Senator
Tim Ashe
Chittenden District
TIM ASHE of Burlington, Chittenden County, was born in
Framingham, MA, on December 10, 1976. Tim holds degrees from
the University of Vermont (1999) and Harvard University’s
Kennedy School of Government (2004). For eight years, Tim
developed affordable housing with Cathedral Square. He and his
team created or renovated 396 affordable senior apartments with
total budgets exceeding $30 million. For the last two years he’s
taught college level courses. Tim served on the staff of
Congressman Bernie Sanders from 1999–2001. He served two terms
on the Burlington City Council, chairing the City’s Community
Development and Neighborhood Revitalization Committee. Tim
serves on the Board of Directors of Housing Foundation, Inc, and
previously served on the Board of Spectrum Youth and Family
Services. Member of the Senate: 2009–present. From 2013–2016,
Tim chaired the Senate Committee on Finance and served on the
Senate Committee on Judiciary, the Joint Fiscal Committee, the
Joint Corrections Oversight Committee, and the Emergency Board.
He is now the President Pro Tempore.

Claire Ayer
Addison District
CLAIRE D. AYER of Addison, Addison County, Democrat, was
raised and educated in the Champlain Valley. Following graduation
from Jeanne Mance School of Nursing, she married Alan Ayer. In
1979, they settled in Weybridge where they raised their three children.
Ayer is a registered nurse with a degree in environmental studies from
Middlebury College. Past service includes: Weybridge School Board
(Chair), Middlebury Area Land Trust, Vermont Association of
Conservation Districts (President), National Association of
Conservation Districts (Executive Board), and Justice of the Peace.
She is a member of the Sigma Theta Tau International Honor Society
of Nursing and the American Legion Auxiliary. Ayer served as a
member of the Electoral College in 2008. During her first two terms in
the Vermont Senate, Ayer served on the Senate Committees on
Agriculture, Transportation, and Finance, and as Vice Chair of Natural
Resources and Energy. She also served on the Judicial Retention and
Health Access Oversight committees. She was elected to the UVM
Board of Trustees for six years where she served as Chair of the
College of Agriculture Board and Chair of the Educational Policy and
Institutional Resources Committee. In her third and fourth terms in the
Vermont Senate, Ayer was elected to serve as Senate Majority Whip.
In 2009, she was appointed Vice Chair of the Senate Committee on
Finance and to represent the Senate on the Lake Champlain Basin
Committee. Since 2011, Ayer has chaired the Senate Committee on
Health and Welfare, served as Majority Whip, and is on the board of

REBECCA A. BALINT of Brattleboro, Windham County,
Democrat, was born in a US Army hospital in Heidelberg, Germany
where her dad was stationed. She was raised predominantly in
upstate New York and attended public schools in Peekskill. She
received her BA from Smith College in Northampton, MA,
graduating magna cum laude and Phi Beta Kappa. Rebecca earned
her master’s in education from Harvard University in 1995 and her
MA in history from the University of Massachusetts at Amherst in
2001. Her career in education has been spent teaching in public and
private schools in New England, as well as at the Community
College of Vermont. She first moved to Vermont in 1994 to teach
rock climbing at the Farm and Wilderness Foundation in Plymouth
and relocated permanently to Vermont in 1997. She went on to
direct Saltash Mountain Camp at Farm and Wilderness, a coed
wilderness adventure camp for 11–15 year olds. She has served on
Brattleboro’s Development Review Board and as an elected town
meeting representative from her district in Brattleboro. She writes a
popular weekly op-ed column in the Brattleboro Reformer, serves
on the workforce committee of the Southeastern Vermont Economic
Development Strategies (SeVEDS), and is a CTI-trained coach who
works with groups and individual clients on fulfilling professional
and personal goals. She is also an avid runner. Rebecca lives with

Rebecca Balint
Windham District
PHIL BARUTH currently serves as Chair of Senate Education, after
four years of service as Majority Leader. Elected to the Senate
originally in 2010, he has since served on the Education, Economic
Development, and Agriculture Committees. Prior to 2010, Phil
spent a dozen years as an award-winning commentator for Vermont
Public Radio; he has spent the last 20 years writing novels as well.
The X President, a darkly comic take on the life and legacy of Bill
Clinton, became a New York Times Notable Book in 2003. The
Brothers Boswell, his most recent novel, was listed as one of the
Best Books of 2009 by the Washington Post. Phil teaches in the
English Department at the University of Vermont. He lives in
Burlington with his wife, Annika, and his daughters, Gwendolyn

