The European Cities of Culture program began in 1985 and selects cities annually through an intergovernmental process to host cultural events and receive funding from the European Commission. Previous title holders have used the designation and additional financing to update cultural institutions, carry out new projects, and increase cultural participation. The experience of prior capitals helps future hosts like Tallinn in 2011 to promote their city and country through a diverse program of cultural events.
The document summarizes Istanbul's program as the 2010 European Capital of Culture. The program had the highest budget of any ECoC at 288 million euros, and realized over 600 projects across culture, arts, urban development, cultural heritage, and tourism promotion. The World Wide Web provides the cultural, technological, and legal frameworks to open the doors to innovation and imagination, and also enables libraries, archives and museums the world over to play a critical role. We explore some of the diverse efforts to bring stories and memory to life in new ways, while also fostering open data and preservation, and the pros and cons at the intersection of public domain and private enterprise.
