A Practical CNV Guide To The Ruggie PrinciplesCNV Vakcentrale
What can you as a trade union leader official do about human rights violations in your company, with the help of CNV Internationaal via your international network? Or even
better: how can you prevent the rights of workers being violated in the first place?
Towards fair supply chains a practical guide for trade unionsCNV Vakcentrale
The ‘Ruggie Principles’ are the new UN Principles for both exposing and preventing violations of human rights in
companies, sectors and industries worldwide. Especially for trade unions and Works Councils, the Ruggie Principles are
a useful and effective resource for addressing companies about compliance with internationally recognised labour
standards. Moreover, the principles provide additional possibilities for promoting the Decent Work agenda and
international solidarity and collegiality.
With this guide, the CNV is actively bringing the Ruggie Principles to the attention of trade union leaders, trade union
officials and members of Works Councils in the Netherlands, and, translated into English, French and Spanish, partner
organisations in Asia, Africa, Latin America and Eastern Europe.
Take advantage of this new resource! Instead of long texts about background circumstances, we give you tips, ideas and
examples to help you apply Corporate Social Responsibility (CSR) in the chain. It is a manual for putting the principles
into practice.
This manual is also available in Dutch http://www.slideshare.net/Vakbond/cnv-mvo, and on demand to internationaal@cnv.nl in French and Spanish.

The document discusses the Big Lottery Fund's support for the social investment market in England. It outlines BIG's mission to improve lives and communities, provides funding statistics, and discusses the world's first social impact bond. It then details NEXT steps like developing a property fund and 'mini-SIB'. The approach focuses on a catalytic role in developing the English social investment marketplace. Priorities include an investment readiness fund and co-commissioning fund launching in 2013.
NEPO was established in 1976 as a purchasing organization for local authorities in northeast England. It has since rebranded and adopted a new business model focused on social value. Over £3 billion is spent annually by local authorities in the region on goods and services, with over half going to small and medium enterprises, social enterprises, and the third sector. The 2012 Social Value Act requires public authorities to consider how procurement can improve social, economic, and environmental well-being. NEPO works to influence procurement design and reduce barriers for suppliers to promote social value in the northeast region.
This document outlines the UK government's goal of growing the social investment market through three key approaches: 1) Increasing the supply of capital into the market, 2) Creating an enabling environment for accessing that capital, and 3) Supporting demand for capital by growing the "investment pipeline". Specific initiatives to support this include a £600m Fund of Funds, investment readiness programs that provide early-stage and growth funding, and other catalytic investments and grants. The overall aim is to provide more affordable and appropriate social finance to increase social innovation and balanced growth.
Big Society Capital was introduced to increase social investment in the UK. Projections estimate that the supply of and demand for social investment will grow significantly between 2011 and 2015, reaching over £700 million. Social sector organizations can take three steps to access social investment: define their revenue model, develop a business plan and evidence base, and seek various types of funding including social investment funds and social outcomes funds.

This document discusses social impact bonds (SIBs), which use private investment to fund preventative social services. SIBs require upfront investment, evidence-based activities, and repayment to investors only if improved outcomes are achieved. The document notes Newcastle's interest in SIBs to increase preventative funding, generate savings, and encourage collaboration. Challenges include ensuring activities directly improve measurable outcomes and that commissioners repay investors. Newcastle has issued a call for SIB proposals focused on innovation to improve citywide outcomes across areas like homelessness, health, community safety, and skills.