Joe Benning
Caledonia District
JOE BENNING of Lyndon, Caledonia County, Republican, was
born in Long Branch, New Jersey, on December 7, 1956.
Occupation: trial lawyer. Joe graduated from Mater Dei High
School in New Monmouth, New Jersey, in 1975; from Lyndon State
College as a Dean’s List Student with a Bachelor of Arts Degree in
Social Science in 1979; and from Vermont Law School with a Juris
Doctorate Degree and member of the Moot Court Advisory Board
in 1983. He is married to Deb Benning and they have two children,
Emily and Justin. Joe is former Chair of Vermont’s Human Rights
Commission, President of the Lyndonville Rotary Club and Lyndon
State College Foundation; a past member of Northeast Kingdom
Youth Services Board, Lyndon Town School Board, Lyndonville
Stars & Stripes Committee, the Vermont State Colleges Board of
Trustees, Caledonia County Task Force On Domestic Violence,
Town/Village Agent for Lyndon/Lyndonville. He is a charter
member of the Central Vermont Harley Owners Group, a life
member of the American Motorcyclist Association and Lyndon
Historical Society. He is Vice Chair of the Senate Committee on
Judiciary and a member of the Senate Committee on Education; he

CAROLYN W. BRANAGAN of Georgia, Franklin County,
Republican, became a resident of present town in 1963. University
of Vermont, Burlington, Vermont (BS 1976 and MEd 1984). She is
married to Christopher Branagan and they have two daughters and

CHRISTOPHER A. BRAY of New Haven, Vermont, became a
member of the Vermont House of Representatives in January 2007,
serving two terms on the House Agriculture Committee. Chris
graduated from the University of Vermont (BA, Zoology, 1977;
MA, English, 1991), where he taught for four years in the English
Department. Chris then worked at National Life of Vermont, IBM,
Intel, and Apple. Chris founded and still operates Common Ground
Communications, which provides writing, editing, and production
services to technical clients and the book publishing industry. Chris
and his family operate an 82-acre farm in New Haven. In 2006,
Chris graduated from the Governor Richard Snelling Center for
Government’s Vermont Leadership Institute. In 2009, Chris was
elected to the Board of Trustees of the University of Vermont.
Chris was a lead sponsor of Vermont’s Farm to Plate Program and
the Biomass Energy Development Working Group, which he co-
chaired until 2011. In 2009, Chris received the Vermont Natural
Resource Council’s Legislative Leadership Award. In 2010, Chris
received the Council of State Government’s Toll Fellowship. In
2012, Chris was appointed to the Vermont State Supreme Court’s
Professional Responsibility Program. Chris’s other current and past
service includes the United Way of Addison County (Board of
Directors), Middlebury Rotary Club, Vermont Milk Commission
(Secretary), Rural Economic Development Working Group (Chair),

FRANCIS K. BROOKS of Montpelier, Washington County,
Democrat, was born in Washington, D.C., on May 24, 1943, and
became a resident of Montpelier in June of 1967. Occupation:
retired teacher, secondary education. He was educated in elementary
schools in Alexandria, Virginia; Parker-Gray High School,
Alexandria; Norwich University, Northfield, Vermont (B.S., 1967);
Clarkson College, Potsdam, New York (M.S., 1974). He is married
to the former Eunice W. Williams, and they have one son and one

BRIAN CAMPION of Bennington, Bennington County, Democrat,
was born in Albany, New York, on December 11, 1970. Campion
was elected to the Vermont State Senate in 2014. Prior to the
Senate, Campion served two terms in the Vermont House of
Representatives, 2011–2014. While a member of the House of
Representatives, Campion served on the House Education
Committee. He is employed at Bennington College. He holds a BA

Alison Clarkson

ALISON HUDNUT CLARKSON of Woodstock, Windsor County,
Democrat, was educated at Harvard College, Cambridge,
Massachusetts, BA 1977. Alison is married to Oliver R.
Goodenough and they have two sons, Ward and William. She
currently serves on the Billings Park Commission. Former board
member of: the Vermont Arts Council, the Vermont Natural
Resources Council, Pentangle Council of the Arts, Sustainable
Woodstock, The Adirondack Council, The New York Theater
Workshop, the Brooklyn Botanic Garden, and the Park School of
Buffalo. Former theater producer, New York City. Alison is
honored to have been named Woodstock Rotary’s Citizen of the
Year in 2002, and to have received the Vermont Farm Bureau’s
Stephanie Bourdeau Women in Agriculture Leadership Award in

