Strategic Planning. Led strategy development and oversaw implementation to add Ballistic
Missile Defense as a new Navy Mission Area. Coalesced international support around a vision
for future collaborative development of active-RADAR missiles. Introduced active RADAR
missiles into the surface navy, with pre-planned mission expansions written into initial
requirements. Implemented a nation-wide Storage Area Network (SAN)-based distributed
engineering architecture to reduce development costs, provide support to deployed forces and
position a key engineering station for future product and mission growth. Implemented formal
strategic planning processes and accountable agents at each previous position. Engaged in
updating professional society business model to better align with current generation value
propositions.
Program Initiation. Successfully began two separate $800M+ missile development programs as
Program Manager. Built consensus, developed requirements and successfully captured funding.
Developed international funding strategies and work share frameworks. Initiated $300M of new
advanced RADAR development and system integration. Experienced leveraging IRAD and
corporate kick-starter contributions. Opened and operated a franchise sub shop for six years

Program Turnaround. At NATO Seasparrow, took over a broken production line and within two
