1. • Strategies:
• Community Amenity Contributions (CAC): Uses the
“Land Lift” (typically 75% of the increased value of the
rezoned land) to finance affordable housing, cultural facilities,
parks and libraries as payments in lieu or as in-kind facilities
• Development Cost Levies (DCL): All developments in all
zones pay this levy when the building permit is issued to
deliver childcare facilities, parks and engineering
infrastructure projects through the City’s capital program
• Density Bonus Zoning: All developments pay to increase
density which is allocated in the public benefit strategies of
community plans
• Actions: “Laneway” housing (accessory dwelling units) has
increased the stock of housing units. We also visited permeable
green alleyways, downtown community gardens
and parklets supported by municipal programs
and innovative pilot projects

• Why? 62% of Vancouver’s canopy is on
private property, and just over half were
removed due to development

and formed partnerships with the First Nations

• Vancouver has the 3rd cheapest energy
district in the world: Former brownfield
site now converts sewage into energy
• Wood reused for artisans and as alternative fuel

sustainable transport mode
• Of the 3.8% who commute
by bicycle, 41% are women

Los Angeles has much
to learn from Vancouver.
While both are dense,
diverse, cosmopolitan cities
bounded by mountains,
LA’s sister city to the north is
renowned for its compact
development and walkable
neighborhoods. In March 2015, a
group of 14 UCLA graduate students
from the Luskin School of Public Affairs went
to learn first-hand about Vancouver’s distinct
urban form, comprehensive transit network
and successful natural resource management.
We met with government agencies, non-profits
and leading researchers to learn from
Vancouver’s initiatives to promote sustainability
in a socially and economically inclusive way.
