  establish	
  improvements	
  to	
  the	
  existing	
  project	
  management	
  infrastructure	
  at	
  
Bombardier	
  Canada.	
  	
  
As	
  Project	
  Management	
  experts,	
  we	
  take	
  on	
  the	
  role	
  of	
  project	
  champions	
  on	
  behalf	
  of	
  our	
  clients	
  
whom	
  look	
  towards	
  improving	
  their	
  internal	
  project	
  management	
  processes	
  and	
  procedures.	
  	
  
Depending	
  on	
  the	
  type	
  of	
  package	
  the	
  client	
  purchases,	
  the	
  Project	
  Aid	
  Consultants	
  team	
  will	
  audit	
  
(to	
  varying	
  degrees)	
  existing	
  practices	
  in	
  the	
  clients’	
  project	
  management	
  environment	
  to	
  look

gaps

areas	
  are	
  causing	
  the	
  organization	
  significant	
  financial	
  issues,	
  talent	
  loss,	
  but	
  major	
  damage	
  to	
  its	
  
brand	
  and	
  reputation	
  among	
  their

Introduction   The  Project  Aid  Consultants  Team  is  comprised  of  a  group  of  professionals  who  have  expertise  in   various  fields  including  Human  Resources,  Information  Technology,  and  Finance,  in  addition  to   specializing  in  Project  Management.  Our  consulting  team  was  founded  in  September  2014  and  our   office  is  located  in  Montreal,  Quebec.  We  are  in  the  process  of  opening  a  second  location  in   Toronto,  Ontario  in  2015.       We  are  technology-­‐minded  business  people  with  a  strong  knowledge  of  implementing  project   management  in  organizations  with  or  without  a  project  management  infrastructure.  Our  focus  is  to   ensure  that  our  clients  receive  the  very  best  tools  and  knowledge  thus  aiding  them  in  their  Project   Management  success.    We  are  also  a  PMI  Registered  Education  Provider  (R.E.P.).   The  Project  Aid  Consultants  Team  provides  a  wide  range  of  customizable  professional  consulting   services  to  fit  our  clients’  needs.  We  offer  our  clients  an  option  to  combine  services.  For  example,  to   implement  a  Project  Management  Organization,  we  will  first  conduct  an  assessment  of  your   company's  level  of  project  management.  Based  on  the  findings  of  the  assessment,  a  client  may  then   select  a  PMO  solution  and  PM  foundation  training  for  their  IT  resources  to  introduce  the  best   practices  for  the  organization.  The  training  packages  we  offer  also  provides  different  levels  of   assistance  for  upper  management,  project  managers,  and  mid-­‐level  employees.       2. Summary   This  project  will  establish  improvements  to  the  existing  project  management  infrastructure  at   Bombardier  Canada.     As  Project  Management  experts,  we  take  on  the  role  of  project  champions  on  behalf  of  our  clients   whom  look  towards  improving  their  internal  project  management  processes  and  procedures.     Depending  on  the  type  of  package  the  client  purchases,  the  Project  Aid  Consultants  team  will  audit   (to  varying  degrees)  existing  practices  in  the  clients’  project  management  environment  to  look  for   gaps  and  issues  in  project  processes  and  deployments  in  order  to  tailor  the  solution  package.     It  is  through  our  findings  that  we  are  able  to  determine  which  of  our  consultants  will  be  recruited  to   the  project.  Every  client  has  different  needs,  therefore  we  ensure  that  we  are  only  sending  the   appropriate  resources  to  you  to  ensure  that  the  right  expert  leads  their  respective  sections.     Our  belief  is  that  our  clients  benefit  the  most  when  they  are  left  to  work  in  their  own  environment   which  is  why  we  design  our  processes  and  training  to  take  place  at  our  clients'  offices.  It  is  beneficial   to  everyone  that  we  gain  a  solid  understanding  of  our  clients'  project  management  practices  and   environment  by  allowing  our  consultant  team  to  work  side  by  side  with  those  who  will  benefit  the   most  from  our  services.  Our  team  is  equipped  to  work  in  the  field  and  are  seasoned  in  multi-­‐cultural

