Lim Kim San was a Singaporean politician credited with leading Singapore's public housing program in the early 1960s. He oversaw the construction of over 25,000 low-cost housing units in the first two years as chairman of the Housing and Development Board to address an acute housing shortage. The program was a massive success, building over 51,000 units by 1965 and establishing standardized architectural designs and the use of private contractors to keep costs low and ensure quality. Lim held several ministerial positions after his housing work and remained active in public life until his death in 2006.
