3. THE PROBLEM
 COVID-19 is easily spread from person-to-person contact,
can survive on surfaces from a few hours to a few days, and
can be transmitted through aerosolization.
 Pre-symptomatic and asymptomatic individuals can spread
COVID-19.
 Businesses want to return to normal operations,but rely on
government to tackle COVID-19 exposure within the
workplace.
 Service and Retail businesses are most likely to open and close
because businesses don’t know how to protect their
employees and customers.
 Significant cost of quarantine for 14 days if an employee gets
COVID-19 as everyone he/she came in contact with has to be
quarantined. A super-spreader would even close the facility.
 Out of necessity,countries are establishing travel bubbles
amongst“green” countries,heavily reliant on pre- and post-
travel testing,and national immunization programs.

 Smart booklet embedded with contactless (NFC)
smartcard chip.
 Chip contains personal data, photograph, test /
vaccination records, authentication keys and URL to
Health Passport server.
 Data page is printed with personal data and
photograph.
 Secured QR Code is printed on data page to link to
the Health Passport server.
 Chip and data page specifications are compatible
with ICAO standard logical data structure and
security mechanisms, whereby it is adaptable to
foreign immigration inspection systems.

5. ISSUANCE PROCESS

1.Appointment for testing or vaccination is confirmed.
2. Health Passport is personalised with National ID and/or e-Passport data, and is
delivered to designated test / vaccine administration centre or clinic.
3. User arrives atTest Centre,VAC or clinic,and gets tested or vaccinated.
4. Test or vaccination data is uploaded to Health Passport server and stored in the
Health Passport chip.Option:User downloads test report and updates Health
Passport chip.
5. Facilitator hands over Health Passport to User.

6. INSPECTION PROCESS BY REGISTERED INSPECTORS

1. User presents Health Passport with consent.
2. Inspection Terminal reads out Health Passport data
from contactless chip and performs security checks,
including test / vaccination status and blockchain data.
3. Inspector verifies the User against the photograph
retrieved from Health Passport.

7. INSPECTION PROCESS BY EXTERNAL PARTIES

1. User presents Health Passport with consent.
2. Inspector scans QR code on Health Passport and
is connected to the Health Passport web portal.
3.Web page displays the personal data, photograph,

 The Health Passport System is secured using
distributed ledger technology.
 It utilises a private blockchain based on the Proof of
Authority algorithm, custom-designed by MCS and
associates.
 Proof of Authority (PoA) is a reputation-based
consensus algorithm that introduces a practical and
efficient solution for private blockchain networks.

11. PRIVACY COMPLIANT HEALTH DATA MANAGEMENT
 Medical tests & vaccinations recorded and managed locally according to the relevant Personal Data Protection
and Privacy legislations.
 System to be owned and operated by the National Government and administered by the Ministry of Health.
