The Kellogg Good Neighbor Committee was created in 2013 by Milwaukie City Council to recommend how to prioritize and spend the Good Neighbor Fund to mitigate impacts of the Kellogg Creek Water Pollution Control Plant (WPCP) on surrounding neighborhoods. The Fund was established through an agreement where the district deposits $1/month per connection and contributed $1M for odor control. Current priorities include odor control, a $200k landscaping project to beautify the area and control odors, and path lighting.
