The Situationer…..
Despite the potential of the School Head’s
administrative and instructional functions; the
promotion for sustainable, comprehensive,
systematic development, and quality assurance of
the instructional support materials for teachers
and learners, in both elementary and secondary
schools remains with an evolving effort, and
lasting challenge as revealed in the DepEd LRMDS
Investigative Report, 2012; 2016; 2018).
Effective and Efficient Leaders in Implementing LRMDS at the School Level
Henceforth, the instructional leadership
of school heads particularly in captivating
capacity implementation for learning
resources materials management and
development, together with other
variables, is also pragmatically evolving.
Effective and Efficient Leaders in Implementing LRMDS at the School Level
Contextualized learning materials
developed by teachers in the field such as
SLMs/LAS, Big books, small books, CAIMs,
DCCMs, DCLRs, and AVLs need to be
quality assured to ensure quality before
they are used in the teaching-learning
process
Effective and Efficient Leaders in Implementing LRMDS at the School Level
It is therefore, very significant that school
heads and teachers shall be capacitated
with the LRMD systems (Development and
Quality Assurance) to ensure that the
materials used in the classroom are of
good quality and in conformance with the
standards set by the Department of
Education thru the Bureau of Learning
Resources (BLR).
Effective and Efficient Leaders in Implementing LRMDS at the School Level
Objectives
 To organize School LR Team in all schools in the
Division of Southern Leyte
 To capacitate school heads and School QA team
members in the development and quality assurance of
LRs
 To monitor the development and quality assurance
activity of the schools.
Effective and Efficient Leaders in Implementing LRMDS at the School Level
Outputs
All schools both elementary and secondary in
had organized School LR QA Team.
School heads and School QA team members are
capacitated with the LRMS with improved
knowledge, skills and attitudes on the system.
Produce more quality assured and pilot tested
contextualized LRs
Effective and Efficient Leaders in Implementing LRMDS at the School Level
School Heads included in their monthly
supervisory plan the development, quality
assurance and utilization of the quality assured
learning resources.
School Heads provided technical assistance to
teachers in developing localized materials.
Effective and Efficient Leaders in Implementing LRMDS at the School Level
Outcomes
1.Increased no. of contextualized LRs such as LAS,
Big books, CAIMs, DCLRs
2.Increased no. of contextualized LRs recommended
for use in schools

Outcomes
4. Less issues on violations on social content,
5. Increased no. of school heads and teacher-
writers given certificate of recognition during
Pasidungog.

Direct beneficiaries
The direct beneficiaries of the project
are the School Heads as Team Leader
and the Teachers who are members of
the School LR QA Team.
Effective and Efficient Leaders in Implementing LRMDS at the School Level
How they benefit the project?
 Learners as the main customers are the direct
beneficiaries of the project. Learning resources
developed by the teachers are quality assured to ensure
conformance to standards therefore avoiding mediocre
and sub-standards learning materials used by the
teachers.
 Teachers in the field are benefited also since they are
provided with the quality assured LRs to use in the
teaching-learning process. They also received TA from
the school heads on how to develop a quality learning
materials.
Effective and Efficient Leaders in Implementing LRMDS at the School Level
 School Heads are likewise the beneficiary of the project since
their KSA’s are improved pertaining to quality assurance as
part of their technical assistance in the curriculum particularly
in the QA, pilot testing and development of learning
materials.
 First level quality assurance activity for the developed
learning resources is ensured at the school level. So,
expectedly, the percentage of passing of the materials for the
second level quality assurance activity by the Division QA
Team Members (EPSs both LR and Learning Areas) will
become higher. Education Program Supervisors will not exert
more efforts in the quality assurance of the materials since
they already underwent QA activity at the school level.
