meeting
This local authority meeting is a meeting which is
important to help the project going well in term of
cooperation and communication. This meeting can
somehow help to get the information which we want
to know or to access all the information which we
want to provide to the target people, especially to
vulnerable people who are living with local
authorities in the same area. Local authority meeting
is also a part of our sub-project to contribute to other
sub-projects such as monitoring, assessments and
case management, cattle husbandry and cooperative
training. The information is updated which is related
to the clients and their livestock through meeting.
Chief of village or chief of commune play the
important roles to observe client’s behaviors toward
raising the cattle and their changes after being
supported by Ewha. Generally, I, project manager,
propose the meeting at least one in every month
based on annual plan in order that access updated
information involved in clients. Those local
authorities are regarded as our partnership to help
the disable people as well as community.
Meanwhile, there many themes which we, each chief
of village and I, have discussed in the meeting such
as, the conditions of old and new clients, simply how
their standard of living has been changing after they
got the services, and their livestock. In addition, cow
bank project can basically get disable people or poor
people effectively to be cow bank clients through
local authorities’ suggestions. Moreover, there are
also some solutions along the way in the meeting to
solve the problems which the previous clients

the idea to solve it. I
want to create another
agency to cooperate
well with chief of

the people who can see
the behavior of our
clients surely than
chief of village.
By the way, I still want

to be our sub-project of
cow bank project since
it benefits a lots to our

Simply, it is to keep
good communication
and cooperation with

created or faced. In several months ago, there were
some issues relevant to old clients in 2013 such as,
the challenges of clients to get baby cow though they
have spent time 2 years already to raise the female
cow, the escaping of two or three clients from the
village since their family problem ( debt). In fact,
this meeting is such a beneficial meeting to take part
of cow bank project in the whole. Local authorities
are also a significant people to contribute the
important ideas as well as a good partnership that we
need to produce the suitable result.

2 VHSG meeting
This is another meeting to take part of cow bank
project. Actually, the previous activities we have not
included them to take some actions in this cow bank
project, but obviously we see that they are a
potential people whom we should ask for. They are
basically very active in health program, they help
with their willingness to help health program
without any allowance. They are regarded as focal
people in community. In other word, they can
cooperate with local authorities through cooperative
project. In the meantime, I proposed to have meeting
with them to talk and discuss about the cooperative
training. In this context, they can encourage
villagers, especially poor people and our clients
indeed to participate in cooperative.

Our project, Cow Bank Project, has been trying to develop the
cooperative in community, especially Srang Commune where many
poor people are living in according to the research. To do this, I am
the manager of project has spent one month to access the content of
the cooperative. I have met the local authorities as well as VHSG’s
volunteers at least 2 or 3 times to let them understand some about
cooperative before conducting the cooperative. After meeting with
them for several times, I stepped on the cooperative training by invited
the expert who are expertise on the cooperative from Cooperative
Association of Cambodia (CAC) with training fee given. Of course,
we have spent about a month to make our clients and each chief of
village understand the important of the cooperative. Of course, to let
them join the cooperative group, firstly we need to access all the
significant information which related to the cooperative to them to
understand deeply.
Since we want to create more
cooperative groups in the community,
we have made the cooperative meeting
or cooperative orientation in some
villages. Indeed, before we conducted
the cooperative orientations to
villagers, we have created some
meeting again with chief of village and
health volunteers to make sure with
them about the cooperative orientation.
After the meeting, we still contacted
them along the way by phone calling
about the cooperative meeting with
villagers since we want to make sure
the available time to conduct the
cooperative meeting.
After, cooperative meeting finished in
two villages as a plan, we contacted
them again to make sure when they
wanted us go to create the saving group
for them.
After Khmer New year finish, I plan
to create one more cooperative group,
simply saving group in Srang village
where the trainer and I already did the
orientation. The date will be on weekend
as their available time.
Another important point is that
Community development. I plan to
process two kinds of activities in this
new period. There are Cooperative
Cattle and the other one is Community
Development Cooperative. The first
activity is Cooperative Cattle. We will
insert the cattle husbandry program into
cooperative; simply it means we will
provide the loan service by cooperative
way. The poor people can actually join
the saving group and they can also get
the loan service by the agreement of the
whole cooperative group. The important
thing is that the other poor people will
get another loan service after the first
client in the group terminates their loan.
The second one is Community
Development Cooperative. We will
choose one saving group to be a model
in this new Community Development
project. In fact, I will choose one saving
group from Tro Peang Trach, where the
saving group firstly was created. In this
Community Development, we will
create new activities to develop the
community especially to improve and
increase the income of our clients and
also the villagers in the community. We
will propose the idea with the
committees and the chief of village to
grow some vegetables or raise animal
such pigs or chicken by supporting from
Ewha.

Of course, the trainer has taught them about the concept of the
cooperative, the main reasons why those communities need to create
cooperative group in villages. In the meantime they join the
cooperative, what kind of benefits they will get. Along the way, we
allow those chief of village and VHSG volunteers to ask whatever
they wanted to know. We did so since we wanted them release all the
concerns they would be worried to make the cooperative the
community. In the meantime, the trainer and I tried to rest the good
examples relevant to the cooperative groups in other provinces where
people or the members of the group got successful when they joined

Actually, we will let them make plan for
their community for themselves. After
that, we will take a look their plan so that
we can help them to process this project.

