Assistance (Trade or TAA)
Trade Adjustment Assistance (Trade or TAA) is a federally-funded program to provide benefits to workers
who have lost their job or are in jeopardy of losing their job due to:
• Production being moved out of the country
• Increased Foreign Imports
• Downstream supplier to Trade-certified company
The United States Department of Labor (USDOL) determines if workers can become certified under this
program.
• Trade benefits can be received in any state in the U.S., regardless of where the layoff occurred.
• Workers must be laid off due to no fault of their own (Dislocated Worker). If a worker quits or is
terminated, their Trade eligibility may be negatively affected.

This video provides a brief overview of the Trade Program which we will go into additional detail during the workshop. Sharing as a resource while waiting for the workshop to begin. https://vimeo.com/518371590
The following slides can be utilized as a Trade Rapid Response workshop template. Please update items noted in RED.
Supporting documents for distribution: BRO, Fact Sheet, if applicable TAA Bona Fide Application for Training (210 Form) and LWIA marketing collateral on services.
Distribute for in-person workshops. If this is a virtual workshop, the presenter should ensure that they have the email address of the attendee to distribute. Since most worker lists only contain a mailing address, attendees should be encouraged to share their phone and email contact information via private chat message to the LWIA representative. Additionally, the documents and workshop recording can be added to the Company Layoff page on IWN (updated via IEBS).
Welcome to the Trade Adjustment Assistance orientation for Company & Petition/Certification #. We are having this orientation because the worker group from this company has been certified by the United States Department of Labor as eligible to apply for Trade Adjustment Assistance benefits and services.
Upon initial notice of the layoff, you may have received information on dislocated worker services. These services remain available to provide re-employment resources to minimize disruptions associated with job loss. However, this workshop will cover additional services to workers whose jobs were lost due to foreign trade or shifts in production out of the United States.
You were invited to this orientation because your name was on the affected employee list from this company as one of the individuals who were a part of the worker group certified to apply for Trade benefits and services. While eligibility is determined on an individual basis, dislocated worker and Trade benefits are at no cost to the participant.
Updated 5/9/22
The agencies who will be presenting information today on Trade benefits and services are from the Illinois Department of Commerce and Economic Opportunity (have the DCEO staff introduce themselves and state what their role is). The local Illinois workNet American Job Center (have the LWIA staff introduce themselves and state their role) and the Illinois Department of Employment Security (have the IDES staff introduce themselves and state what their role is).
Today we will cover program benefits and providing detailed information and the next steps. If you have questions, please feel free to utilize the Chat/Q&A features. Please do keep questions relevant to the entire group. For specific questions for your individual situation, we ask that you please reach out to the presenter to have an offline conversation. There will also be an opportunity for questions and answers at the end.
When individuals are impacted by job loss, mass layoffs, global trade dynamics, or transitions in economic sectors, the Dislocated Worker program provides immediate services to assist Illinois residents in re-entering the workforce.
Staff in your local area will be able to assist you with re-employment services such as; unemployment benefits filing assistance, career counseling, resume optimization, job search assistance, information about in-demand jobs in the area, and grants funds to help you obtain training for a new career through education and professional certifications. These are just a few of the comprehensive services that are available to you to ease your job transition.
Services for dislocated workers are integrated and provided through a statewide network of local job centers. You may find the location closest to you by visiting illinoisworknet.com/locations. We also have local area representatives on today’s call who will offer assistance with the next steps to accessing services.
In additional to these services, we will provide an overview of the Trade Adjustment Assistance Program which offers additional benefits and services.
Local Illinois workNet American Job Centers offer a variety of resources and services at no cost that focus on preparing you to find a suitable new job. Share information about location and how to obtain additional info.
Centers offer free access to a resource room that is open to the public on a self-service basis. Resources are available to assist job seekers with building a resume, general career exploration, job search workshops, program enrollment, hiring events, labor market and career information and more.
We are discussing the Trade Adjustment Assistance (Trade) program. You may be asking yourself, what is the Trade program.
The Trade program offers a variety of benefits and reemployment services to help unemployed workers prepare for and obtain suitable employment. Trade is a federally funded program designed to allow eligible trade-affected workers to receive retraining and reemployment opportunities. This program is offered in partnership between IDES and the local job centers.
Workers may be eligible for training, job search and relocation allowances, income support, and other reemployment services. (Presenter should read the slide information).
You may be wondering how can the Trade Program help me? The program assists workers affected by foreign trade or competition and provides resources to obtain new skills and find suitable employment.
Include specific examples pertinent to the worker list and/or an examples of how other impacted workers have benefited from the Trade program.
Here is a list of Trade program benefits that you may be eligible to receive at no cost to you.
Employment and Case Management Services
Training
Trade Readjustment Allowance (TRA) income support
Reemployment Trade Adjustment Assistance- wage subsidy for workers 50 and older
Job Search Allowance and Relocation Allowance
We will go over each benefit individually on the following slides. It’s important to note that each benefit has its own deadline. To maximize your benefits, please enroll in the Trade program as soon as possible.
To ensure workers are referred to appropriate job openings and placed in jobs that utilize their highest skills, the following services are generally provided through an American Job Center.
As a dislocated worker, you are entitled to be offered the following Employment and Case Management Services. Dedicated Career Planners help job seekers access employment, education, training and support services to succeed in the labor market.
Job seekers and workers who participate in services are paired with a Career Planner to utilize assessment tools and develop an action plan for the participant’s career success. Programs use local Labor Market Information as a cornerstone for ensuring that action plans will produce outcomes for the participant.
