This document provides instructions for agencies to conduct a self-assessment of their government websites and portals based on 7 pillars: site performance, functionality, content, navigation, search, online transparency, and look and feel. It describes the criteria for each pillar and outlines the process for evaluating websites against the criteria. For example, under site performance, websites are assessed on loading time and instructions are given to use an online tool to test loading time during peak hours and identify if it is within the ideal time of 10 seconds or less. The document aims to help agencies identify areas for improvement to better meet user needs.