BRIAN COLLAMORE of Rutland Town, Rutland County,
Republican. Born on November 28, 1950, in Detroit, Michigan.
Elementary education in Michigan. High school at Jesuit Xavier
School in Concord, Massachusetts. Moved to Vermont in 1968 and
attended Middlebury College. Received a BA in
Sociology/Anthropology in 1972. He and his wife, Christina, have
one son, Brian. He has a long broadcast career in both Middlebury
and Rutland with over 40 years on the radio and over 30 years in
sales and is currently General Sales Manager for five radio stations
for Catamount Radio. Winner of the Distinguished Service Award
from the Vermont Association of Broadcasters. He also has served
as an ice hockey official since 1978 and still referees youth, high
school, and college hockey games. Currently the Vermont
Supervisor of Officials for USA Hockey, President of the Vermont
Chapter of the National Ice Hockey Association of America, and
board member of the Vermont State Amateur Hockey Association.

ANN E. CUMMINGS of Montpelier, Washington County,
Democrat, was born in Holliston, Massachusetts, on July 20, 1946,
and became a resident of present town in November 1975. She is
married to Regis E. Cummings, and they have three daughters and
one son. Occupation: Realtor. She was educated in elementary
schools in Wantaugh, New York, and Lexington, Kentucky;
Lexington Catholic High School, Lexington, Kentucky; Cardinal
Cushing College, Brookline, Massachusetts (BA, 1968); St.

DUSTIN ALLARD DEGREE was born February 12, 1985, in St.
Albans, Vermont, and is a 2003 graduate of Bellows Free Academy
and a 2004 graduate of the Tilton School in Tilton, NH. Degree is a
former member of the Vermont House of Representatives, serving
the City of St. Albans during the 2011–12 biennium. From 2008 to
June of 2010, Degree served as Executive Assistant to Governor
Jim Douglas. Prior to working in the Governor’s office, he was
selected to report on the State of Vermont for MTV’s Emmy award
winning “Choose or Lose” coverage of the 2008 presidential
election. He currently serves as the Vice Chair of the St. Albans
City Development Review Board and on the Board of Directors of
the St. Albans Amateur Skating Association. He is the Chair of the
St. Albans City Republican Committee and a Justice of the Peace.

MARGARET “PEG” FLORY of Pittsford, Rutland County,
Republican, was born in Colchester, Vermont, on August 2, 1948.
Occupation: Retired Attorney. She was educated at Immaculate
Heart of Mary and Mount Saint Joseph Academy, Rutland,
Vermont; Southern Vermont College, Bennington, Vermont
(associate’s degree, 1968); Champlain College (associate’s degree,
1990). She completed a four-year law clerkship under Richard A.

DEBBIE INGRAM of Williston, Chittenden County, was born in
Savannah, Georgia. She graduated with an AB degree in
Communication from Stanford University and earned a Master of
Divinity degree from Fuller Theological Seminary in Pasadena,
California. Debbie also completed a Fellowship at Cambridge
University, England. She has worked for the last ten years as the
Executive Director of Vermont Interfaith Action, a coalition of
congregations throughout the State that seeks to effect systemic
change around issues of social justice. She has also served two
terms on the Williston Selectboard, where she chaired the
Affordable Housing Task Force and the Housing Trust Fund Task
Force. Debbie is Williston’s alternate to the Chittenden County
Regional Planning Commission, where she chaired the Public
Participation Plan Committee. Governor Douglas appointed Debbie
to the Advisory Group for the Vermont Consolidated Plan,
submitted annually to HUD, and Governor Shumlin appointed her
as a consumer representative to the Steering Committee for the
Vermont Health Care Innovation Project, a multimillion dollar grant
awarded to the State through the Affordable Care Act. Debbie began
her career in the film and television industry in Los Angeles, where
she worked in development and production, and she ran a
communications consulting firm in Bangladesh for seven years,
writing, producing, and directing award-winning videos. Debbie is
an ordained minister in the United Church of Christ (UCC) and has
served as Chair of the Board of Directors of the Vermont
Conference of the UCC. She is currently the Moderator of the
Conference. This is Debbie’s first term in the Senate.