Actually, during the cooperative meeting, I have informed to our
partnerships such as local authorities and VHSG volunteers, but the
number of their coming to the meeting was not exactly full as I have
expected in monthly that I proposed the meeting. The main reason is
that the period when we had meeting was the busy their busy time to

After spending almost a month to access the concept of
cooperative, at least we got 2 groups of the cooperative, simply
villager group from Tro Peang Trach village and clients group
including old and new clients. The first group from Tro Peang Trach
village, we got around 19 members in the first saving group which
supported by our chief of village. The second saving group is included
our previous clients and new clients, and we got 17 members in this
group.
In each cooperative orientation, we
got a suitable number of the
participants from each group. In fact,
we got 48 villagers coming to join our
cooperative meeting in chief of
village’s house in Srang village. The
second group is around 24 participants
from Pong Ror village.
As a result, we could create one more
saving group in Pong Ror village. In
the first saving, we got 31 members
for new cooperative group.
The important point is that they have
understood how the significant of the
cooperative is.
We will have another new saving
group in different village in Srang.
Simply, there will be having around 25
members in new saving group.
For the Cooperative Cattle
Husbandry, we will be successful in the
cooperating with the saving group rather
individual people or clients.
For the Community Development
Cooperative, we can make another
main project to improve the standard of
poor people living through the
cooperative way. This also can prevent
the migration from the village to the city
and other country like Thailand. They
basically can create jobs in their own
community in the peaceful way without
any forcing from outsiders. In the future,
we can step to the whole Srang
commune.

According to the time, all the saving groups always want to meet only weekend only like Sunday so it is quite hard to divide the time for each
cooperative. Of course, what I want to suggest or propose the idea here is that I want to be strengthening the 2 previous saving groups and the last one
that we plan to create in the next April. In fact, I want to make three saving be successful and be the best model to the other villages.
Moreover, in the Cooperative Cattle Husbandry, I need to cooperate well and need help from the expert CAC, and Community Development project,
we have to access some more water usage in community so that the project will be run well.

The two kinds of training, simply about
the cooperative training and cattle
husbandry training are the very important
training which is needed to provide to the
clients so that they basically can start from
the very basic knowledge to continue to
make skills for their daily life. During this
time, we have just created the cooperative
groups in the community, and we want to
spread the cooperative groups into more
than one village. Of course, we have trained
the villagers, chief of village and the clients
to understand the concept of the
cooperative. Actually, we firstly want them
understand what is the cooperative and why

participants joining the cooperative meeting or training is being increased; simply it means that we are starting be successful to insert the knowledge
or concepts of the cooperative to those villagers as well as chief of village.

At the very first time, clients’ saving
group can save around 135,000 riel, which
we have, 17 members including old clients
and new clients.
Second group can save around 200,000
riel and we have 19 villagers came to join.
Importantly, we have chosen the
committees from each group already. There
are mainly five people to manage the whole
saving group.
The other important thing is that each
group can make their own principles or rules
to manage the whole saving group; it is
simply about the principles which they all
agree together during meeting.
Moreover, they have learned about
meeting rules, saving rules, withdrawn rules,
loan rules, structures and management, the
division of money, and so on.
Later on, we could
see that the money in
each group has been
increasing. Basically,
each member can get
loan service by
borrowing the money
from the saving
group. They are no
longer in debt of the
bank anymore. They
can solve the family’s
problem by getting
loan from community
group to save their
life. One more thing,
when they borrow the
money from the
saving group, the
interest is also come
into the group and
being increased as the
way members of the
group get more loan.
Those members
are very
cooperative in the
group. They help
one another.
In the meantime, at
the half of this
monthly saving, the
number of
members in saving
group is increasing;
it reaches around 46
people.
The number of
people who joined
the cooperative
training is around 72
people including
Pong Ror village (24
villagers) and Srang
village (48 villagers).
This is the first time
that we stepped to
their village to
promote about the
cooperative, but the
number of
participants is pretty
much.
Moreover, after the
orientation was
finished, the second
saving group is
created in Pong Ror,
which around 31
members in this new
saving group.
In short, people are
Ewha centre, especially Cow Bank
Project can absolutely get another new
saving group. It is very useful for our
previous and new clients joining this
kind of project so that it can be helped
them as well.
Importantly, we will get the 3 saving
group in three different villages.

Of course, to improve this kind of project, simply cooperative in community, we need to cooperate well with the trainer more, which mean that we
need to keep conducting cooperative training and meeting more so that each saving group will be strong and sustain since each cooperative group is
need to learn many things such as rules or the principles of the cooperative, how to manage the cooperative group well. In addition, keeping in touch
with local authorities and VHSG volunteers is also the main thing lead to be successful of our cooperative in community. Last point which I want to
mention here is that Srang Commune is a hard place to develop since that place has many problems such gambling, alcoholics, widow hardship, and
violence. Indeed, we, be a manager of the project, need to spend much time to solve all these kind of problems, and need more funds and long period
of running project to make sustainable in this kind of community.

