Linn Berggren completed a 5-month internship from March to July 2013 in the Task Force for Internet Policy Development of the Directorate-General for Communications Networks, Content and Technology. She helped produce background papers on normative issues related to the internet, coordinated a public consultation on the multistakeholder model for internet governance, and prepared briefings on jurisdictional implications of international law as it relates to the internet. Her adviser appreciated her experience in public administration which allowed her to become operational quickly. She analyzed issues well, made considered proposals, and fitted well within the multicultural environment.

Task Description
Linn has been a stagiaire in the Task Force for Internet Policy Development.
She has actively taken part in the creation of a European Internet strategy
communication.
She has helped producing the staff working paper (SWP)/background paper, particularly
the one that concerns the normative issues related to the Internet, that the Communication
is set out to address. This section deals with extraterritorial application of national law,
models for international norm setting and other jurisdictional issues regarding the
Internet. The mentioned issues in turn have a prominent impact on relevant EU policy
fields (e.g. Cloud computing, E-commerce, EU common sales law, Data protection,
Freedom of Speech, human rights).
Linn was responsible for the overall coordination of the public consultation preceding the
communication. She created a survey designed to gather input on the current
multistakeholder model and its role in Internet policy making.
She also prepared a comprehensive briefing for the Director of directorate D,
Cooperation before an international conference where the director was participating in a
panel discussion about the jurisdictional implications on the Internet concerning
international law. Preparations consisted of critically analysing, concluding and summit a
large number of reports regarding international law making, the applicability of

international frameworks in Internet-related matters, privacy, data privacy and aspects of
national sovereignty.
She prepared legal assessments and documents, minutes and other supporting documents
for the task force and management. These tasks were within various relevant fields of the
Directorate-General.
She helped in the making of various internal documents preceding a commission
proposal, e.g. roadmaps, metrics and timelines etc. and participated in, and occasionally
represented the Task Force in different conferences, meetings and briefings, both
internally and externally.
Adviser's appreciation
Due to her experience in a national public administration, Linn was did become
operational in the Task Force very quickly. She analysed well and made considered
proposals for further actions after having weighted the pros and cons of her arguments.
She fitted well in a multicultural environment and was sensitive to the interest of
colleagues and stakeholders. She was a friendly colleague, and always willing to help.
