It has since been used throughout the world by religious officials, militaries, and governments as a method of torture and interrogation. The practice induces the feeling of drowning by pouring water over the face to force water into the lungs. It was used by the United States CIA on terrorist suspects after 9/11 and risks death from swallowing vomit.