Loan
One of the most important among all
sub-projects in Cow Bank is Loan.
Loan is to give the loan service to
poor people who become as our
clients. They can get the loan service
from Ewha centre for 2 year to buy
the livestock such as cow, pigs, and
chicken to raise for two years without
any interests at all. Cow bank project
has supported many poor families in
Srang commune. Meanwhile, they
have to return to our centre after 2
years. Mainly, this project is set up to
help to improve poor people standard
of living. In addition, before they get
the loan, we have basic skill related to
cattle husbandry to provide to them
so that they can have knowledge to
lead their cow raising going well.
New clients Previous clients in 2013
In 2016 Cow Bank Project also choose 20 more
clients to support the loan service. The recruitment is
based on Ewha policy, especially cow bank project,
which mean that we choose the poor people helped by
each chief of village. After that, I will do the
assessment to measure their standard of living. In
addition, those new clients will be provided
knowledge related to cattle husbandry. It is to make
sure that they have basic skills to raise their cow well.
After Khmer New Year is passed, I
will go to Srang area to check some
loan for the previous clients. To alert
them about the time that they need to
return money back to our Ewha
centre.
Monitoring In order to check the condition of our Previous clients in 2015 & 2013 Previous clients in 2015 & 2013
clients, I have been doing the
monitoring case, which is a way to
check our clients’livestock as well as
their living condition. Moreover, this
monitoring can help project manager
get enough information and can manage
all the information which is related to
our clients and their livestock.
Through the monitoring, I still do the home visiting our
previous clients so that I can see the changes of their
livestock and their standard of their living.
By the way, to do this kind of activities I am needed to
cooperate well with each chief of village to know some
information related to clients and their lived. Local
authorities’information is also important to contribute to
monitoring. In addition, monitoring case is needed to
inform to our clients based on the process of the project.
Of course, I am manager of the project also keep in touch
with local authorities.
I will do home visiting include clients
in 2013 and clients in 2015 to check
their livestock’s condition. The
monitoring will be processed by
cooperating with each local authority.

Of course, we have provided the loan
supports to 32 families in 2013 and
27 poor families in 2015. We have
expected that all the family can
actually improve their standard of
living.
New clients in 2016
The main things are that Cow Bank
Project, simply project manager is
able to get the money back from our
previous clients in 2013.
To help 20 poor families to improve their standard of
living by proving the loan to them. The loan service will
provide based on the bank account.
In addition, it also help them to access the other activities
such as literacy program, health program, cooperative
program, and the other programs which will be accessed
to them when they become to Cow Bank Project.
Monitoring After got the loan, those clients and Previous client in 2013, 2015
their lives are needed to check monthly.
We actually want to follow up the
conditions of livestock or cattle whether
it is good. In fact, monitoring can help
to know all the situations or concerns or
the achievement of the clients. To know
more about clients changes so that we
need to do home visiting, it is really
important to update all the information
related to clients during their raising.
I also discussed with them about how to increase their
income through joining the cooperative or the idea of
growing some vegetables. I could check more on their
condition changes according the monitoring.
The monitoring case will be supported
by some chief of village since recently
some of our previous clients have
made some problems due to their
family problem. We need all
networks get to know all information
which related to clients since this
project is conducted in their
community.
For our clients in 2015, I am a project
manager will do home visiting same
as usual.

As we could see from the plan and the result, it is a bit different since I did home visiting including all our
previous clients because some of our clients still has some problem related to returning back loan to Ewha.
This is because we want to know more the situations and condition of clients and their livestock. This is
helpful to our cow bank project.

families for two years. Some of our
previous clients have returned the
amount of money which they have
borrowed from Ewha to improve their
living. Around 10 clients are full paid,
and 3 clients are half paid during this
period.
The 20 poor families can improve their living
condition through raising the cow and cooperative, their
knowledge on cattle husbandry, be literacy, and be
healthy. Importantly, it can reduce some hardships which
used to appear in their living such as disease, debt and so
on.
Of course, we are able to get some
money from our clients in 2013, and
can update the information related to
clients.
Monitoring
Through the monitoring, I can say that
some of our previous clients who
already returned to us, they actually can
have their own cow. They not only
already paid for the loan, but also can
get the baby cow one or until 3 baby
cows. In addition, after i finished the
evaluation report in year 2014 and the
monitoring monthly, I could see some
of the clients’ achievements. Some of
them can paid all the debts which they
borrowed from the private banks, and
some can support to build the new
house by selling one of their cow when
their cow already released one cow.
In this year, monitoring is more important than the
previous year since we have to manage more clients
include clients in 2013 and in 2015. Along the way,
the project manager is also needed to solve some
issues which happen with our clients.
This new month, I am able to get
more information related to previous
clients. We also have more ideas or
some solutions to solve our old clients
in case they have some problem. This
is really important to know all the
information.

see their improvement of raising the
cow. Some of their cow already
released one baby cow based on home
visiting, and some of their cows are
getting pregnant.
I am sure that they will get the baby
cow during the first year.

