Marilyn D. Barker is the Senior Vice President and Chief Regulatory Counsel at The Bancorp Bank. Prior to this role, she operated her own law firm focused on counseling financial institutions on issues relating to anti-money laundering and electronic payments. She has extensive experience in regulatory compliance and policy development through various roles at the Department of Treasury, U.S. Securities and Exchange Commission, and Board of Governors of the Federal Reserve System.

MARILYN D. BARKER currently serves as Senior Vice President, Legal and Compliance Risk Management
Division, for The Bancorp Bank. Before joining the Bank, Ms. Barker was the sole proprietor of The Law
Office of Marilyn D. Barker and focused her practice on counseling financial services institutions on
federal and state Bank Secrecy Act regulatory and compliance matters, including those involving anti-
money laundering, stored value, and electronic payments issues. Ms. Barker is a Certified Anti-Money
Laundering Specialist (CAMS) and member of the Association of Certified Anti-Money Laundering
Specialists. Prior to launching her own practice, Ms. Barker was Counsel at the Washington DC office of
Bryan Cave, LLP. She also worked at the Department of the Treasury, the Financial Crimes Enforcement
Network (FinCEN). During her tenure at FinCEN, she served as a project officer in the Office of
Regulatory Policy of the Regulatory Policy and Programs Division, and as a team leader for money
services businesses and stored value issues. In that capacity, Ms. Barker provided advice, guidance and
developed policy for the administration of the Bank Secrecy Act regulations for financial institutions. She
frequently lectured to foreign delegations from Europe, Asia, Africa and Latin America on the U.S.
regulation of money services businesses and informal value transfer systems from an anti-money
laundering and counter-terrorism financing perspective. Ms. Barker also served as a U.S. delegate to the
Financial Action Task Force, an international body that develops and promotes policies designed to
combat money laundering and terrorist financing, and the Asia-Pacific Economic Cooperation’s Counter-
Terrorism Financing Workshop in Melbourne, Australia. Ms. Barker also served as Senior Counsel for
the U.S. Securities and Exchange Commission and as an attorney with the Board of Governors of the
Federal Reserve System. In her role as an attorney at the Board, she advised on civil administrative
enforcement matters relating to regulatory and supervisory compliance for bank holding companies and
state member banks. Ms. Barker previously was an associate in a Los Angeles firm, focusing on various
banking, corporate and bankruptcy issues and a judicial law clerk to the Honorable Alfred T. Goodwin,
U.S. Court of Appeals, Ninth Circuit.