JANE KITCHEL of Danville, Caledonia County, Democrat, was
born in St. Johnsbury, Vermont, on August 23, 1945, and grew up
in Danville on the family farm. Occupation: Public Administrator.
Retired from the State of Vermont, former Secretary, Agency of
Human Services. Jane was educated in Danville Schools,
graduating from Danville High School in 1963; Wilson College,
Chambersburg, Pennsylvania (AB, 1967); Toll Fellow, Council of
State Governments, 1994. She is married to Robert Kitchel and
they have one son. Jane is Former President, Board of Trustees,
Fairbanks Museum and Planetarium (St. Johnsbury, Vt.);

VIRGINIA LYONS of Williston, Chittenden County, Democrat, was
born in Auburn, NY. She was educated at Drew University, Rutgers
University, and earned her Doctorate at the University of Vermont.
She taught at Trinity College, VT, for 27 years. She is a college
professor with over 30 years of research, teaching, and other
experience in Environmental and Biological Sciences. Community:
She is a former member and Chair of Williston’s Selectboard,
alternate member Chittenden County Regional Planning
Commission, former Cochran’s Ski Club Chair, former Board Vice
Chair and member CVAHEC and Vermont Family Network. She
serves on Friends of the Winooski River Board, UVM Medical

Board, and other community groups. In 2012–14, she served on the
steering Committee of the Council of State Government North
Eastern Region for Climate Adaptation policy programs. She served

MARK A. MACDONALD of Williamstown, Orange County,
Democrat, was born in Middletown, Connecticut, on December 18,
1942. He has spent summers in Vermont since 1947 and became a
permanent resident in September, 1974. Occupation: teacher/farmer.
He was educated in elementary schools in New Jersey and
Washington, D.C.; Clark University, Worcester, Massachusetts (BA,
1972); attended Norwich University, Northfield, Vermont, 1975-76
to attain teacher’s certification. Member of: Williamstown Planning

RICHARD T. MAZZA of Colchester, Chittenden County, Democrat,
was born in Colchester, Vermont, on September 4, 1939, and is a
lifelong resident. Occupation: self-employed grocer of Dick Mazza’s
General Store in Colchester, which opened in 1954. He was educated
in elementary schools in Colchester and at Winooski High School. He
is married to the former Dorothy D. Hinds and together they have one
son, one daughter, and four grandchildren. Member of: Champlain

RICHARD “DICK” MCCORMACK of Bethel, Windsor County,
Democrat, was born on July 20, 1947, in New York City, New York.
He became a resident of present town in 1970. Occupation: retired
college instructor, performer. He was educated Hofstra University,
bachelor’s degree (U.S. History, 1970); at Castleton State College,
Secondary Education Studies, (1977–78); Vermont Law School,
master’s degree (cum laude - 2002). He is married to Cindy Metcalf
and they have five grown children and five grandchildren between

ALICE W. NITKA of Ludlow, Windsor County, Democrat, was born
December 13, 1944, in Little Falls, New York, and became a resident
of present town in 1969. Occupation: She is employed by Eckerd
Youth Alternatives, Inc., an agency providing services to children.
She was formerly employed as a social worker for more than 30 years,
specializing in adoptions. She was educated at Williamstown Public
Schools, Williamstown, Massachusetts; Vincentian Institute, Albany,
New York; Russell Sage College, Troy, New York (BA, 1967). She is
married to Martin Nitka, and they have two daughters, Abigail and

CHRISTOPHER PEARSON of Burlington, Chittenden County, grew
up in Maine, but was born in Canada. He moved to Burlington in to
attend UVM, where he graduated with a Bachelor’s of Art in
psychology. In 1998, he got his start in Vermont politics working for
then-Congressman Bernie Sanders. In 2006 he was appointed to the
Legislature to fill a vacancy. Pearson runs his own consulting firm
specializing in nonprofit communication and project management. He
is married with two daughters. Member of the House: 2006–2016.