Through the activities we have done, and the result we got, we could see that monitoring is needed cooperate well with local authorities to get
updated information. Only cooperating with chief of village is not enough, we need more agency like villagers agency or team leader of the clients to
follow up and observe clients’ behavior. According to monitoring I have done, I could see some concerns which are related to our old clients in
2013. They actually not cooperate well and follow our rules of the Cow Bank well. Of course, we need to adjust some plan or policy toward the
particular activity. Based on what I have discussed with the trainer from CAC, I want to update and adjust some activities related to Loan. I will
insert Loan service into Cooperative program. (According to Future Plan I have set)

Case management or simply about basic education on health is also the main sub-project among the other
sub-projects in Cow Bank Project. It can access helping people who are living in community, especially poor
people or our cow bank project. This program also cooperates with VHSG and School teachers related to
emergency first aid. Moreover, the owner of the project also goes to access the information and health
education in each village, simply 18 villages in Srang Commune. Actually, VHSG and School teachers are the
focal person in health access. VHSG plays the important roles to help villagers who get injured accidentally
with any charge. In the meantime, school teachers can access the health information or health education to the
students so that the young children and young adult will know the way to take care themselves. Furthermore,
the health coordinator as the manager of the project plays the significant roles to provide the educations related

In particular, the health education or health information will be provided to all kind of people and based on
the plan as well. Firstly, we provided the health education to VSHG volunteers; basically they are the
important and active people to help access health curing to poor villagers and especially our clients who are
disable people. In case, one of our clients get injured or sick, and then they can get health service with any
payment. In addition, school teachers are also the focal people to teach children how to protect their health.
They basically teach about how to recognize poisonous foods in their community, how to protect their eyes
and hands, how to choose healthy foods, emergency first aid, and how to manage the temperature inside body.
Among those children, there also have our children’s clients. As a result, those educations might be spread to
their mother as well. Another activity is conducted in each village directly by the program coordinator who is
a nurse. She teaches the villagers and also our previous or new clients about how to prevent themselves from
all kind of diseases. She also teaches about the important of drinking hygiene water, and she also access
checking health of villagers and cow bank’s clients free of charge. Importantly, she also provides the
information about health access centre where is free of charge for poor people.

The important things are that our clients who are in poor condition can improve their way of living with
healthy. They actually can save some money from accessing on health, which mean they acknowledge of
health protection. Unlike before they are poor at health protection; they lived in poor condition, lived with
diseases, ate unhealthy foods, and drank uncooked water. Theses has leaded their lives down; they have to
spend some amount of money to cure their health, but then they start understand how to prevent themselves
from diseases. Moreover, those poor people can go to health access centre without paying.

know about their health condition
whether good or bad. They can actually
know how to take care of their health
after checking.
By the way, there will be around 50 to
70 participants come to join the

Through the program has been conducting, we could see some challenges during health education training.
Though we, Ewha centre, have supported some medicines to those poor people, but it is still not enough
because the number of needs is more than the number of medicines access. In addition, poor accessing water
or the limited of water usage. Actually, they need accessing of hygiene water in their community. Importantly,
they are mostly elderly people and illiteracy people, so their remembering is poor. Of course, we need to
access the education regularly.

- We will insert the cattle

cooperative; simply it means we
will provide the loan service by
cooperative way. The poor people
can actually join the saving group
and they can also get the loan
service by the agreement of the
whole cooperative group. The

poor people will get another loan
service after the first client in the
group terminates their loan.
- In addition, I will have a meeting
with the trainer who is the expert
of this program since he used to
guide to the other NGOs of this
program, and the other one is
meeting with our committees in
the saving group and also the
chief of village. The thing is that
we will discuss how to process
these kind of new activities
related to Cattle Husbandry.
- We will be successful in the
cooperating with the saving
group rather individual people
or clients.

From April
- We will choose one saving group
to a model in this new
Community Development
project. In fact, I will choose one
saving group from Tro Peang
Trach, where the saving group
firstly was created. In this
Community Development, we
will create new activities to
develop the community
- We can make another main
project to improve the standard
of poor people living through
the cooperative way. This also
can prevent the migration from
the village to the city and other
country like Thailand. They
especially to improve and
increase the income of our clients
and also the villagers in the
community. We will propose the
idea with the committees and the
chief of village to grow some
vegetables or raise animal such
pigs or chicken by supporting
from Ewha.
- We will also discuss with the chief
of village and the committees
from the saving group. Actually,
we will let them make plan for
their community for themselves.
After that, we will take a look
their plan so that we can help
them to process this project,
basically can create job in their
own community in the
peaceful way with any forcing
from outsiders. In the future,
we can step to the whole Srang
commune.
Villagers Agency From May
- I plan to create another activity,
simply about villagers agency
in each village. We can have
them to help supporting us by
observation clients’ behavior
toward cow raising. Only chief
of villager cannot control all the
behaviors of our clients. Each
chief of village has their own
obligation in each village. We
can choose one or two villagers
agency who is living nearby our
clients to observe our clients
‘behavior. In case, they have
bad intention to sell the cow
without inform to chief of
village.
- This can prevent any bad
habits from our clients who
have the intentions to make
the problems or concerns to
us.