Effect of pilates training on people with fibromyalgiaRafael Juliano
This pilot study investigated the effects of Pilates training on people with fibromyalgia syndrome (FMS). 50 women with FMS were randomly assigned to either a Pilates exercise group (n=25) that did 1 hour Pilates sessions 3 times a week for 12 weeks, or a home exercise control group (n=25) that did relaxation/stretching exercises. Outcomes including pain, functional status, quality of life, tender points, and balance were measured before, immediately after, and 12 weeks after treatment. The Pilates group showed significantly greater improvements in pain and functional status immediately after treatment compared to the control group, but these effects were not maintained at the 12-week follow-up.
The social value act- a national perspectivealphacoop
The document discusses the Social Value Act and its goals of opening up public services, driving better value for money, and rebalancing the public services market. The Act encourages considering social value, defined as additional community benefits beyond direct purchasing, in commissioning and procurement. This presents opportunities for more involvement in developing specifications and monitoring services. However, issues include lack of understanding of social value among commissioners and ability to articulate added social value for potential suppliers. The document also discusses initiatives to make working with the public sector easier, such as the Community Right to Challenge and Procurement Reforms.

The document discusses the Social Value Act, which requires public bodies in the UK to consider how procurement of services might improve social, economic, and environmental well-being. It requires authorities to consult on these matters and consider social value in addition to cost. The Act aims to improve local services and outcomes. While it provides an opportunity, there are also challenges to implementing it, such as lack of engagement between commissioners and providers. Early examples show social value being added through contract terms and criteria.

European institutions can provide opportunities for companies to win contracts and establish long-term partnerships. However, bidding for these contracts requires meeting strict criteria and following complex procedures. Companies must have the right qualifications, expertise, and culture of being advice-minded rather than just business-minded. The bidding process is also very competitive and requires thorough preparation, including assembling the necessary documents and building competitive prices. While challenging, working with EU institutions can provide financial stability, excellent references, and access to a broad European market if companies take the time to understand what the institutions expect and methodically prepare high-quality bids.
The document summarizes procurement processes and spending for Sutton Borough. Public procurement at the London Borough of Croydon must be open, fair and transparent and deliver best value for taxpayer money. It must follow national and local rules on tenders and contracts. Croydon's current procurement policy requires opportunities over £12,000 to be advertised on the London Tenders Portal and Contracts Finder, and for procurements over £213,477 to follow a competitive tendering process. Evaluation considers price, quality and social value, with priorities including social value, supporting local people and businesses, and clear, measurable solutions. The council aims to update policies and regulations, introduce transparency requirements, and support local SMEs and voluntary organizations through training and opportunity events.
Commissioning and Procurement Plan Consultation Event on 21/11/2016. Presentation followed by consultation with the voluntary and community sector on questions to ask in tendering process re social value
The document summarizes the key points of the Social Value Act 2012, which requires public authorities in England and Wales to consider how procurement of services might improve social, economic, and environmental well-being. It defines social value as the wider non-financial impacts and benefits to communities from programs and interventions. While the goals of the act are important, there are challenges in implementing it due to lack of guidance and prioritization of cost over social outcomes in contracting. The presentation provides recommendations for voluntary organizations to demonstrate their social impact through partnerships, improved data collection, and impact assessment methodologies.
The document discusses the importance of social value in public procurement and commissioning in the UK. It outlines national policies that require local authorities to consider social value and how procurement can improve economic, social and environmental well-being. Community groups are encouraged to demonstrate their social impact to attract more funding. The document also introduces Community Matters' online tool called "Your Value" that helps small community groups evidence the social value of their work to stakeholders like funders and local councils.
Changes to the EU procurement rules - how will it affect you? Lewis Silkin
The document summarizes key changes to the EU procurement rules as outlined in three new Directives. It discusses changes such as increased use of electronic communication, shorter timelines, greater flexibility in procedures like competitive dialogue and negotiated procedures, new rules around modifications to contracts, and changes to rules for certain services. The UK will implement the Directives into national regulations through consultation and with the aim of "copying out" the Directives without gold plating the requirements.
This document summarizes key changes brought about by two pieces of UK legislation: the Public Services (Social Value) Act 2012 and the Care Act 2014. The Public Services Act requires public bodies to consider social value and community benefit when awarding contracts. The Care Act reforms social care law by placing new duties on local authorities regarding adult social care, with a focus on well-being, prevention, integration, market diversity, and eligibility assessments.

