A Chesapeake, Virginia, real estate developer, Michael Hockett formerly owned and operated Tidewater Auto Auction. During this period, Virginia’s Michael Hockett served as a member of the National Auto Auction Association (NAAA), an organization that represents the interests of the wholesale auto auction industry and its members. NAAA advocates for its members by providing access to education, instructional programs, conferences, and networking events. Since 1948, NAAA has sought to develop industry standards and to enhance its members’ leadership skills. In addition, the organization has a political action committee, the National Auto Auction Association Political Action Committee (NAAAPAC), which concentrates on protecting the interests of auto auctions. Since 2011, NAAAPAC has focused on driving policy in Washington, DC, in an effort to promote best practices in the industry. Committed to offering strong representation for NAAA in Washington, the political action committee backs Congressional candidates from both parties who are pro-auto auction and pro-business. In late 2020, NAAAPAC advocated for a Colorado bill to provide sales tax relief for certain businesses impacted by the pandemic. In December, Governor Jared Polis signed the bill, HB 1004.

Some of their successes included getting amendments related to balanced budgets and regulating included in the Republican party platform. They also helped promote a simulated Article V convention held by the Convention of States Project in September.

According to Ni (2016), “lobbying can be defined as the process by which representatives of certain groups are attempting to influence – directly or indirectly – public officials in favor of or against a particular cause.” (p. 202)
The term “lobbyist” harkens back to the days when people hung around in lobbies waiting to get a word in with legislators heading to vote.

Direct lobbying

Grass root lobbying
refers to attempts to influence legislation by attempting to affect the opinion of the public with respect to the legislation and encouraging the audience to take action with respect to the legislation. (IRS.GOV, 2019)

- 2. Introduction A Chesapeake, Virginia, real estate developer, Michael Hockett formerly owned and operated Tidewater Auto Auction. During this period, Virginia’s Michael Hockett served as a member of the National Auto Auction Association (NAAA), an organization that represents the interests of the wholesale auto auction industry and its members. NAAA advocates for its members by providing access to education, instructional programs, conferences, and networking events. Since 1948, NAAA has sought to develop industry standards and to enhance its members’ leadership skills.

In addition, the organization has a political action committee, the National Auto Auction Association Political Action Committee (NAAAPAC), which concentrates on protecting the interests of auto auctions. Since 2011, NAAAPAC has focused on driving policy in Washington, DC, in an effort to promote best practices in the industry. Committed to offering strong representation for NAAA in Washington, the political action committee backs Congressional candidates from both parties who are pro-auto auction and pro-business. In late 2020, NAAAPAC advocated for a Colorado bill to provide sales tax relief for certain businesses impacted by the pandemic. In December, Governor Jared Polis signed the bill, HB 1004.