Goals  and  Objectives     Project  Aid  Consultants'  Project  Team,  PMI  Registered  Education  Provider  (R.E.P.),  will  provide   Bombardier’s  upper  management  and  all  relevant  project  management  members  the  proper  tools,   training,  coaching  and  guidance  in  project  management,  according  to  the  business  needs.  Our   service  will  allow  the  executive  management,  project  and  program  managers  to  be  more  efficient   and  better  equipped  for  the  challenges  of  the  constantly  evolving  business  environment.   No  matter  for  the  recovery  of,  for  example,  the  C-­‐Series  or  upcoming  projects,  our  program  will   allow  Bombardier  to  decrease  the  %  of  challenged  projects,  in  the  Aerospace  division,  which  are   projects  that  meet  one  of  the  following  criteria:     • Budget  exceeded  by  15%     • Delivered  more  than  60  days  late     • Major  scope  not  delivered     As  mentioned  previously,  simply  by  analysing  the  C-­‐Series  project,  the  risk  and  scope  management   are  areas  that  seek  improvement  in  project  management  at  Bombardier  Aviation.  The  problematic   areas  are  causing  the  organization  significant  financial  issues,  talent  loss,  but  major  damage  to  its   brand  and  reputation  among  their  field.       4. Assessments  &  Solutions   Our  clients  rely  on  our  expertise  therefore;  we  work  the  process  of  auditing  our  client’s  present   project  management  structures  and  evaluate  our  client’s  current  project  management  processes  in   order  to  identify  gaps  and  problems.  These  evaluations  are  used  to  create  tools,  processes,  training   programs  and  supporting  documentation  to  help  ensure  that  our  clients  are  equipped  for  better   management  of  present  and  future  projects.       Bombardier  Aviation  is  a  global  presence  with  a  work  force  of  over  75,000  employees.  The  offices  of   Bombardier  span  the  globe,  with  multicultural  staff  working  on  the  same  projects.  As  a  global  leader   and  the  only  manufacturer  of  both  planes  and  trains,  project  management  is  not  a  new   phenomenon.  However,  as  seasoned  as  Bombardier  is  in  project  management,  there  is,  like  all   things  in  life,  room  for  improvement.  Often  times,  an  overhaul  of  the  Project  Management  Office  is   not  needed,  instead,  our  clients  may  need  a  restructuring  of  processes  and  retraining  for  staff.      
  • 5.                                  Project  Aid  Consultants  -­‐  PROPOSAL  for  Bombardier  Aviation                                            Page  3   Our  Consultancy  Team  observed  the  very  public  setbacks  of  the  C-­‐Series  which  have  been  ongoing   for  two  years.  There  were  setbacks,  a  failed  six  month  attempt  at  a  Project  Management   Consultancy  Team  to  repair  problems  in  the  project’s  life  cycle  and  the  increasing  costs  of  which   were  not  forecasted  in  the  budget.       The  findings  of  the  lack  of  or  problematic  project  management  structures  are:     • Lack  of  standardization  across  Project  Management  application  landscape  and  processes   • Undefined  or  under  defined  Risk  Management   • Undefined  or  under  defined  Scope  Management   • No  Work  Base  Structure   • Budget  restrictions  for  Project  Management   The  solutions  we  provide  are:     • Improve  PM  application  landscape  by  standardising  systems  and  processes   • Provide  proper  tools,  training,  coaching  and  guidance  in  project  management   • Bring  specialized  skills  and  knowledge  to  assist  Bombardier  in  making  the  best  possible   business  decisions  and  to  achieve  organizational  objectives   • Re-­‐create  a  clear  implementing  mitigation  and  contingency  plans   • Offer  a  variety  of  packages  to  meet  a  company’s  budget

