Nepal's government has approved a new constitution after years of delays and setbacks. The constitution was approved by a two-thirds majority of the Constituent Assembly and establishes Nepal as a secular and democratic republic that will hold its first election under the new constitution by 2017. However, the promulgation of the new constitution has also led to protests in the southern plains region where some opposition groups argue it does not sufficiently represent indigenous groups.
