإلطار االسترشادي ىو تعزيز وتحسين استخدام الطاقة الكيربائية لدى المستخم النيائي في
الدول األعضاء باألخذ بعين االعتبار الجدوى القتصادية لإلج اءات المتبعة وذلك من خالل:

(أ) توفير األىداف االسترشادية، وكذلك اآلليات والحوافز واألطر المؤسسية والمالية والقانونية الالزمة
(ب) تييئة الظروف المناسبة لتطوير وتعزيز وجود سوق لخدمات الطاقة .
