In lecture we studied how political parties or candidates choose their positions when all they care about is winning. This question explores what happens when political candidates care not only about winning but also about the policies they espouse. The U.S. Congress is up for grabs in the election this November. Bipartisanship has again broken down, and the parties are very polarized. The more liberal faction of the Democratic Party now dominates that party and a more conservation faction dominates the Republican Party. As the election approaches, these parties are trying to stake out positions that reflect their own policy preferences and will attract enough voters to win. To simplify matters, suppose the parties have to choose a position along a left-right spectrum and can adopt one of the following positions: Liberal (L), Liberal leaning centrist (LC), Middle of the Road (M), Conservative Centrist, (CC), Conservative (C). These positions are represented on the line below where the distance between any two neighboring positions is the same. Since the voter’s ideal points are evenly distributed along the political spectrum, the party whose position is closer to the middle of the road (M) wins. If, for example, the Republicans, R , choose a position of CC and the Democrats, D , announces, L, then R would win because CC is closer to M. If the parties run on platforms that are equally distant from M, each party is equally likely to win. Finally, each party chooses its platform secretly. As noted above, R and D care about policies as well as winning. D ’s von Neumann-Morgenstern payoffs are: 5 for winning with L; 4 for winning with LC; 3 for winning with M; 2 for winning with CC; 1 for winning with C; -1 for losing with L; -2 for losing with LC; -3 for losing with M; -4 for losing with CC; and – 5 for losing with C. A significant portion of our studies so far have revolved around situations in which the firm making the decision does not need to consider the effects of the decisions of other competitors in the market. In some markets, the firm we were examining was the only firm. In other markets, the firm was one of many firms and any individual firm’s decision would not affect the market significantly. In this chapter, we begin our study of situations in which there are a relatively small (but more than one!) number of actors in the market, and one actor’s decision will affect the outcomes of the other actors. A new tool is developed, the Nash Equilibrium, which will be used to study such situations.

A game (in the Game Theory sense) is any situation that has participants, a set of rules, and payoffs that depend on the actions chosen by all participants. The rules include such things as what actions are available to the participants, what information is available to each participant when they make their decisions, and the order in which participants make their decisions. The definition of a game is quite broad, and intentionally so. Chess, poker, checkers, baseball, football, Jeopardy!, Go, auctions, negotiations, competition in business, behavior in cartels, how to monitor employees, what to do when serving or receiving in tennis, which way to shoot when taking a penalty shot in soccer, and what to do when approaching a stoplight either are games or can be modeled using Game Theory.

And Coalition Formation
In Eastern Europe
One of the most distinctive features of new democracies is the presence of
political parties associated with the old, repressive regime. This article investigates
whether or not the Eastern European variant of these parties, which we call communist
successor parties (CSPs), has affected coalition politics. It finds that CSPs do have
significant effects on the dynamics of coalition formation. CSPs are less likely than
other parties to be included in governing coalitions; coalitions that include CSPs are
more likely to be oversized (that is, to include superfluous parties); and CSPs that
make it into government are penalized, insofar as they receive less than their fair
share of governing portfolios. We attribute these results to the salience of the regime
divide—the affective dislike of many citizens for the legacies of communism. Our
results extend research on coalition behavior to Eastern European contexts and show
how affective dislike combined with vote-seeking motivations can affect governing
behavior.
How do coalitions form and function in new democracies? Most
existing theories suggest that coalition formation in these countries
should be driven by the same factors as in established democracies:
the size and ideology of parties and the institutional framework in
which they operate (see Martin and Stevenson 2001 for a summary of
theories).

John, a health management student completing an internship at Memorial Hospital, has been appointed chair of a multidisciplinary clinical taskforce by the hospital's CEO. The taskforce will design a new operational system to reduce the waiting time of patients entering the hospital's emergency room (ER). Although John had no clinical experience, he had successfully completed a course in operations management prior to beginning his internship and was excited to apply his new knowledge for solving a "real" problem for the hospital.
The hospital CEO told John that when a patient entered the hospital's ER, it could take up to eight hours from the time the patient was initially triaged by a nurse to the time the patient was either discharged home or admitted as an inpatient by the physician. The CEO said, "Due to quality of patient care issues, this timeframe is unacceptable and the taskforce needs to come up with solutions to this problem. My goal is to reduce the "turnaround" time for the patient from eight hours to two hours."
Prior to being assigned as the chair of this taskforce, John had informally observed the operations of the hospital's ER and noted that many of the bottlenecks causing patient care delays were caused by operational issues such as nurses filling out duplicate forms and a lack of communication between the hospital departments (for example, radiology) when the ER physicians ordered tests or were waiting for test results to confirm their diagnoses. These bottlenecks caused a slow turnover of the ER's examination rooms and unnecessary paperwork resulting in the ineffective use of both the physicians' and nurses' time.
In addition to John, the CEO assigned Dr. Smith, the medical director of the hospital's ER, and Mary, the ER nurse manager, to the taskforce. As chair of the taskforce, John scheduled an initial meeting for 10:00 a.m., the following Monday. John was surprised that both Dr. Smith and Mary arrived twenty minutes late to the meeting saying that this was "taking valuable time away from their normal assignments." John started the meeting by first introducing himself. Before this meeting, he had no interactions with Dr. Smith and Mary. He then reviewed the current statistics of the average wait time for a patient presenting to the ER and the hospital's CEO desire to reduce this time. He then opened the meeting for comments and suggestions.

