2. Road Infrastructure Poised to Expand Dramatically
• 16 million miles of roads to be added in the next 30 years (60% above 2010 levels).
• 9 out of 10 roads will be built in developing countries.
• Many of these are homes to the last stands of tropical forests.
• Forests are key to decarbonization (~10-15% of GHG emissions).
• The effect of roads on forest cover is theoretically ambiguous:
• Changes in relative returns to agriculture (-/+)
• Lower transportation costs for timber (-)
• Changes in fuel use (-/+)
• Causal estimation is difficult because of endogenous placement of roads.

• Rural roads have no effect on forest cover despite leading to exits from
agriculture and improvements in educational outcomes.
• Highways result in expansion of forest cover industries and reduce forest cover.
• SCC = ~25% of fiscal cost, >100% if deforestation is additional.
• Must account for ecological cost as well as fiscal cost.
