Strategy for Macro 3G cells:
I. Based on the current situation:
 Ha Noi Network already applied for Random camping to share the network resource and
capacity.
 Data traffic and DL/UL throughput are preferred to increase for better user experience
 The distribution of F3 Carrier in whole 9 Ha Noi RNCs
We suggest Random camping strategy in Ha Noi as 2 scenarios below:
Scenarios 1: For RNC more than 80% number of cells already have F3 (1109, 1110, 1112,
1113)
1. Idle mode: UE will camp on F1, F2, F3 randomly.
2. Dedicated mode:
 F1 carrier: R99 + HSPA
 F2 Carrier: R99 + HSPA
 F3 Carrier: R99 + HSPA

Based on Carrier Distribution, we can see that 5 RNC has number of F3 cells less than 80% (1111, 1114, 1115, 1116,
1117), we suggest to Let F3 share the data mostly and idle mode only camping on F1 and F2 due to continuous
coverage. This can provide more data resource for network.
Scenarios 2: For RNC less than 80% number of cells already have F3:
1. Idle mode: UE will camp on F1 and F2 randomly.
2. Dedicated mode:
 F1 carrier: R99 + HSPA
 F2 Carrier: R99 + HSPA
 F3 Carrier: HSPA (before: F3 carrier for R99 + HSPA)
