1. Meet Paul
The son of Italian immigrants, Silvio and Margherita Mancinone, Paul Louis Mancinone was born in Springfield,
Massachusetts. Raised and educated locally, he attended Westfield State College (now University), graduating
in 1986. Immediately, at the age of 21, he passed the uniform CPA examination at his first sitting, earning the
coveted Certificate of Achievement from the Massachusetts Society of CPA’s. Mr. Mancinone then attended
Western New England College (now University) School of Law, working as a CPA during the day, and attending
class evenings for four years. Upon graduation, the international accounting firm of Ernst & Young LLP
recruited him. In 1995, Mr. Mancinone established the Paul L. Mancinone Company, P.C. He is licensed to
practice in the State of Connecticut, and before the United States Tax Court.
Mr. Mancinone is very active civically. He was recently named to the Board of Trustees of Sisters of Providence
Health Systems, which includes Mercy Hospital of Springfield. He is also a member of the Board of Trustees of
Western New England University, and was recently elected to its Executive Committee. Mr. Mancinone is a
Director of Holyoke Chicopee Springfield Head Start, and serves on the Board of Governors of the Colony Club,
a private dining facility in Springfield, Massachusetts. He and his wife, Anna, as well as many friends, are
closely involved with the Friends of the Homeless in Springfield.
Mr. Mancinone is a past Director of Public Relations for the Connecticut Society of Certified Public
Accountants, and was a guest speaker at Continuing Professional Education workshops for the CSCPA. Mr.
Mancinone wrote Chapter 11 of "Starting a Business in Connecticut" (Oasis Press, 1994), dealing with state
issues. He was a guest speaker of the Massachusetts State Treasurer at the Money Conference for Women,
held at the Hynes Center in Boston, and again at Western New England College in Springfield. Mr. Mancinone
has also made presentations on behalf of the Massachusetts Bar Association.
On November 5, 2010, together with Professor Fred Royal, Mr. Mancinone gave a well-received presentation
on “How to Handle an IRS Audit” at Western New England University. The overwhelming interest from that
presentation, and others since, led to the creation of “ataxblog.com,” a virtual think tank of various shared
ideas for those practicing before taxing authorities.
Most recently, District Attorney-Elect, Mark Mastroianni, selected Mr. Mancinone to his transition team to
head fiscal responsibilities related to the incoming administration.
