Ferraiuoli LLC is pleased to announce that Jorge L. San Miguel has joined the firm as a capital member. San Miguel is
one of Puerto Rico’s preeminent environmental, energy and government affairs attorneys. At Ferraiuoli LLC, Mr. San
Miguel will head the Environmental, Energy and Land Use Practice Group as well as the firm’s Government and
Regulatory Affairs Practice Group.
Mr. San Miguel has specialized in environmental law and litigation and energy matters for over 20 years. More
recently, he has developed expertise and successfully served clients in land use and government affairs/regulatory
matters.
He represents businesses in all types of regulatory, enforcement, or adversarial proceedings involving environmental
issues, including environmental impact statement processes. On energy matters, he has successfully represented clients
negotiating power purchase and operation agreements related to renewable energy projects, siting negotiations, and
related efforts. During 2010, Mr. San Miguel served as a private sector member representative of the Puerto Rico
Wheeling Committee. During 2009 he led a team that drafted Puerto Rico’s new Permits Process Reform Act Bill,
under the stewardship of Puerto Rico’s Department of Economic Development and Commerce. This new law brings
significant changes to Puerto Rico’s long existing permitting processes.
On the government/regulatory affairs front, since early 2007 Mr. San Miguel chaired the Platform Committee for
Governor Luis Fortuño, who was elected in November 2008. He also was a member of the Governor’s Talent
Committee. As a member of the firm’s Government and Regulatory Affairs Practice Group, he represents businesses in
policymaking matters with the Executive and Legislative branches of both the State and Municipal governments.

Mr. San Miguel is widely recognized in the legal community as one of Puerto Rico’s leading environmental, energy
and government affairs attorneys. A graduate of the Georgetown University Law Center, he is a member of the Section
of Natural Resources, Energy and Environmental Law of the American Bar Association. He also serves as Chair of the
Advisory Council of the Puerto Rico Conservation Trust.
The announcement of Mr. San Miguel’s joining Ferraiuoli is the latest in a spurt of growth by the firm over the past
year. The firm also recently announced the addition of René Avilés who has added significant depth to its excelling tax
practice and has added the Employee Benefits practice area. During March, Ferraiuoli also announced the addition of
Lillian Mateo Santos who brings particular expertise in the Land Use and Permitting practice area, in addition to her
vast experience in environmental law and energy acquired over more than 10 years in practice.