ANTHONY POLLINA of Middlesex, Washington County, was born

SCOTT BECK of St. Johnsbury, Caledonia County, Republican, born
in St. Johnsbury, Vermont. Upon completion of his undergraduate
work at the University of Washington, he entered the United States
Navy, and served until 1999 as a Naval Flight Officer. Scott made
three extended deployments, and earned two Air Medals for combat
missions flown in Bosnia and Somalia. He was also the recipient of a
Navy Commendation Medal, two Navy Achievement medals, and
numerous campaign medals and ribbons. Scott has flown over 1,100
hours in jet aircraft and has nearly 300 carrier arrested landings. Upon
completing MEd degrees in social science and mathematics at The
Citadel, Scott returned to St. Johnsbury with his family in 1999 and
became an educator, dorm counselor, and coach at St. Johnsbury
Academy; he continues to work at the Academy today and teaches
American history, American government, and economics. In 2005,
Scott and his wife, Joelle, opened the Boxcar & Caboose, an
independent bookstore in downtown St. Johnsbury. He has been the
chair of the Downtown Improvement Commission and Executive
Director of the St. Johnsbury Chamber of Commerce. During his time
with the Chamber, Scott initiated the Discover St. Johnsbury
campaign, assisted with the reconstruction of the fire-damaged 1879
Building, and initiated the St. Johnsbury promotional film series. He
is the lead organizer of the St. Johnsbury World Maple Festival,
coaches youth baseball, and is a champion for excellent education for

professional who started her career in Senator Jim Jeffords’ Vermont
office in the late 80s before serving as Director of Government
Relations at then Fletcher Allen Health Care in the mid- to late-90s.
She left Fletcher Allen to serve as Director of the Area Health
Education Centers (AHEC) Program at the University of Vermont for
several years before resigning to focus her time and energy on raising
her four children. For the last decade, she has been an active
community volunteer, serving on numerous committees and boards.
Currently, she is a member of the United Way Women’s Leadership
Council and Champlain College’s Single Parents program. She is a
member of UVM Medical Center’s Auxiliary; she recently chaired the

Progressive/Democrat grew up in Buffalo, NY, and on the Niagara
River in Canada. She has a BA in political science from Marymount

the arts, and received a Master of Fine Arts from Goddard College in
2007. Since moving to Vermont in 1970 Burke has been active in the

BOB FRENIER of Chelsea, Republican, grew up in Bedford,
Massachusetts and was educated in Bedford public schools and at
Tufts University. He was an Eagle Scout and served as a Marine
enlisted man and news editor of the Bedford Minuteman newspaper
before his election as a Bedford selectman at age 28. He became a
Vermont resident in 1992. Bob is a former Vermont volunteer
firefighter/EMT-I and deputy sheriff. He has remained active for
around 20 years as a Trustee of the Chelsea Health Center, where he
led the construction of Chelsea’s new $1.1 million health care facility,
and initiated (with a local pediatrician) Vermont’s first mobile dental
hygiene facility to serve children from families with low income at
eight area schools. More recently, he began Vermont’s first program
to utilize on-duty EMTs to provide nonemergency, in-home
preventive health care to seniors. He also recruited the first
commercial drug store to serve remote Chelsea in 90 years by helping
it obtain Vermont’s first license allowing the pharmacist to

Midwood High School. She received her BS in special education and
psychology from the State University of New York at Old Westbury

Officer until moving to Florida in 1990. She was employed by Florida
Atlantic University in the same capacity and left in 1995 when she
married her husband and moved to VT. She was married for 18 years
to Paul L. Gamache of St. Albans (deceased in 2013). Until his death,

