Because the public sector is different. There are different budget approval processes, different procurement frameworks, different priorities and (obvious, but frequently forgotten) different types of vehicles. This lack of understanding costs time and money and causes all sorts of frustration for the person running the fleet. But it doesn’t have to be like this.