Work promotion status (Process) 1) Resource mobilization status with Local authorities, Communities and NGOs No Agency/Name Process / Contents Plan Result Note 1 Local Authority meeting This local authority meeting is a meeting which is important to help the project going well in term of cooperation and communication. This meeting can somehow help to get the information which we want to know or to access all the information which we want to provide to the target people, especially to vulnerable people who are living with local authorities in the same area. Local authority meeting is also a part of our sub-project to contribute to other sub-projects such as monitoring, assessments and case management, cattle husbandry and cooperative training. The information is updated which is related to the clients and their livestock through meeting. Chief of village or chief of commune play the important roles to observe client’s behaviors toward raising the cattle and their changes after being supported by Ewha. Generally, I, project manager, propose the meeting at least one in every month based on annual plan in order that access updated information involved in clients. Those local authorities are regarded as our partnership to help the disable people as well as community. Meanwhile, there many themes which we, each chief of village and I, have discussed in the meeting such as, the conditions of old and new clients, simply how their standard of living has been changing after they got the services, and their livestock. In addition, cow bank project can basically get disable people or poor people effectively to be cow bank clients through local authorities’ suggestions. Moreover, there are also some solutions along the way in the meeting to solve the problems which the previous clients 90p 55p Through this meeting, we can see that there are some concerns related to clients. To the point that several previous clients have run away from their village. To prevent this kind of problem, I get the idea to solve it. I want to create another agency to cooperate well with chief of village in each village. The agency here is referred to the people who are living next to our clients. They are the people who can see the behavior of our clients surely than chief of village. By the way, I still want local authority meeting to be our sub-project of cow bank project since it benefits a lots to our Cow Bank Project. Simply, it is to keep good communication and cooperation with 5t 2t 10hrs 4hrs

In several months ago, there were some issues relevant to old clients in 2013 such as, the challenges of clients to get baby cow though they have spent time 2 years already to raise the female cow, the escaping of two or three clients from the village since their family problem ( debt). In fact, this meeting is such a beneficial meeting to take part of cow bank project in the whole. Local authorities are also a significant people to contribute the important ideas as well as a good partnership that we need to produce the suitable result. chief of village. 2 VHSG meeting This is another meeting to take part of cow bank project. Actually, the previous activities we have not included them to take some actions in this cow bank project, but obviously we see that they are a potential people whom we should ask for. They are basically very active in health program, they help with their willingness to help health program without any allowance. They are regarded as focal people in community. In other word, they can cooperate with local authorities through cooperative project. In the meantime, I proposed to have meeting with them to talk and discuss about the cooperative training. In this context, they can encourage villagers, especially poor people and our clients indeed to participate in cooperative. 32p 21p In general, I want these people, simple VHSG volunteers to cooperate well with each chief of village in Cow Bank Project. They can be part of cooperative project or of case monitoring. Of course, a few people from VHSG volunteer have helped facilitating in Cooperative training so far. Process/ Contents Our project, Cow Bank Project, has been trying to develop the cooperative in community, especially Srang Commune where many poor people are living in according to the research. To do this, I am the manager of project has spent one month to access the content of the cooperative. I have met the local authorities as well as VHSG’s volunteers at least 2 or 3 times to let them understand some about cooperative before conducting the cooperative. After meeting with them for several times, I stepped on the cooperative training by invited the expert who are expertise on the cooperative from Cooperative Association of Cambodia (CAC) with training fee given. Of course, we have spent about a month to make our clients and each chief of village understand the important of the cooperative. Of course, to let them join the cooperative group, firstly we need to access all the significant information which related to the cooperative to them to understand deeply. Since we want to create more cooperative groups in the community, we have made the cooperative meeting or cooperative orientation in some villages. Indeed, before we conducted the cooperative orientations to villagers, we have created some meeting again with chief of village and health volunteers to make sure with them about the cooperative orientation. After the meeting, we still contacted them along the way by phone calling about the cooperative meeting with villagers since we want to make sure the available time to conduct the cooperative meeting. After, cooperative meeting finished in two villages as a plan, we contacted them again to make sure when they wanted us go to create the saving group for them. After Khmer New year finish, I plan to create one more cooperative group, simply saving group in Srang village where the trainer and I already did the orientation. The date will be on weekend as their available time. Another important point is that Community development. I plan to process two kinds of activities in this new period. There are Cooperative Cattle and the other one is Community Development Cooperative. The first activity is Cooperative Cattle. We will insert the cattle husbandry program into cooperative; simply it means we will provide the loan service by cooperative way. The poor people can actually join the saving group and they can also get the loan service by the agreement of the whole cooperative group. The important thing is that the other poor people will get another loan service after the first client in the group terminates their loan. The second one is Community Development Cooperative. We will choose one saving group to be a model
  • 10. in this new Community Development project. In fact, I will choose one saving group from Tro Peang Trach, where the saving group firstly was created. In this Community Development, we will create new activities to develop the community especially to improve and increase the income of our clients and also the villagers in the community. We will propose the idea with the committees and the chief of village to grow some vegetables or raise animal such pigs or chicken by supporting from Ewha. Process/ Contents Main Contents Process/ Contents Of course, the trainer has taught them about the concept of the cooperative, the main reasons why those communities need to create cooperative group in villages. In the meantime they join the cooperative, what kind of benefits they will get. Along the way, we allow those chief of village and VHSG volunteers to ask whatever they wanted to know. We did so since we wanted them release all the concerns they would be worried to make the cooperative the community. In the meantime, the trainer and I tried to rest the good examples relevant to the cooperative groups in other provinces where people or the members of the group got successful when they joined The trainer and I went to two different villages to do the cooperative orientation. There are Srang village and Pong Ror village. The expert has told those villagers about the purpose to create saving groups or mainly cooperative groups in community where they are living. In this time for new villages, firstly we just let them know what is cooperative so that they The saving group will be generating during this time by joining from our villagers in Srang village. We will help them to process the cooperative group by doing the first registration of their name into the saving group. In the meantime, we teach them how to control their money, loan services, interest and the rules of loan as well.

