BAPETCO Fields HSE Manager
Working as BAPETCO Fields HSE Manager (Bed-1, Bed-3, Obaiyed , ASEW, & NEAG1). As well as, BAPETCO
New Project (Assil & Karam Carbon Dioxide Removal Plant) HSE Manager. The Project completed with 5 million
Hours without LTI , the project costs $ 900 million. Workings with BAPETCO Management to achieve GOAL
ZERO "Safety is the highest priority" and aspire to safely produce 120,000 boepd in 2014 and sustain into 2015-
2016, with the following responsibilities:
 Ensure adherence to company HSE Policies, rules, regulations and procedures. As well as, enforce the
implementation of the BAPETCO HSE-MS and also promote awareness of its use among all divisions and
departments personnel in all fields.
 Ensure continuous improvement of Road Safety through the Road safety campaign, establish Road Safety
Monitoring team at other locations after the successful pilot at BED-3, posters , videos, In Vehicle Monitoring
System " IVMS" spot check and rewarding system (driver merit system)
 Implement on-line tracking system for more control on the road transportation and driver behavior as a pilot for
10 vehicles “cover all sites and main office”.
 Participate in preparation of corporate HSE plan, Millstone and scorecard
 Team leader deputy for Lean Project applied on the BAPETCO Consequence Management System. This project
received immediate and unquestionable approval for this Lean CI project. The project team was recognized
immediately as both a strong contribution to BAPETCO and a shining example of universal Lean rigor. As
such, this project is being shared among the Shell Upstream CI leadership.
 Ensure company staff and contractor compliance with Life Saving Rules "LSR" and Journey Management five
keys control through clear HSE clause in the contract, training, and coaching. For noncompliance ensure strictly
application of consequence management to enforce the compliance.
 Establish, implement and maintain a new project called HSE Competence Framework " competency ladder" for
all HSE engineers (as a pilot) to support career Development and for being a qualified professional HSE
Advisor.
 Establish, implement and maintain a new process called Safe Work Place Process "SWPP" and Safe System Of
Work "SSOW" to ensure that all activities will be safely and efficient execution.
 Establish, implement and maintain a new auditing program to confirm the proper implementation of SWPP
called Safety Leadership Visit "SLV". Joint the Top management (MD's) to carry out SLV to set an example for

2. the other management, senior supervisors and supervisor.
 Follow up with all fields the progress of the HSE plan and other tasks and targets.
 Establish, implement and maintain a new HSE position (Well service HSE Eng.) to follow up and control all
well service activities. Ensure implement of SWPP, SSOW, Permit To Work "PTW", Task Risk Assessment
"TRA", Toll Box Talk "TBT" and compliance with LSR and Five Keys control.
 Ensure the execution of the training plan for each field and this plan is cover the critical subject in the current
year (e.g. Line of fire, SWPP, SSOW, TRA, TBT, ..etc)
 Participate in establishment, implement maintain BAPETCO operation HSE Case. As well as, filed HSE case
(BED-3 & AESW)
 Ensure the readiness of emergency preparedness ( emergency and contingency plan " drills" , emergency
response team, firefighting facilities , fire and gas detection system, ESD system)
 BAPETCO internal auditing.
 Ensure all audit "internal / external" recommendations / actions are tracked and closed.
 Encourage Team Work spirit by setting an example.

BED-3 HSE Manager

 Establish a new Road Safety Monitoring Team "RSMT" to control vehicle movements and improve road safety
in BED-3
 Install IVMS in all BED-3 vehicles.
 Participating in HAZID and HAZOP studies for ASW field and NEAG 1
 Review the weekly spot check of the IVMS and discuss with filed manager to improve our drivers behavior
 Ensure regular HSE campaigns (LSR, LOF, Road Safety, etc.) are successfully done and the key messages are
clear and easy to understand by the target audience.
 Ensure continuous rigorous improvement of the HSE culture of the company and contractor staff through a
comprehensive HSE training program (Hearts & Minds, contractor safety, work place safety, etc.)
 High Potential Incident Investigation
 Establish Learning form incident program to maximize the benefit from the incident leaning points.
 Ensure all incident recommendations/actions are tracked and closed to prevent reoccurrence.

Working as HSE advisor in all company fields (Bed-1, Bed-3, Obaiyed , ASEW, & NEAG1) with the

 Actively encourage staff to report all Near Misses / Unsafe Acts/ Conditions.
 Participate in incidents investigation, analysis and track the recommendations and corrective actions
 Participate in implementing and documenting HSE cases.
 Participating in HAZID and HAZOP studies for BED-3 Pre-compression Phase I & II
