2. مشكلة الدراسة
لما كانت الواردات تمثل أهمية كبيرة في الاقتصاد
المصري، ولما كانت تحقق معدلات نمو مرتفعة، فإن
مشكلة الد ا رسة هي تتبع التغي ا رت في الواردات خلال فترة
ما بعد الانفتاح الاقتصادي، وتحديد العوامل التي تؤثر
في كل من تركيبها السلعي وتوزيعها الجغ ا رفي.
3. هدف الدراسة
تهدف الد ا رسة إلى تحليل التركيب السلعي والت وزيع
الجغ ا رفي للواردات. بالإضافة إلى تقدير دوال للطلب على
الواردات في مصر بشكلها التفصيلي والتجميعي. وذلك
خلال الفترة من 1974 وحتى 1998 باستخدام أساليب
تقدير النماذج الديناميكية. ثم استخدام تلك التقدي ا رت في
التنبؤ وتحليل السياسات الخاصة بالاستي ا رد في مصر.
4. أهمية الدراسة
تفيد نتائج تقدير مرونات الطلب على الواردات المختلفة
في تحديد السياسات الاقتصادية التي يمكن من خلالها
التأثير في الواردات.
5. حدود الدراسة وفروضها والمنهج المتبع بها
يتحدد الإطار الزمني لهذه الد ا رسة بالفترة من 1974 وحتى 1998 وذلك
على أساس بيانات سنوية. كما تتبع الد ا رسة نموذج إجمالي وتفصيلي
للواردات وذلك بتقسيمها إلى مجموعات سلعية.
وتقتصر الد ا رسة على الواردات السلعية فقط دون التعرض للواردات من
الخدمات. والافت ا رض الأساسي للد ا رسة هو أن التغي ا رت في الطلب على
الواردات تكون نتيجة للتغي ا رت في عدد من المتغي ا رت المستقلة مثل الناتج
المحلي الإجمالي، الناتج الصناعي، السعر النسبي، الاتجاه الزمني. وأن
تلك المتغي ا رت المستقلة ودرجة تأثير كل منها على الواردات تختلف من
مجموعة سلعية لأخرى. ويجرى في الد ا رسة اختبار لهذا الفرض للتعرف
على العوامل المؤثرة على سلوك الطلب على الواردات. ويستخدم في ذلك
منهج الاقتصاد القياسي في تقدير الدوال ذات المتغي ا رت غير الساكنة،
بالإضافة إلى استخدام المنهجين الرياضي والإحصائي بهدف تحليل بعض
الظواهر وتطبيق بعض المقاييس الوصفية للبيانات.
6. البيانات
طبيعتها:
تستخدم الد ا رسة بيانات سنوية معبر عنها بالقيم الثابتة بالجنيه المصري، أو
الدولار الأمريكي حسب الاقتضاء. ويتم تحويلها إلى لوغاريتمات طبيعية وذلك
عند إدخالها في أي نموذج بغرض التقدير.

7. التصنيف السلعي المستخدم في الدراسة
التصنيف السلعي المستخدم في هذه الد ا رسة هو التصنيف حسب
درجة التصنيع والاستخدام الذي يصدره الجهاز المركزي للتعبئة
العامة والإحصاء، وفيه تنقسم الواردات إلى ست مجموعات سلعية
هي:
-1 الوقود. 2-المواد الخام.
-3 السلع الوسيطة. 4-السلع الاستثمارية.
-5 السلع الاستهلاكية المعمرة 6-السلع الاستهلاكية غير المعمرة.
8. التصنيف الجغرافي المستخدم في الدراسة
التصنيف الجغ ا رفي المستخدم هو التصنيف على حسب
المجموعات الاقتصادية العالمية والذي يصدره الجهاز المركزي
للتعبئة العامة والإحصاء، وفيه تنقسم الواردات من العالم إلى
عشر مجموعات اقتصادية هي:
-1 الدول العربية، 2-الدول الأفريقية غير العربية، 3-الدول
الآسيوية غير العربية، 4-دول غرب أوروبا، 5-دول شرق
أوروبا، 6-دول أمريكا الشمالية، 7-دول أمريكا الوسطى،
-8 دول أمريكا الجنوبية، 9-الدول الإقيانوسية، 10 -مصادر
أخرى.
9. خطة الدراسة
تتكون الدراسة من أربعة فصول نستعرضها بالتفصيل فيما
يلي:
- الواردات: خلفية واستعراض للأدبيات.
- تحليل هيكل الواردات في مصر.
- تقدير دوال الطلب على الواردات السلعية في مصر.
- الواردات: المستقبل والسياسات.

يهدف الفصل إلى إعطاء خلفية نظرية عن الواردات من حيث المنهجيات
المتبعة عند دراسة الطلب عليها، ومحددات الطلب عليها، بالإضافة إلى
عرض لمجموعة من الدراسات السابقة في هذا المجال.

وفيه تعتبر السلعة المستوردة بديل غير تام للسلعة
المنتجة محلي ا . وهو ما يعني أن الطلب على الواردات
يكون نتاج لتعظيم سلوك المستهلك، أو المنتج
ويقرر أنه إذا كانت السلع المستوردة بدائل تامة للسلع
المنتجة محليا ، فإن الواردات تمثل في هذه الحالة

يهدف هذا الفصل إلى تحليل التوزيع الجغرافي والتركيب السلعي للواردات
وذذلك من خلال حساب عدد من المؤشرات الخاصة بالتركز والأهمية

يهدف ها الفصل إلى استخدام نتائج التقديرات التي حصلنا عليها سابق ا في
التنبؤ بالواردات حتى عام 2005 من حيث تركيبها السلعي ودرجة التركز
فيه. وأخير ا نعرض لعدد من السياسات الاقتصادية ودورها في التأثير على
الواردات.