The Case “Doe v. City of Intrusia”:
Trouble was brewing in the small, quiet city of Intrusia. Someone was selling methamphetamine to the local teenagers and a popular football player died after an overdose. The community was panicked and demanded that the police find the source of the meth and shut it down immediately. The police suspected that 20 year old Joe Doe was selling the meth but they didn’t have much evidence.
The state prosecutor advised the police department to talk with the local cell phone carrier about “cloning” Mr. Doe’s phone. The cell phone carrier created a “clone” phone which allowed the police to read text messages sent and received by Mr. Doe. In no time the police had evidence implicating Mr. Doe as a dealer and the location of the meth lab. Mr. Doe was convicted and the meth lab was closed.
Mr. Doe is appealing his conviction, claiming that the interception of text messages violated the unreasonable search and seizure protections of the Fourth Amendment. Furthermore, all evidence from the text messages should have been excluded from his trial.
The City of Intrusia argues that there was no physical intrusion into Mr. Doe’s space and that police were acting quickly in order to uphold their duty to protect the community’s safety.
Background:
In Silverman v. United States the Supreme Court held that that the Fourth Amendment does not protect conversations, therefore wiretapping does not constitute a search and seizure. The case was reversed in Katz v. United States, when Justice Harlan proposed a two pronged test of whether public actions should be considered private and therefore protected. 1) Has the person exhibited an expectation of privacy? and 2) is the expectation of privacy one that society is prepared to recognize as 'reasonable.'
In more recent decisions, the Supreme Court has found that society is not prepared to extend privacy rights to bank customers regarding their bank statements and that society was not prepared to recognize a privacy right-to grow a backyard crop of marijuana.

A significant portion of our studies so far have revolved around situations in which the firm making the decision does not need to consider the effects of the decisions of other competitors in the market. In some markets, the firm we were examining was the only firm. In other markets, the firm was one of many firms and any individual firm’s decision would not affect the market significantly. In this chapter, we begin our study of situations in which there are a relatively small (but more than one!) number of actors in the market, and one actor’s decision will affect the outcomes of the other actors. A new tool is developed, the Nash Equilibrium, which will be used to study such situations.

A game (in the Game Theory sense) is any situation that has participants, a set of rules, and payoffs that depend on the actions chosen by all participants. The rules include such things as what actions are available to the participants, what information is available to each participant when they make their decisions, and the order in which participants make their decisions. The definition of a game is quite broad, and intentionally so. In Eastern Europe
One of the most distinctive features of new democracies is the presence of
political parties associated with the old, repressive regime. This article investigates
whether or not the Eastern European variant of these parties, which we call communist
successor parties (CSPs), has affected coalition politics. It finds that CSPs do have
significant effects on the dynamics of coalition formation. CSPs are less likely than
other parties to be included in governing coalitions; coalitions that include CSPs are
more likely to be oversized (that is, to include superfluous parties); and CSPs that
make it into government are penalized, insofar as they receive less than their fair
share of governing portfolios. We attribute these results to the salience of the regime
divide—the affective dislike of many citizens for the legacies of communism. Our
results extend research on coalition behavior to Eastern European contexts and show
how affective dislike combined with vote-seeking motivations can affect governing
behavior.
How do coalitions form and function in new democracies? Most
existing theories suggest that coalition formation in these countries
should be driven by the same factors as in established democracies:
the size and ideology of parties and the institutional framework in
which they operate (see Martin and Stevenson 2001 for a summary of
theories).

My goal is to reduce the "turnaround" time for the patient from eight hours to two hours."
Prior to being assigned as the chair of this taskforce, John had informally observed the operations of the hospital's ER and noted that many of the bottlenecks causing patient care delays were caused by operational issues such as nurses filling out duplicate forms and a lack of communication between the hospital departments (for example, radiology) when the ER physicians ordered tests or were waiting for test results to confirm their diagnoses. These bottlenecks caused a slow turnover of the ER's examination rooms and unnecessary paperwork resulting in the ineffective use of both the physicians' and nurses' time.
In addition to John, the CEO assigned Dr. Smith, the medical director of the hospital's ER, and Mary, the ER nurse manager, to the taskforce. As chair of the taskforce, John scheduled an initial meeting for 10:00 a.m., the following Monday. John was surprised that both Dr. Smith and Mary arrived twenty minutes late to the meeting saying that this was "taking valuable time away from their normal assignments." John started the meeting by first introducing himself. Before this meeting, he had no interactions with Dr. Smith and Mary. He then reviewed the current statistics of the average wait time for a patient presenting to the ER and the hospital's CEO desire to reduce this time. He then opened the meeting for comments and suggestions.

