Land Pooling for Real Estate Development

Introduction
High population growth rate has been India’s problem stymieing the economic, social as well
as industrial development. Our metropolitan cities, as also 2nd
and 3rd
tier cities are vying for
modernisation of infrastructure for their citizens and drawing migration of people owing mainly
to the economic growth, employment opportunities and quality of life that they offer.
Population gravitation to these cities puts heavy demands on infrastructure, particularly
housing, in turn bringing out the need for assembling and pooling of land under a well defined
policy at the state level. Some initiatives have already been taken in many growing cities, for
instance, the Delhi Development Authority (DDA) has come out with the Master Plan Delhi
2021 (MPD 2021), covering the issue of land assembling and pooling and had been under
active discussion for some time. Land Pooling serves as a means to augment availability of
land for creation of the necessary real estate, especially the housing for general public,
including EWS/LIG. There are varied experiences in this regard in many states in India like
Andhra Pradesh, Gujarat, Maharashtra, Punjab, Tamil Nadu and so on and also overseas. In
this backdrop, with a view to bringing out the various issues associated with land pooling in
different environments, National Real Estate Development Council (NAREDCO) is organising
the National Workshop on Land Pooling for Real Estate Development in New Delhi. Ministry
of Urban Development (Delhi Division), Government of India has already issued the Land
Policy based on the land pooling concept, by adding a new chapter to the MPD 2021. The
Workshop will provide a forum for a thread bare discussion of various issues and significant
opportunities for one-to-one interactions with the authors of policy and the executives heading
the activity in some of the states. Delhi Development Authority (DDA) is supporting and
participating in the Workshop.
Objective
Many states/cities in the country, as mentioned above, have already framed well laid out land
use and development policies and carried out land pooling, while others like Delhi has recently
initiated the process to take it up as a part of the master plan. Different states would
experience different types of issues while going for land pooling, depending on their respective
social, political and economic environments. The Workshop aims to discuss the various
issues associated with the concept of land pooling and also disseminate information on the
benefits accrued to the States in terms of growth of real estate sector and general
development of the society thereby. The participants will benefit from the deliberations and
utilise the knowledge gained for adapting the same in their specific situations.
Date & Venue
The Workshop will be held on 18 December 2013 in Gulmohar Hall, India Habitat Centre,
Vardhman Marg, Lodhi Road, New Delhi (Ph: 011-43663333).

The Workshop will be of interest to developers and builders, town planning departments,
urban development authorities, municipal corporations and other civic bodies of states,
planners and architects, property consultants, real estate finance organizations and law firms
all over the country.