One more thing, the reason we went to each village because it can help those villagers are able to join our cooperative meeting easily, simply near and saving their time. For Cooperative Cattle Husbandry, I will have a meeting with the trainer who is the expert of this program since he used to be a guider to the other NGOs of this program, and the other one is meeting with our committees in the saving group and also the chief of village. The thing is that we will discuss how to process these kind of new activities related to Cattle Husbandry. The other one is Community Development Cooperative, we will also discuss with the chief of village and the committees from the saving group. Actually, we will let them make plan for their community for themselves. After that, we will take a look their plan so that we can help them to process this project. Reasonfor differencesbetween planandresult Actually, during the cooperative meeting, I have informed to our partnerships such as local authorities and VHSG volunteers, but the number of their coming to the meeting was not exactly full as I have expected in monthly that I proposed the meeting. The main reason is that the period when we had meeting was the busy their busy time to harvest rice. Of course, the ones who came to join were free at that This time the result is a bit bigger than the plan we have set. Basically, this time is a good period that I want to propose more on the cooperative, which is why I make the meeting two times.

The first group from Tro Peang Trach village, we got around 19 members in the first saving group which supported by our chief of village. The second saving group is included our previous clients and new clients, and we got 17 members in this group. In each cooperative orientation, we got a suitable number of the participants from each group. In fact, we got 48 villagers coming to join our cooperative meeting in chief of village’s house in Srang village. The second group is around 24 participants from Pong Ror village. As a result, we could create one more saving group in Pong Ror village. In the first saving, we got 31 members for new cooperative group. The important point is that they have understood how the significant of the cooperative is. We will have another new saving group in different village in Srang. Simply, there will be having around 25 members in new saving group. For the Cooperative Cattle Husbandry, we will be successful in the cooperating with the saving group rather individual people or clients. For the Community Development Cooperative, we can make another main project to improve the standard of poor people living through the cooperative way. This also can prevent the migration from the village to the city and other country like Thailand. They basically can create jobs in their own community in the peaceful way without

Of course, what I want to suggest or propose the idea here is that I want to be strengthening the 2 previous saving groups and the last one that we plan to create in the next April. In fact, I want to make three saving be successful and be the best model to the other villages. Moreover, in the Cooperative Cattle Husbandry, I need to cooperate well and need help from the expert CAC, and Community Development project, we have to access some more water usage in community so that the project will be run well. During this time, we have just created the cooperative groups in the community, and we want to spread the cooperative groups into more than one village. Of course, we have trained the villagers, chief of village and the clients to understand the concept of the cooperative. Actually, we firstly want them understand what is the cooperative and why In this month, the trainer and I tried to make cooperative to be strengthening in community especially for the group who is already created. We specifically focus on the process of saving money and the lessons simply about the principles which they need to learn. In this month, we have changed activities a bit related to clients by doing home visiting to some clients to know more about how they make their living in their daily like. The reason is that we want to know their challenges and we might have some solutions for them. This time is a good season to develop more cooperative groups (saving groups) in more villages in Srang commune. The orientation of the cooperative is started in new villages to promote cooperative. However, I have delayed the clients group since we have some concerned on This period of time, we have spent sometimes on the Khmer New Year so some times are reduced. However, this time or this month is also a good time which I want to create one more saving group in the other village.

