ABOUT US
Who: ScaleUp Partners LLC is America’s leading consultancy on economic inclusion strategies and
frameworks. We are pioneers in the development of new inclusive infrastructure within local innovation
ecosystems to scale up inner city and regional economic competitiveness with measurable results. Our
proprietary process is designed based on a visionary strategy and framework called Inclusive
Competitiveness.TM
Inclusive Competitiveness is a process for improving the competitive performance of
underrepresented populations in the Innovation Economy.1
Starting with vison and policy, ScaleUp Partners’ Inclusive Competitiveness (IC) strategies serve as a local
solution to a demographically driven national economic imperative. To reach overall economic
competitiveness aspirations, inner cities and regions must improve the performance of underrepresented
populations by identifying and investing in existing value and talent hidden in economically distressed
communities. Inclusive Competitiveness offers strategies and specific steps that catalyze action and results.
IMPACT: ScaleUp Partners assists local, state and federal governments, educational institutions, economic
development organizations, foundations, nonprofits, local policymakers and industry leaders to boost
regional job growth, workforce and entrepreneurial pipelines and regional competitiveness through the
following approaches:
Change economic narratives in underrepresented populations and across inner cities and
regions to include 21st
century Innovation Economy frameworks.
Inculcate Inclusive Competitiveness as a policy, strategy and practice across the landscapes of
education, industry, community and economic development.
Connect economically disconnected communities to local innovation ecosystems and
Comprehensive Economic Development Strategies (CEDS) planning.
Generate greater inner city and regional job growth and expanded wealth creation via the dual
productivity pipelines of tech-based workforce and tech-driven higher-
growth entrepreneurship.
HISTORIC BREAKTHROUGH: On Oct. 14, 2014, the Ohio Board of Regents unanimously
adopted Inclusive Competitiveness as a statewide policy with recommendations to
the Chancellor and Governor to inculcate Inclusive Competitiveness frameworks
across the landscape of higher education. Ohio’s adoption of a statewide strategy
of economic inclusion and competitiveness is the first in U.S. history.
(Click image to read the 72-page report ScaleUp Partners produced for the Regents).
1 Inclusive Competitiveness includes targeted metrics that measure the performance levels of underrepresented
populations within innovation ecosystems, clusters and emerging industry sectors that are critical to overall economic
competitiveness, allowing an inner city or region to realize its full social and economic potential.
