The Sanford Police Department initially requested an arrest warrant for manslaughter charges against George Zimmerman in the killing of Trayvon Martin. However, the Seminole County State Attorney's Office did not immediately file charges while further reviewing the case. While the police chief publicly claimed there was no probable cause for arrest, this document reveals the police did recommend manslaughter charges to prosecutors in their capias request to file criminal charges. The governor later replaced the local prosecutors with a special prosecutor to take over the case amid growing public outrage over the lack of charges against Zimmerman.

According to legal assessment, Smyrnios was not in any physical danger and unnecessarily charged Mr. Rodeman for loitering, a criminal traffic violation, and possession of marijuana. These charges came after Mr. Rodeman’s girlfriend came outside and informed Smyrnios of the teen’s permission to be there. Introduction:
A Good Samaritan is someone who voluntarily chooses to offer aid to someone who is injured or having an emergency. Some states actually have Good Samaritan laws to protect those who volunteer to render aid and consider it an act of negligence to not at least make a call for help. Good Samaritan laws vary by state but many offer immunity. Under the Good Samaritan laws which grant immunity, if the Good Samaritan makes an error while rendering emergency medical care, he or she cannot be held legally liable for damages in court. However, two conditions usually must be met; 1) the aid must be given at the scene of the emergency, and. 2) if the "volunteer" has other motives, such as the hope of being paid a fee or reward, then the law will not apply (US Legal, 2012).
NYPD Officer’s Random Act of Kindness Goes Viral
NYPD Officer on and he was still cold. With that the Good Samaritan officer went to a nearby shoe store and purchased the boots and socks with the store manager’s employee discount bringing the total price to $75; however, the act was priceless.
NYPD Officer Larry DePrimo was caught on camera without knowing displaying a random act of kindness to a homeless man, on one cold day in November, 2012. The woman who posted the picture on Facebook was visiting New York from Florence, Arizona when she witnessed the act by Officer DePrimo who presented a pair of boots and thermal socks to a homeless man who was sitting on the street with blisters on his feet. The witness; Jennifer Foster, who also works in law enforcement as a civilian communications Director for the Pinal County Sheriff’s Office, in Arizona was so impressed by the act that she stated “she had to bring attention to the policeman’s random act of kindness.” This selfless act by Officer DePrimo was done out of the goodness of his heart, with only the concern for the man who was on the streets of New York in the dead of winter without the proper attire to keep warm. Jennifer Foster witnessed and wrote that Officer DePrimo after presenting the man with the all-weather boots and thermal socks; the officer squatted down on the ground and proceed to then help place the socks and boots on the man’s feet. Once the story was released and Officer DePrimo was asked about the act the officer humbly stated “I didn’t think anything of it!” (N.Y. Times, 2012) Officer DePrimo also stated that he had two pair of sock on and he was still cold. With that the Good Samaritan officer went to a nearby shoe store and purchased the boots and socks with the store manager’s employee discount bringing the total price ...
On July 27, 2007, Lois Murphy was found dead on the floor of her gar.docxarnit1
On July 27, 2007, Lois Murphy was found dead on the floor of her garage, a victim of an apparent homicide. She was discovered by her brother, James Murphy, who had come to her residence to check on her after being unable to reach her for three days. James immediately called 911 to report the discovery.
MPD conducted a comprehensive crime scene investigation, including photographing and videotaping the crime scene, collecting physical evidence, and gathering fingerprint evidence. The MPD classified the case as a homicide. Following the initial crime scene investigation, MPD detectives conducted an extensive investigation, interviewing many witnesses and following all credible leads.
Although there were multiple signs of blunt wound trauma around the head and face, according to the Metropolis County Medical Examiner, the cause of death was a gunshot wound to the chest. The ME listed the cause of death as homicide.
The MPD eventually arrested William Tanner on suspicion of murder. The evidence indicates that the crime was motivated by an unpaid debt for drugs.
The crime occurred in the city and county of Metropolis.

