He visited a rehab in Vietnam and seeing
dying children with Polio, inspired him to help

Dart became Chair of the committee for People
with Disabilities in Texas.

1981: “Ronald Reagan appointed Dart to be the
vice-chair of the National Council on Disability.”
eventually creating the ADA in 1990.
