SAQA defines moderation as
“The process which ensures that
assessment of the outcomes described
in the National Qualifications
Framework standards or
qualifications,
is fair, valid and reliable”
Definition of
Moderation

The Purpose of
Moderation
Moderation
🠶 Guarantees that people who are being
assessed are assessed in a consistent,
accurate and well-designed manner
🠶 Ensures that all assessors who assess a
particular unit standard or qualification, are
using similar assessment methods and are
making comparable and consistent
judgements about learners’ performance

🠶 A t the level of the provider (internal
moderation)
🠶 A t the level of the ETQA (external
moderation)

What is a system?
A system is a set of entities, real or abstract,
comprising a whole; where each component interacts
with or is related to at least one other component and
they all serve a common objective
8
Moderation Systems
🠶Combine external and internal
moderation
🠶Both systems must ensure that all
assessors generate assessments that
are credible, fair, valid, reliable and
practicable
9
Functions of Moderation
Systems
🠶 To verify that assessments are fair, valid,
reliable and practicable
🠶 To identify the need to redesign assessments
if required
🠶 To provide an appeals procedure for
dissatisfied learners
🠶 To evaluate the performance of assessors
🠶 To provide procedures for the de-registration
of unsatisfactory assessors
10
Internal
moderation
Internal moderation ensures that assessments
conducted by a single learning provider, are
consistent, accurate and well-designed.
11
What is internal moderation?
🠶Internal moderation is the process carried
out by a registered moderator to ensure
that the assessment of outcomes described
in unit standards or qualifications is fair,
valid and reliable and that there is
sufficient and consistent evidence to this
effect.
12
Functions of a Moderator
🠶 Support systems to standardise
workplace
assessment within a provider organisation
🠶 Check the design of assessment materials
for appropriateness before they are used
🠶 Provide the necessary support, guidance
and advice to workplace assessors
🠶 Monitor assessment processes in the
workplace
🠶 Monitor consistency of assessment records
13
Functions of a Moderator, cont.
🠶 Check the evidence, results and decisions of
workplace assessors through sampling
🠶 Liaise with external moderating bodies
where relevant
🠶 Act as the first port of call for appeals relating
to assessments
14
Registration of Moderators
🠶 Either internally or externally appointed by
an accredited provider or a constituent
employer organisation
🠶 Assessed and declared competent against
the unit standard, Conduct moderation of
outcomes-based assessments,115759.

assessments,115753
15
Registration of Moderators, cont.
🠶 The applicant must be an experienced
workplace assessor registered with the relevant
ETQA and in possession of a valid assessor
registration number
🠶 An appreciation of the role of education,
training and development in the workplace is
required
🠶 The applicant must be able to coach and
evaluate
the performance of workplace assessors
16
Registration of Moderators, cont.
🠶 Although the moderator need not have
subject matter expertise in the unit standard(s)
being assessed, such expertise would be an
added advantage
🠶 Once registered, moderators will be required
to adhere to the relevant ETQA’s code of
conduct for moderators
17
Moderator Code of Conduct
🠶 The purpose of a code of conduct is to let
assessors and moderators know in advance
what ethical and moral attitudes are required
when conducting assessment and moderation
for a particular provider
🠶 The code of conduct normally applies to
the organisation’s registered assessors,
internal moderators and external
moderators specifically in terms of
assessment and moderation practices
18
De-registration of
Moderators
Both assessors and moderators may be
suspended and/or
de-registered if:
🠶 They do not uphold the assessor or moderator
code
of conduct
🠶 They do not adhere to the policies and
procedures
of both the accredited provider and the ETQA
🠶 They do not adhere to or uphold applicable
legislation and/or regulations
🠶 They do not continue to conduct assessments
🠶 They request to be de-registered
External moderation is a means of
ensuring that two or more providers
delivering programmes to the same unit
standards and qualifications, are
assessing consistently to the same
standard and in a well-designed manner
External Moderation
20
External Moderation, cont.
🠶 Managed by ETQA
🠶 Checking that the systems required to support
th delivering of learning programmes across the
institution/learning site are suitable and working
effectively
🠶 Giving advice and guidance to providers
🠶 Maintaining an overview of provision across
providers
🠶 Checking that all the staff involved in
assessment are properly qualified and
experienced
External Moderation, cont.
🠶 Checking the credibility of assessment
methods
and instruments
🠶 ThrouChecking internal moderation systems
🠶 gh sampling, monitoring and observing
assessment processes and learners’ evidence to
ensure consistency across providers
🠶 Checking assessors’ decisions