2 PARTS TO THE ASSIGNMNT
Assignment 1: Consent—What does It Mean in Sexual Assault Cases?
Centervale Police Officer Michael James has received a call to investigate an alleged sexual assault. He knows that there are several important issues in the investigation of sexual assaults. The same tenets of investigations apply to these cases. In addition, there are some unique aspects of these crimes that are important for the investigator to note. One of those items is the question of consent.
Submission Details:
By Saturday, August 2, 2014, in at least 250 words, post to the Discussion Area your responses to the following questions:
•What are some of the important points for the investigation?
•How would the behavior of the investigating officer toward the victim impact the investigation? How important is it for the investigator to be fair and neutral toward the victim?
•How will the age of the victim affect the investigation?
Registrants—The Effect of Investigation
The investigation in this sexual assault case results in a conviction with several penalties. One of those penalties results in registration as a sex offender. This registration with local authorities continues for the entire life of the offender.
Answer the following questions:
•What do you think about the need to have those with convictions in this area register with local authorities?
•Should there be a limited time as a registrant, or should the registration go on forever? Does the duration depend on the crime?
•What are some of the minor offenses, and which of them should be excluded from registration?
•How has the Sex Offender Registry Program impacted society? Is it worth it? Are there certain types of individuals convicted of sexual crimes who should not be mandated to register?

Assignment 2: LASA 1: A Drug Deal Gone Bad
This assignment aims for you to evaluate the criminal investigations process.
Here’s What Happened . . .
Around 12:00 p.m. on September 13, 2004, Fred Smith walked across the road to Bill Jones's house to ask for a ride. Although it was almost fall, it was still very hot outside and Smith needed to pick up money in a neighboring town. Smith didn't want to walk from Centervale to Roan County, so he offered to pay Jones $20.00 for gas and his time to drive Smith to pick up his money. Jones accepted Smith's offer; however, Jones told Smith that he had to pick up a friend at a car repair shop along the way. Jones and Smith drove to Thrifty Repair Shop and picked up Jones's friend, Roger Fish. Fish was not in a hurry that day, so he agreed to ride with the pair to pick up Smith's money.
The trio arrived at 200 S. Railroad Street, Brysonton, Roan County, AnyState. Smith exited the car and told Jones and Fish to wait in the car. As Smith walked toward the front of the residence, he yelled to the occupants inside, "You got some weed?" "Yeah," Raynard Jenkins rep.
Trayvon Martin’s killing and the subsequent acquittal of his accused murderer, George Zimmerman, reopened an old wound in American society and showed how decades, perhaps even centuries old conflicts in the country have never gone away. One Twitter post immediately after the verdict urging people to ‘remember to set your clock back 50 years’ sums up the way many in the African-American community felt about the verdict. Martin, a then 16 year old African-American youth was fatally shot by a neighbourhood watchman after a fight broke out and the latter’s gun was allegedly used in self-defence.

As Smith walked toward the front of the residence, he yelled to the occupants inside, "You got some weed?" "Yeah," Raynard Jenkins replied from inside the residence. Jenkins greeted Smith at the door and asked him, "What you got?" Smith pulled out a Ruger SP101 .357 Magnum and shot Jenkins in the chest at point-blank range.
As Jenkins was falling toward the ground, Bob Marshall, a local drug dealer, jumped up from the corner of the couch, dropped a large bag of cocaine on the floor, and ran into the kitchen and out the back door. Smith chased Marshall, shot at him twice, but missed him. Smith ran back to the car and yelled to Jones, "Punch it! He tried to smoke (kill) me." The group sped away in a brown Ford Taurus, but were pulled over by Deputy R. W. Dunn approximately five miles from the scene. After coming to a complete stop, Jones threw the gun onto the rear floorboard of the car, next to Fish.
Deputy Dunn approached the car, asked the men to exit the car, and detained them to await another officer's arrival. When the officer was brought to the location where the men were being detained, a witness who saw the shooting identified Jones as the shooter. Smith, Jones, and Fish were arrested, transported to the Roan County Sheriff's Office for additional questioning, and booked into jail on first-degree murder charges.
The Investigation . . .
State Bureau of Investigation (SBI) Special Agent (SA) Pete Moss arrived at the scene at 200 S. Railroad Street, Brysonton, Roan County, AnyState, with CSI and SBI SA April Pearson at 1:03 p.m. to assist the Sheriff's Office with investigating the murder of Jenkins and the attempted murder of Marshall. SA Pearson interviewed key witnesses who lived in the immediate area within proximity of the crime scene, while SA Moss began drafting a search warrant. Although the Sheriff's Office had secured the scene around the house, SA Pearson secured an additional larger area that extended into the street. Both the interior and exterior barriers were secu ...