  • 17. improvement Achievement Suggestions for improvement At the very first time, clients’ saving group can save around 135,000 riel, which we have, 17 members including old clients and new clients. Second group can save around 200,000 riel and we have 19 villagers came to join. Importantly, we have chosen the committees from each group already. There are mainly five people to manage the whole saving group. The other important thing is that each group can make their own principles or rules to manage the whole saving group; it is simply about the principles which they all agree together during meeting. Moreover, they have learned about meeting rules, saving rules, withdrawn rules, loan rules, structures and management, the division of money, and so on. Later on, we could see that the money in each group has been increasing. Basically, each member can get loan service by borrowing the money from the saving group. They are no longer in debt of the bank anymore. They can solve the family’s problem by getting loan from community group to save their life. One more thing, when they borrow the money from the saving group, the interest is also come into the group and being increased as the way members of the group get more loan. Those members are very cooperative in the group. They help one another. In the meantime, at the half of this monthly saving, the number of members in saving group is increasing; it reaches around 46 people. The number of people who joined the cooperative training is around 72 people including Pong Ror village (24 villagers) and Srang village (48 villagers). This is the first time that we stepped to their village to promote about the cooperative, but the number of participants is pretty much. Moreover, after the orientation was finished, the second saving group is created in Pong Ror, which around 31 members in this new saving group. In short, people are Ewha centre, especially Cow Bank Project can absolutely get another new saving group. It is very useful for our previous and new clients joining this kind of project so that it can be helped them as well. Importantly, we will get the 3 saving group in three different villages.

Achievement Suggestions for improvement Of course, to improve this kind of project, simply cooperative in community, we need to cooperate well with the trainer more, which mean that we need to keep conducting cooperative training and meeting more so that each saving group will be strong and sustain since each cooperative group is need to learn many things such as rules or the principles of the cooperative, how to manage the cooperative group well. In addition, keeping in touch with local authorities and VHSG volunteers is also the main thing lead to be successful of our cooperative in community. Last point which I want to mention here is that Srang Commune is a hard place to develop since that place has many problems such gambling, alcoholics, widow hardship, and violence. Indeed, we, be a manager of the project, need to spend much time to solve all these kind of problems, and need more funds and long period of running project to make sustainable in this kind of community. Loan is to give the loan service to poor people who become as our clients. They can get the loan service from Ewha centre for 2 year to buy the livestock such as cow, pigs, and chicken to raise for two years without any interests at all. Cow bank project has supported many poor families in Srang commune. Meanwhile, they have to return to our centre after 2 years. Mainly, this project is set up to help to improve poor people standard of living. In addition, before they get the loan, we have basic skill related to cattle husbandry to provide to them so that they can have knowledge to lead their cow raising going well. New clients Previous clients in 2013 In 2016 Cow Bank Project also choose 20 more clients to support the loan service. The recruitment is based on Ewha policy, especially cow bank project, which mean that we choose the poor people helped by each chief of village. After that, I will do the assessment to measure their standard of living. In addition, those new clients will be provided knowledge related to cattle husbandry. It is to make sure that they have basic skills to raise their cow well. After Khmer New Year is passed, I will go to Srang area to check some loan for the previous clients. To alert them about the time that they need to return money back to our Ewha centre. Monitoring In order to check the condition of our Previous clients in 2015 & 2013 Previous clients in 2015 & 2013
  • 21. clients, I have been doing the monitoring case, which is a way to check our clients’livestock as well as their living condition. Moreover, this monitoring can help project manager get enough information and can manage all the information which is related to our clients and their livestock. Through the monitoring, I still do the home visiting our previous clients so that I can see the changes of their livestock and their standard of their living. By the way, to do this kind of activities I am needed to cooperate well with each chief of village to know some information related to clients and their lived. Local authorities’information is also important to contribute to monitoring. In addition, monitoring case is needed to inform to our clients based on the process of the project. Of course, I am manager of the project also keep in touch with local authorities. I will do home visiting include clients in 2013 and clients in 2015 to check their livestock’s condition. The monitoring will be processed by cooperating with each local authority. We have expected that all the family can actually improve their standard of living.   • 22. their lives are needed to check monthly. We actually want to follow up the conditions of livestock or cattle whether it is good. In fact, monitoring can help to know all the situations or concerns or the achievement of the clients. To know more about clients changes so that we need to do home visiting, it is really important to update all the information related to clients during their raising. I also discussed with them about how to increase their income through joining the cooperative or the idea of growing some vegetables. I could check more on their condition changes according the monitoring. The monitoring case will be supported by some chief of village since recently some of our previous clients have made some problems due to their family problem. We need all networks get to know all information which related to clients since this project is conducted in their community. For our clients in 2015, I am a project manager will do home visiting same as usual. Reasonfor differencesbetween planandresult As we could see from the plan and the result, it is a bit different since I did home visiting including all our previous clients because some of our clients still has some problem related to returning back loan to Ewha. This is because we want to know more the situations and condition of clients and their livestock. This is helpful to our cow bank project.   • 23. Suggestions for improvement families for two years. Some of our previous clients have returned the amount of money which they have borrowed from Ewha to improve their living. Around 10 clients are full paid, and 3 clients are half paid during this period. The 20 poor families can improve their living condition through raising the cow and cooperative, their knowledge on cattle husbandry, be literacy, and be healthy. Importantly, it can reduce some hardships which used to appear in their living such as disease, debt and so on. Of course, we are able to get some money from our clients in 2013, and can update the information related to clients. Monitoring Through the monitoring, I can say that some of our previous clients who already returned to us, they actually can have their own cow. They not only already paid for the loan, but also can get the baby cow one or until 3 baby cows. In addition, after i finished the evaluation report in year 2014 and the monitoring monthly, I could see some of the clients’ achievements. Some of them can paid all the debts which they borrowed from the private banks, and some can support to build the new house by selling one of their cow when their cow already released one cow. In this year, monitoring is more important than the previous year since we have to manage more clients include clients in 2013 and in 2015. Along the way, the project manager is also needed to solve some issues which happen with our clients. This new month, I am able to get more information related to previous clients. We also have more ideas or some solutions to solve our old clients in case they have some problem. This is really important to know all the information.   • 24. cow. Some of their cow already released one baby cow based on home visiting, and some of their cows are getting pregnant. I am sure that they will get the baby cow during the first year. Only cooperating with chief of village is not enough, we need more agency like villagers agency or team leader of the clients to follow up and observe clients’ behavior. According to monitoring I have done, I could see some concerns which are related to our old clients in 2013. They actually not cooperate well and follow our rules of the Cow Bank well. Of course, we need to adjust some plan or policy toward the particular activity. Based on what I have discussed with the trainer from CAC, I want to update and adjust some activities related to Loan. It can access helping people who are living in community, especially poor people or our cow bank project. This program also cooperates with VHSG and School teachers related to emergency first aid. Moreover, the owner of the project also goes to access the information and health education in each village, simply 18 villages in Srang Commune. Actually, VHSG and School teachers are the focal person in health access. VHSG plays the important roles to help villagers who get injured accidentally with any charge. In the meantime, school teachers can access the health information or health education to the students so that the young children and young adult will know the way to take care themselves. Furthermore, the health coordinator as the manager of the project plays the significant roles to provide the educations related In this period, program coordinator and health centre will go to other different villages, around four villages in this month.