  • 5. 1 Senator Tim Ashe Chittenden District TIM ASHE of Burlington, Chittenden County, was born in Framingham, MA, on December 10, 1976. Tim holds degrees from the University of Vermont (1999) and Harvard University’s Kennedy School of Government (2004). For eight years, Tim developed affordable housing with Cathedral Square. He and his team created or renovated 396 affordable senior apartments with total budgets exceeding $30 million. For the last two years he’s taught college level courses. Tim served on the staff of Congressman Bernie Sanders from 1999–2001. He served two terms on the Burlington City Council, chairing the City’s Community Development and Neighborhood Revitalization Committee. Tim serves on the Board of Directors of Housing Foundation, Inc, and previously served on the Board of Spectrum Youth and Family Services. Member of the Senate: 2009–present. From 2013–2016, Tim chaired the Senate Committee on Finance and served on the Senate Committee on Judiciary, the Joint Fiscal Committee, the Joint Corrections Oversight Committee, and the Emergency Board. He is now the President Pro Tempore. Senator Claire Ayer Addison District CLAIRE D. AYER of Addison, Addison County, Democrat, was raised and educated in the Champlain Valley. Following graduation from Jeanne Mance School of Nursing, she married Alan Ayer. In 1979, they settled in Weybridge where they raised their three children. Ayer is a registered nurse with a degree in environmental studies from Middlebury College. Past service includes: Weybridge School Board (Chair), Middlebury Area Land Trust, Vermont Association of Conservation Districts (President), National Association of Conservation Districts (Executive Board), and Justice of the Peace. She is a member of the Sigma Theta Tau International Honor Society of Nursing and the American Legion Auxiliary. Ayer served as a member of the Electoral College in 2008. During her first two terms in the Vermont Senate, Ayer served on the Senate Committees on Agriculture, Transportation, and Finance, and as Vice Chair of Natural Resources and Energy. She also served on the Judicial Retention and Health Access Oversight committees. She was elected to the UVM Board of Trustees for six years where she served as Chair of the College of Agriculture Board and Chair of the Educational Policy and Institutional Resources Committee. In her third and fourth terms in the Vermont Senate, Ayer was elected to serve as Senate Majority Whip. In 2009, she was appointed Vice Chair of the Senate Committee on Finance and to represent the Senate on the Lake Champlain Basin Committee.   • 6. 2 REBECCA A. BALINT of Brattleboro, Windham County, Democrat, was born in a US Army hospital in Heidelberg, Germany where her dad was stationed. She was raised predominantly in upstate New York and attended public schools in Peekskill. She received her BA from Smith College in Northampton, MA, graduating magna cum laude and Phi Beta Kappa. Rebecca earned her master’s in education from Harvard University in 1995 and her MA in history from the University of Massachusetts at Amherst in 2001. Her career in education has been spent teaching in public and private schools in New England, as well as at the Community College of Vermont. She first moved to Vermont in 1994 to teach rock climbing at the Farm and Wilderness Foundation in Plymouth and relocated permanently to Vermont in 1997. She went on to direct Saltash Mountain Camp at Farm and Wilderness, a coed wilderness adventure camp for 11–15 year olds. She has served on Brattleboro’s Development Review Board and as an elected town meeting representative from her district in Brattleboro. She writes a popular weekly op-ed column in the Brattleboro Reformer, serves on the workforce committee of the Southeastern Vermont Economic Development Strategies (SeVEDS), and is a CTI-trained coach who works with groups and individual clients on fulfilling professional and personal goals. Senator Rebecca Balint Windham District PHIL BARUTH currently serves as Chair of Senate Education, after four years of service as Majority Leader. Elected to the Senate originally in 2010, he has since served on the Education, Economic Development, and Agriculture Committees. Prior to 2010, Phil spent a dozen years as an award-winning commentator for Vermont Public Radio; he has spent the last 20 years writing novels as well. Chris graduated from the University of Vermont (BA, Zoology, 1977; MA, English, 1991), where he taught for four years in the English Department. Chris then worked at National Life of Vermont, IBM, Intel, and Apple. Chris founded and still operates Common Ground Communications, which provides writing, editing, and production services to technical clients and the book publishing industry. Chris and his family operate an 82-acre farm in New Haven. In 2006, Chris graduated from the Governor Richard Snelling Center for Government’s Vermont Leadership Institute. In 2009, Chris was elected to the Board of Trustees of the University of Vermont. She graduated with an AB degree in Communication from Stanford University and earned a Master of Divinity degree from Fuller Theological Seminary in Pasadena, California. Debbie also completed a Fellowship at Cambridge University, England. She has worked for the last ten years as the Executive Director of Vermont Interfaith Action, a coalition of congregations throughout the State that seeks to effect systemic change around issues of social justice. She has also served two terms on the Williston Selectboard, where she chaired the Affordable Housing Task Force and the Housing Trust Fund Task Force. Debbie is Williston’s alternate to the Chittenden County Regional Planning Commission, where she chaired the Public Participation Plan Committee. Governor Douglas appointed Debbie to the Advisory Group for the Vermont Consolidated Plan, submitted annually to HUD, and Governor Shumlin appointed her as a consumer representative to the Steering Committee for the Vermont Health Care Innovation Project, a multimillion dollar grant awarded to the State through the Affordable Care Act. Debbie began her career in the film and television industry in Los Angeles, where she worked in development and production, and she ran a communications consulting firm in Bangladesh for seven years, writing, producing, and directing award-winning videos.