TRAYVON MARTIN (Sanford Police Officers Wanted To Arrest Shooter George Zimmerman)

Sanford cops wanted to charge Zimmerman in Trayvon
Martin case
By Frances Robles
frobles@MiamiHerald.com
Despite public claims that there wasn’t
enough probable cause to make a criminal
case in the Trayvon Martin killing, early in
the investigation the Sanford Police
Department requested an arrest warrant
from the Seminole County State Attorney’s
office, the special prosecutor in the case
told The Miami Herald on Tuesday.
A Sanford Police incident report shows the
case was categorized as
“homicide/negligent manslaughter.”
The state attorney’s office held off pending
Seminole County State Attorney's Office further review, The Miami Herald has
State Attorney Norman R. Wolfinger learned.
The Miami Gardens high school junior was
killed Feb. 26 by George Zimmerman, a neighborhood watch volunteer. The 28-year-old
insurance underwriter and college student was never charged, triggering a nationwide
crusade on the dead teen’s behalf.
Asked to confirm that the police recommended a manslaughter charge, special prosecutor
Angela Corey said: “I don’t know about that, but as far as the process I can tell you that the
police went to the state attorney with a capias request, meaning: ‘We’re through with our
investigation and here it is for you.’ The state attorney impaneled a grand jury, but before
anything else could be done, the governor stepped in and asked us to pick it up in mid-
stream.”
A capias is a request for charges to be filed.
The Seminole County State Attorney’s Office declined to comment on whether its
prosecutors ever recommended against filing charges.
“If you go with what was reported in the press the first night, there would have been an
arrest right away, but obviously something gave investigators pause,” said a source in the
Seminole State Attorney’s office who did not want to speak publicly, because the case is
now assigned to a different prosecutor. “We get capias warrants all the time. That doesn’t

mean we file charges right away. We investigate to see if it’s appropriate. That’s the
responsible thing to do.’’
The Seminole County State Attorney’s Office was consulted the night of Trayvon’s killing,
but no prosecutor ever visited the scene. As the controversy intensified, Gov. Rick Scott
replaced Seminole State Attorney Norm Wolfinger with Corey, the state attorney for Duval,
Nassau and Clay counties, based in Jacksonville.
“The case now has a new state attorney, and they didn’t file charges the first day they got
it, either,” the Seminole prosecutor who asked to remain anonymous said.
The development is in stark contrast to the statements repeatedly made by Bill Lee, the
Sanford police chief who has since stepped aside and was lambasted for his handling of
the case. Lee publicly insisted that there was no probable cause to arrest Zimmerman,
leading many critics to say he came across more like a defense attorney for the security
buff.
“Zimmerman provided a statement claiming he acted in self defense which at the time was
supported by physical evidence and testimony,” Lee wrote in a memo posted on the city’s
website. “By Florida Statute, law enforcement was PROHIBITED from making an arrest
based of the facts and circumstances they had at the time.”
He cited the statute number for Florida’s “Stand Your Ground” law, which provides
immunity to people who kill someone in self defense.
Lee’s was criticized for his explanations, because many people thought he was bending
over backward to protect the shooter based on the results of a shoddy investigation.
A spokeswoman for the city said the police department would make no further comments
on the ongoing investigation.
The FBI and Florida Department of Law Enforcement took over the case. An FDLE
investigator and the new prosecutor were spotted in Zimmerman’s neighborhood Tuesday
interviewing witnesses.
Many of the facts of what happened at the Retreat at Twin Lakes that night remain murky.
What’s clear is that Trayvon was staying at his father’s girlfriend’s house in a gated
community in Sanford while serving out a 10-day suspension for getting caught with an
empty baggie of marijuana at Dr. Michael M. Krop Senior High School.
He went for a walk shortly before the start of the NBA All Stars game to buy Skittles and
iced tea. Zimmerman, who had a history of reporting “suspicious characters,” spotted
Trayvon when he was on his way back from 7-Eleven and called police saying he saw
someone who looked high, walked too slowly in the rain and appeared to be looking at
people’s houses.
The neighborhood watch volunteer, who was licensed to carry a 9 mm semiautomatic
handgun in a holster, was recorded on the police line muttering profanities and a possible
racial slur. He tailed Trayvon until the boy took off running.
