If no delegation of a decision maker is made then parents will have no authority to act on their behalf in the event they become incapacitated. If the proper documents had been in place granting you the authority to act on his behalf, this situation would have been very different and a lot less frustrating for you as a parent since you would have been able to access his records and give instructions as to his treatment.