41. نتائج الدراسة
• أن فرضية البديل غير التام كانت هي المناسبة لتقدير الواردات بجميع مجموعاتها السلعية فيما
عدا مجموعة الواردات من الوقود وهي التي أظهرت نتائج أفضل باستخدام فرضية فائض الطلب.
• كان لتخفيض قيمة الجنيه المصري مقابل الدولار أثره على ارتفاع قيمة الواردات بالجنيه المصري
،% حيث بلغ متوسط معدل النمو السنوي للواردات مقومة بالجنيه المصري خلال الفترة 17.2
% في حين بلغ المعدل ذاته 6.3 % في حالة تقييمها بالدولار الأمريكي. والفرق وهو 10.9
يمثل المتوسط السنوي لمعدل تخفيض قيمة الجنيه مقابل الدولار خلال الفترة.
• أظهر حساب معامل جيني للتركز في التوزيع الجغ ا رفي للواردات ارتفاع قيمة المؤشر من
%48.2 عام 1974 إلى 53.4 % في عام 1993 مما يشير إلى ت ا زيد درجة التركز في مصادر
الواردات في مصر خلال الفترة حيث يأتي أكثر من 60 % من الواردات من مجموعة دول غرب
أوروبا وأمريكا الشمالية، ثم بدأ هذا المعامل في الانخفاض بشكل ملحوظ في الفترة من 1994
حتى 1998 بسبب زيادة الأهمية النسبية للواردات من كل من الدول العربية ودول شرق أ وروبا
وذلك على حساب تقلص الاهمية النسبية للواردات من دول غرب أوروبا وأمريكا الشمالية وان
كان لك بنسبة ضئيلة.
42. نتائج الدراسة
• أظهر حساب معامل جيني للتركز في التركيب السلعي للواردات ارتفاعاً طفيفاً خلال الفترة حيث
بلغ 53.4 % عام 1995 في مقابل 50.0 % عام 1974 وذلك بسبب ارتفاع نسبة الواردات
الوسيطة لأكثر من 40 % من جملة الواردات السلعية، إلا أن النمو في الواردات من الوقود
والسلع الاستهلاكية في مقابل انخفاض نمو الواردات من السلع الوسيطة والمواد الخام قد انعكس
. على انخفاض مؤشر التركز مرة أخرى حتى وصل إلى 47.9 % في عام 1998
• تت ا زيد أهمية الواردات من الدول الآسيوية بشكل كبير خلال الفترة حيث بلغت 17 % من جملة
. الواردات في عام 1995 بعد أن كانت تمثل 4% فقط من جملة الواردات في عام 1974
ويرجع ذلك إلى انخفاض تكلفة الواردات من تلك الدول عن غيرها، ونمو الطاقة التصدي رية لها
بشكل كبير خلال الفترة.
• ت ا زيد نصيب مجموعة دول غرب أوروبا وأمريكا الشمالية في الواردات على حساب نصيب كل من
الدول العربية ودول شرق أوروبا، وقد كان ذلك نتيجة لعدد من الأسباب التي منها تغير التوجه
السياسي والاقتصادي للدولة، ودخول العديد من الاستثما ا رت الأجنبية للشركات متعددة الجنسية
والتي يترتب عليها تدفق المستلزمات السلعية اللازمة لنشاطها في مصر من تلك الدول التي
تشكل استثما ا رتها معظم الاستثما ا رت الأجنبية في مصر.
43. نتائج الدراسة
• إن سياسة الإحلال محل الواردات والاست ا رتيجية الصناعية المصاحبة لها لم تؤد إلى خفض مطلق
للواردات. وانما عملت على تغيير تركيبها السلعي بحيث تحل الواردات من السلع الوسيطة
ومستلزمات الإنتاج محل الواردات من السلع الاستهلاكية.
• تقدي ا رت مرونة الطلب لتغي ا رت الدخل في الأجل الطويل كانت حوالي 1.1 % بينما كان التقدير في
الأجل القصير غير معنوي. وهذا معناه عدم استجابة الواردات في الأجل القصير لأي تغي ا رت في
الدخل حيث لا يتوقع أن تؤثر التغي ا رت العرضية في الدخل على التعاقدات المسبقة للاستي ا رد. كما
يمكن القول أن الواردات في هذه الحالة تتأثر فقط بمستوى الدخل الدائم.
2005 اتجاهاً - • أظهر قياس معامل التركز في التركيب السلعي المتوقع خلال الفترة 1999
للارتفاع بشكل ملحوظ ويقترب من مستواه السابق في فترة الثمانينيات ويرتبط هذا الارتفاع بتغير
في التركيب السلعي للواردات حيث ترتفع الأهمية النسبية للواردات من المواد الخام والسلع
الاستهلاكية المعمرة وذلك على حساب انخفاض الأهمية النسبية المتوقعة لباقي المجموعات.
44. نتائج الدراسة
• تفرض حالة الركود الاقتصادي المصحوب بعجز في المي ا زن التجاري قيداً كبي ا رً على استخدام
السياسات المالية والنقدية للتأثير على نمو الواردات مما يجعل من المناسب في هذه الحالة
استخدام سياسات مالية ونقدية انتقائية وذلك عن طريق التركيز على تغيير سعر ودرجة إتاحة
السلع التي تدخل في التجارة بطريقة مباشرة دون محاولة تغيير الدخل أو مستويات الأسعار.