Process/ Contents Main Contents Process/ Contents In particular, the health education or health information will be provided to all kind of people and based on the plan as well. Firstly, we provided the health education to VSHG volunteers; basically they are the important and active people to help access health curing to poor villagers and especially our clients who are disable people. In case, one of our clients get injured or sick, and then they can get health service with any payment. In addition, school teachers are also the focal people to teach children how to protect their health. They basically teach about how to recognize poisonous foods in their community, how to protect their eyes and hands, how to choose healthy foods, emergency first aid, and how to manage the temperature inside body. Among those children, there also have our children’s clients. As a result, those educations might be spread to their mother as well. Another activity is conducted in each village directly by the program coordinator who is a nurse. She teaches the villagers and also our previous or new clients about how to prevent themselves from all kind of diseases. She also teaches about the important of drinking hygiene water, and she also access checking health of villagers and cow bank’s clients free of charge. Importantly, she also provides the information about health access centre where is free of charge for poor people. Program coordinator and health centre will teach our clients and villagers about health education in villages where have not accessed the information of health protection yet. They will help checking villagers’ health such measure blood pressure, test amount of sugar in body, and temperature measurement. Reasonfor differences betweenplanand result Actually, this health program has not been conducted in the previous month such as November, December, and January because the program did not have fund to run project at that time, which why the manger of this project is needed to delay the training till February. They actually can save some money from accessing on health, which mean they acknowledge of health protection. Unlike before they are poor at health protection; they lived in poor condition, lived with diseases, ate unhealthy foods, and drank uncooked water. Theses has leaded their lives down; they have to spend some amount of money to cure their health, but then they start understand how to prevent themselves from diseases. Moreover, those poor people can go to health access centre without paying. Those villagers can check up their health without paying. At least, they can know about their health condition whether good or bad. They can actually know how to take care of their health after checking. By the way, there will be around 50 to 70 participants come to join the education. Though we, Ewha centre, have supported some medicines to those poor people, but it is still not enough because the number of needs is more than the number of medicines access. In addition, poor accessing water or the limited of water usage. Actually, they need accessing of hygiene water in their community. Importantly, they are mostly elderly people and illiteracy people, so their remembering is poor. Of course, we need to access the education regularly.

In this Community Development, we will create new activities to develop the community - We can make another main project to improve the standard of poor people living through the cooperative way. This also can prevent the migration from the village to the city and other country like Thailand. They
  • 29. especially to improve and increase the income of our clients and also the villagers in the community. We will propose the idea with the committees and the chief of village to grow some vegetables or raise animal such pigs or chicken by supporting from Ewha. - We will also discuss with the chief of village and the committees from the saving group. Actually, we will let them make plan for their community for themselves. After that, we will take a look their plan so that we can help them to process this project, basically can create job in their own community in the peaceful way with any forcing from outsiders. In the future, we can step to the whole Srang commune. Villagers Agency From May - I plan to create another activity, simply about villagers agency in each village. We can have them to help supporting us by observation clients’ behavior toward cow raising. Only chief of villager cannot control all the behaviors of our clients. Each chief of village has their own obligation in each village. We can choose one or two villagers agency who is living nearby our clients to observe our clients ‘behavior. In case, they have bad intention to sell the cow without inform to chief of village. - This can prevent any bad habits from our clients who have the intentions to make the problems or concerns to us.