2. Sunderland City Council : Doing Business with the Council
What is the Public Services (Social
Value) Act 2012 (and What is it Not?)
Julie Prior – Law and Governance
3. Sunderland City Council : Doing Business with the Council
Public Services (Social Value) Act 2012
• Private members bill initiated by Chris White MP
• Received broad cross party support
• Became law on 8th March 2012
• Came fully into force on 31 January 2013
• Applies to contracting authorities when procuring public service
contracts
What is the Act?
4. Sunderland City Council : Doing Business with the Council
• Defined in Regulation 3 Public Contract
Regulations 2006
• Includes:-
− local authorities (and companies they control)
− central government bodies
− fire and police authorities
− NHS trusts
− schools and academies
What is a Contracting Authority?
5. Sunderland City Council : Doing Business with the Council
• A written contract or framework agreement for
consideration (usually money) under which a
Authority engages a person to provide services
• mix of goods and services - covered if value of
services more than goods
• mix of works and services - covered if works are
incidental to the services
What is a Public Service Contract?
(Defined in Public Contracts (Regulations) 2006)
6. Sunderland City Council : Doing Business with the Council
• The Authority must consider-
− how what is proposed to be procured might improve
the economic, social and environmental well-being
of the relevant area, and
− how, in conducting the process of procurement, it
might act to secure that improvement.
What new obligations are the
Authority subject to under the Act?
7. Sunderland City Council : Doing Business with the Council
• Before starting a procurement process, e.g
− before publishing OJEU
− before publishing an advert seeking offer
− before contacting any person to seek an offer
− before responding to an unsolicited offer or
− before entering into a contract/framework
• This is because once the procurement process has
commenced the opportunity is missed
When does duty apply?
8. Sunderland City Council : Doing Business with the Council
• This is limited to
− matters relevant to what is proposed to be procured
only;
− to the extent which it is proportionate in all the
circumstances to take those matters into account.
Obligation to consider how Authority
might act to secure improvement
9. Sunderland City Council : Doing Business with the Council
• The Authority must consider whether to
undertake any consultation as to what social,
economic and environmental improvement can
be secured through the procurement process
• Duty to consider consultation not a duty to
consult
Duty to Consult?
10. Sunderland City Council : Doing Business with the Council
“One of the key provisions of the Act is to ask public
bodies to consider consultation when seeking to define
what social value could be in the contracts they are
designing. I hope all public bodies will see this as a
duty to consult and civil society organisations
should lobby hard to ensure that public bodies use
the expertise and knowledge of the third sector when
putting the Bill into action.” Chris White MP
Duty to Consult?
11. Sunderland City Council : Doing Business with the Council
• All contracting authorities will have to consider
the relevance of social, economic and
environmental requirements when a contract
for services is commissioned
• It opens door for consultation and engagement
with the relevant sector
What does it mean?
12. Sunderland City Council : Doing Business with the Council
1. A requirement to consider these things in relation to
contracts for supplies or works
2. A requirement to implement social, environmental or
economic requirements into every service contract
3. A requirement to consult in every case
4. An opportunity to override EU treaty principles and
legislation
What is it not?
13. Sunderland City Council : Doing Business with the Council
• Require authorities to treat Bidders in a non-
discriminatory way
− cannot discriminate in favour of local providers
− cannot require a local office at the time of
bidding
− but can include contract conditions to encourage
use of local labour and supply chain incentives
EU Treaty Principles
14. Sunderland City Council : Doing Business with the Council
"The Bill constitutes a good idea that has been
given a few teeth. Whether those teeth are sharp
enough, or the jaw that contains them is strong
enough, we do not yet know. However, the Bill is
a good start. We should see it as part of an
ongoing process as opposed to an end in itself.“
Lord Addington
Liberal Democrat Deputy Chief Whip

Act?
