 LMC also known Bhumidhar Prabhandhak Samiti.
 Sec. 28 A (1), UP Panchayat Act says Gaon Sabha shall also
be the LMC to assists in the discharge of duties of upkeep,
protection and supervision of all property vested in Gaon Sabha
U/S 117 Of UPZA & LR Act.
 LMC consists of all members of the Gaon Panchayat.
 Sec. 28(2)(3), UP Panchayat Act says that Pradhan and UP
Pradhan of Panchayat shall be chairman & vice-chairman of
LMC.
 Lekhpal of Gaon Sabha is Secretary of LMC.
Introduction

1. The setting and management of the land;
2. The conduct and prosecution of suits and
proceedings by or against the gaon sabha;
3. The development and improvement of agriculture;
4. The preservation, maintenance and development of
forest and trees;
5. The maintenance and development of abadi sites
and village communications;

6. The management of hats, bazars and melas;
7. The development of cottage industries;
8. The maintenance and development of fisheries and tanks;
9. The consolidation of holdings;
10. Such other matters as may be prescribed.

1. Powers to admit persons in land:
 With the previous approval of assistant collector
 To admit any person
 In the land vested in the gaon sabha or land coming in its
possession under any other law

2. power to eject trespasser and recover compensation for
damage or misappropriation:
 Property under UPZA & LR Act in Gaon Sabha
 is damaged or misappropriated
 or land of gaon sabha occupied otherwise than in accordance
with the act
 LMC shall inform assistant collector
 to initiate proceeding to eject trespasser and to recover
compensation

3. power to eject a person from the land of public utility:
 Chairman, Secretary or a member of LMC
 may make an application
 to the collector
 for ejectment from the land of public utility u/s 212 of the act

4. Power to collect land revenue:
 Sec. 276 0f the act
 empowers state government
 to charge duty on LMC
 of collecting and realising the land revenue

5. power to let vacant land of minor, idiot or lunatic:
 Where a bhumidhar with non-transferrable rights being minor,
lunatic etc
 has not used his holding for agriculture for two consecutive fasli
years
 the LMC admit on behalf of bhumidhar any person as Asami

6. POWER TO TAKE POSSESSION OVER LAND:
 In following cases-
a. When a bhumidhar with transferable rights dies heirless and
without making a valid will;
b. When a bhumidhar with non-tranferable rights dies heirless;
c. When a bhumidhar with non transferable rights surrenders
his holding or his holding is declared heirless;

d) When a bhumidhar is ejected from the holding in accordance
with the provisions of the act; or
e) When an asami of gaon sabha is ejected or dies heirless

7. power to allot land for housing sites:
 LMC may with previous approval of assistant collector
 Allot land for purpose of building houses
 to members of scheduled castes, scheduled tribes, agricultural
labourers or village artisians.

8. Rights in gaon sabha property:
 In respect of wate land, forest and scattered trees
 the LMC has the right to deal with them
 as ex-zamindars used to do
 LMC has a right to sayer income

