SUBJECT: Letter of Recommendation, Technical Sergeant Rickey L. Stamm
I. It is my honor to highly recommend Technical Sergeant Rickey L. Stamm as an officer candidate and for serious
consideration to the Air Force rated officer recall program/initiative. A prior commissioned officer and aviator,
TSgt Stamm is a selfless leader/mentor who consistently leads by example, possesses a "can do" attitude, and instills
confidence in any situation.
2. I had the distinct privilege to serve with and observe TSgt Stamm during while I commanded the 727th
Expeditionary Air Control Squadron, Joint Base Balad, Iraq, from January to May 2009. As NCOIC of the Mission
Planning Cell and StaniEval, TSgt Stamm instilled leadership confidence and increased corps stability in a stressful
wartime situation. TSgt Stamm took the lead at every opportunity to brief mission crews on the latest FCIFs
ensuring they maintained the highest standards in flight safety/weapons employment and were compliant with
monthly GolNo-Go testing procedures. He was instrumental in the AFCENT StanlEval Staff Assistance Visit
results which identified "No StanlEval discrepancies" and "Marked improvement from previous AEFs." TSgt
Stamm developed new TIP's to enhance mission effectiveness and designed a reliable archivallretrieval process for
radio and data link communications for HATR analysis and resolution., He also created an exhaustive MPC
checklist outlining the daily/weekly/monthly requirements for both day and night operations. In addition, TSgt
Stamm pursued an archive solution to insure the mission planning process was hardened against failure and
transportable in case of disaster recovery. The unit achieved excellence in the surveillance of and weapons control
in the sovereign airspace over Iraq due TSgt Stamm's direct efforts.
3. TSgt Stamm left active duty as a Captain in 1990 after nine years service as an F-Ill Instructor Weapon Systems
Officer. He answered the call to duty once again after 11 September 200 I. Due to his age he had to enlist in the Air
National Guard and then request an age waiver to regain his commission. NGB rejected his initial request on behalf
of the Secretary of the Air Force due to waiver requests not being approved during the height of Force Shaping. His
qualities as an officer continue to shine through with every effort he makes in fulfilling the mission. The ease with
which TSgt Stamm accomplishes his responsibilities as NCOIC and as a volunteer in several mission essential areas
marks him as a person striving for and requiring greater responsibilities and opportunities to lead and to serve. As
an officer, TSgt Stamm would excel as an Air Battle Manager with the 123rd Air Control Squadron, Blue Ash
ANGS, Ohio, where his aviation experience, mission-centric attitude and maturity would prove invaluable.
4. TSgt Stamm demonstrates leadership and officership qualities in every task undertaken. He encourages and
mentors his subordinates while commanding confidence from his superiors. TSgt Stamm deserves the opportunity
to lead to his fullest potential; he's valuable resource. He personifies the professional leadership qualities and
technical expertise required of a successful Air Force officer.