Service  Packages  –  Scope  of  Work   a. Service  Packages  Offered     b. Deliverables   The  Project  Aid  Consultants  -­‐  Project  Team  will  create  tools  and  documentation  which  will   include  the  following:       • Process  analysis,  redesign,  and  implementation.   • Introduction  of  quality  methods.       • Cost-­‐optimization.   • Supplier  evaluation.       • Project  management  and  planning.       • Manufacturing  optimization.     • Analyze  given  situations,  define  and  implement  solutions.       • Support  our  clients  methodically,  conduct  and  moderate  workshops  and  actively  drive   changes.       c.   • 7.                                  Project  Aid  Consultants  -­‐  PROPOSAL  for  Bombardier  Aviation                                            Page  5   sponsor  approval  is  needed.  Changes  will  be  proposed  in  accordance  with  the  project’s   change  control  process.    All  changes  must  be  documented  as  they  are  made  and  project   documents  must  be  updated  accordingly.  The  change  management  log  and  change  request   form,  found  in  Appendix  B  and  Appendix  C,  are  fundamental  documentations  for  the   purpose  of  tracking  changes  throughout  the  progress  of  the  project.       (Note:  The  change  management  log  and  change  request  form  is  a  suggested  template.     If  need,  the  templates  can  be  modified  to  tailor  the  project  needs).   6. Timetable   Timetable  –  varies  per  selected  package.   Bronze  Package   6  months  duration.   Silver  Package   12  months  duration.   Gold  Package   18  months  duration.   7. Budget   a. General   The  budget  quoted  below  is  commensurate  with  the  key  activities  described  in  this   proposal.   20%  initial  is  required  due  the  contract  signed  regardless  of  the  package  chosen.  The   remaining  amount  will  be  billed  monthly  according  to  the  duration  of  the  project.   8.54%  of  Administrative  expenses  are  included  for  each  package  offered,  including  cost  for   processing  account  transactions,  invoices,  bank  fees,  external  research,  and  other  services   included.   b. Labour   All  positions  are  full-­‐time  equivalent  unless  noted  otherwise  in  the  descriptions.     Details  of  wages  are  included  in  Appendix  D  –  Budget  Details.

Roles  &  Responsibilities   Below  is  a  breakdown  of  the  primary  responsibilities  of  each  role.  It  is  assumed  that  all  team   members  work  in  collaboration  with  the  client  to  ensure  goals  and  objectives  are  clearly  identified   and  met  through  the  implementation  stages.   Project  Manager   • Define  the  scope  of  the  project  in  collaboration  with  the  sponsor  and  project  team.   • Create  a  detailed  work  plan  which  identifies  and  sequences  the  activities  needed  to  successfully   complete  the  project   • Determine  the  resources  (time,  money,  equipment,  etc.)  required  to  complete  the  project.     • Develop  a  schedule  for  project  completion  that  effectively  allocates  the  resources  to  the   activities   • Determine  the  objectives  and  measures  upon  which  the  project  will  be  evaluated  at  its   completion   • In  collaboration  with  the  Implementation  manager,  recruit  and  select  staff  with  appropriate   skills  for  the  project   • Manage  budget   • Manage  the  project  team  and  coordinate  with  the  Implementation  Manager  for  the  SME  team.   • Monitor  project  advancement  to  ensure  all  milestones  are  completed  on  time   • Provide  monthly  project  updates  to  sponsor  and  periodic  updates  to  stakeholders   • Resolve  issues  when  needed   • Change  management   • Approve  timesheets  of  the  project  team   Scope  Manager     • Defines  and  controls  the  project  scope   • Allows  for  the  project  team  to  create  and  implement  processes  which  will  define  what  is   included  in  the  project   • Allows  for  the  Scope  Manager  to  weigh  and  address  factors  which  could  cause  changes  in  the   project’s  life  span   • Monitoring  and  Control  of  scope  throughout  project  life  cycle   • Creates  the  WBS  (Work  Breakdown  Schedule)