Allowable types of training include: classroom training, on-the-job training, customized training designed to meet the needs of a specific employer or group of employers, apprenticeship programs, post-secondary education, or remedial education, which may include GED preparation, literacy training, basic math, or English as a Second Language.
Work-based training activities involve building worker skills and establishing pathways to higher wages and career opportunities. A key advantage of work-based training is that job seekers and participants can “earn while they learn” and achieve improved employment and earning outcomes.
Include relevant examples to the audience based on the worklist and types of jobs impacted by Trade. The LWIA can include additional slides with examples of related training or use IEBS LMI and HWO info to show who is hiring and the types of in-demand jobs available.
Note- in order to receive TRA during training, individuals must be enrolled in training by the later of the 8th week following certification or the 16th week from their separation date.
You may attend training on a full-time or part-time basis.
If eligible, 100% of training costs are paid.
You may be eligible for reimbursement of travel costs when you travel more than 10 miles one way to attend training.
The maximum number of weeks you can attend training is limited to 130. If you are enrolled in OJT, the maximum number of training weeks is 104.
To receive training paid for under this program, you must meet the following six criteria.
Must meet the following six criteria for training:
There is no suitable employment available to the trade-affected worker
The trade-affected worker would benefit from appropriate training
There is a reasonable expectation of employment following completion of such training
Training is reasonably available to the trade-affected worker
The trade-affected worker is qualified to undertake and complete such training
Such training is suitable for the trade-affected worker and available at a reasonable cost
Your career planner will help you with these at your individual meeting.
Trade Readjustment Allowance or TRA as it is normally referenced is the income support benefit. IDES staff will be presenting more information on this benefit later. We will highlight some information here.
TRA provides the opportunity to continue to receive income support while you are participating in training.
The amount of each weekly TRA payment is based on the weekly unemployment insurance (UI) benefit amount you already have received. This benefit provides up to 104 weeks of income support to eligible Trade participants while participating in Trade-approved training.
You must have been entitled to receive UI benefits before you may receive TRA and you must have exhausted your UI entitlement.
To be eligible to apply for Trade benefits, you must have a qualifying separation and a layoff due to no fault of your own between the impact date and the expiration date.
To be eligible for TRA (cash benefit) you must be enrolled in training or, in certain circumstances, waived from training by the later of {8 weeks from certification date} or 16 weeks from your individual separation date. The LWIA representative can help you calculate that date, or you can find it on the other document you were given today.
This monetary benefit is available to cover necessary expenses incurred while seeking employment outside your normal commuting area, if employment in a good job, where you are likely to remain employed and earn family-sustaining wages is not available in your area.

Job search allowances reimburse 90% of the costs of allowable travel and subsistence, up to a maximum of $1,250 for a single job search or multiple job searches.
After the job search activity is completed, receipts must be submitted to the career planner so a reconciliation of costs can be submitted for approval.
Please note that if you receive ATAA payments, you are not eligible for this benefit.
This monetary benefit is available to reimburse you for approved expenses when you must move to a new area to earn family-sustaining wages in employment outside of your normal commuting area because such employment is not available in your commuting area.
Requires completion of an application and prior approval before the relocation occurs.
Relocation allowances may include 90% of the reasonable and necessary expenses involved in moving you, your family, and household goods to a new area following your re-employment outside of your normal commuting area.
You must submit an application for a relocation allowance before your relocation begins, and within 425 days of your layoff or certification (whichever is later) or within 182 days after the conclusion of training.
Verification of employment and estimates for moving must be submitted.
As part of the relocation, the worker will receive a lump sum equivalent to three times the workers average weekly wage, not to exceed $1,250.
Reimbursement is reduced by any relocation costs paid by another source.
After the relocation is complete, receipts must be provided to the career planner so a reconciliation of costs can be submitted for approval and final reimbursement made.
You will receive in your packet of information today a Benefits, Rights and Obligations Form. This document provides detailed information on the Trade program benefits and services that may be available to you. Before you leave today, this form must be completed, signed, and dated. You will also receive a copy of this document to take with you.
The TAA Bona Fide Application for Training (210 Form) also needs to be completed, signed and dated before you leave today. Completion of this form does not obligate you to enroll in training or does not limit you to the occupational training interest you indicate on the form.
Please make sure you complete these forms and submit to the LWIA representative before you leave.
As a friendly reminder, there are several deadlines that are important to remember when utilizing Trade Program Benefits. These were shared earlier in the workshop and are reiterated here to take note of.
The Trade program is currently pending Congressional reauthorization. Because of this, there may be substantial changes to worker group eligibility to apply for Trade Adjustment Assistance that could go into effect July 1, 2022. Impacted workers are encouraged to promptly pursue their next steps to enrolling in the program. Workers who are laid off on or after July 1, 2022 should check in with their nearest American Job Center for program eligibility status.
The next steps to take is to contact the LWIA career planner at the phone number or email provided. The career planner will assist you in determining the benefits and services you are eligible to receive and to answer any questions you may have.
See Fact Sheet template.
This slide serves as an overview of Trade program benefits that were just presented. A handout is available that provides a summary of the benefits and the next steps.
Distribute for in-person workshops. If this is a virtual workshop, the presenter should ensure that they have the email address of the attendee to distribute. Since most worker lists only contain a mailing address, attendees should be encouraged to share their phone and email contact information via private chat message to the LWIA representative.
The next steps to take is to contact the LWIA career planner at the phone number or email provided. The career planner will assist you in determining the benefits and services you are eligible to receive and to answer any questions you may have.