The Case “Doe v. City of Intrusia”:
Trouble was brewing in the small, quiet city of Intrusia. Someone was selling methamphetamine to the local teenagers and a popular football player died after an overdose. The community was panicked and demanded that the police find the source of the meth and shut it down immediately. The police suspected that 20 year old Joe Doe was selling the meth but they didn’t have much evidence.
The state prosecutor advised the police department to talk with the local cell phone carrier about “cloning” Mr. Doe’s phone. The cell phone carrier created a “clone” phone which allowed the police to read text messages sent and received by Mr. Doe. In no time the police had evidence implicating Mr. Doe as a dealer and the location of the meth lab. Mr. Doe was convicted and the meth lab was closed.
Mr. Doe is appealing his conviction, claiming that the interception of text messages violated the unreasonable search and seizure protections of the Fourth Amendment. Furthermore, all evidence from the text messages should have been excluded from his trial.
The City of Intrusia argues that there was no physical intrusion into Mr. Doe’s space and that police were acting quickly in order to uphold their duty to protect the community’s safety.
Background:
In Silverman v. United States the Supreme Court held that that the Fourth Amendment does not protect conversations, therefore wiretapping does not constitute a search and seizure. The case was reversed in Katz v. United States, when Justice Harlan proposed a two pronged test of whether public actions should be considered private and therefore protected. 1) Has the person exhibited an expectation of privacy? and 2) is the expectation of privacy one that society is prepared to recognize as 'reasonable.'
In more recent decisions, the Supreme Court has found that society is not prepared to extend privacy rights to bank customers regarding their bank statements and that society was not prepared to recognize a privacy right-to grow a backyard crop of marijuana.

In this system the good of society (increasing wealth) is brought about through the actions of individual economic agents pursuing their own individual interests, interacting on the basis of the natural propensity to exchange. Leaders are social architects who design an organizational environment that encourages a desired range of social behaviors in an effort to meet the organizational goals set forth. Social architects create vision and strategic direction, shape culture and values and lead change.
This assessment is designed in a way that students can demonstrate knowledge of the material covered in weeks 1 – 4 and apply leadership concepts and ideas to a real-world situation. Students will delve into the details of the case study and the course readings but must also look at the situation from a strategic point of view since Dunn wants a sustainable business.
Required Elements to include in Paper #1:
In this assessment, you will act as Joseph Dunn, the leader of Dunn’s Ski Emporium. You want to purchase The Deli, so there is a lot of work to do before entering into the possible addition of a business you know nothing about. As Dunn, you will develop a leadership plan (not a business plan) writing from a leader’s perspective. So, you ask, what it means to write from a leader’s perspective?
Writing from the leader’s perspective means you will approach Dunn’s vision through the people centric viewpoint of the leader. You are focused on how the two businesses will meet the vision through the decision making flow and grouping of people within the organizations. How do you best use the people to meet your vision? Even though it is tempting to write in the first person, a plan is written in the third person in which a story will unfold. Dunn is essentially telling a story of how he is going to purchase the Deli and bring George and the business in as part of the Dunn Ski Emporium. Dunn will need to figure out how he is going to combine these two businesses and use his leadership skills to do so. Remember, you are writing from the leader’s perspective and are not solving problems but literally creating and developing an environment in which problems will be resolved by those who make the business run.
Dunn plans on designing an organizational structure that fulfills his vision, one that he believes George has for The Deli, and one that will fulfill its mission. The organization must be open to change and possess a culture that empowers its employees to follow the vision created. Like all good social architects, the building must start with a design that suites the purpose of the business and seeks to make it the best building for the job. The entire paper is the plan. Students are expected to be creative but realistic in developing pieces of the plan. For example, feel free to assign names and roles to the people in the business. In being creative students may not change the facts in the plan. Dunn will provide the plan to George Atkins once Dunn sits down with him to begin negotiations, so the plan must be polished. This was a middle-class family that got caught up in the immediate gratification of crime and cash.
One event led to another. Once the parents changed their lifestyle and range of morals, the children began to consider it the normal way of life. In their teens, the children decided to help their family and entered the life of crime they had become accustomed to.
Officer Matt Johnson met this multiethnic family, known for its criminal activities. He worked undercover for two years to build a relationship with the family. He learned that Rob, the father, began selling drugs because he had lost his job and was the sole wage earner for the family. Once Rob realized how lucrative this line of work was, he included his wife, Mary, in the crime business. They are in "tight" with the community and organized crime, and Mary solicits clients on the Internet for drug distribution.
Rob and Mary have two children, Lucy (aged fifteen) and Junior (aged seventeen), who were slowly incorporated as drug runners for the family. Officer Johnson continued to stay close to the family, and through his interactions with the children and Mary, learned why the family dynamics changed from a stable loving environment to a family full of negative behavior and criminal activity.

The stress of the "job" begins to affect the marital relationship between Rob and Mary as they try to make a living through criminal activities. Rob becomes volatile and begins to abuse Mary and Lucy. Junior watches the domestic violence and sees this as a means of gaining power over the opposite gender so that they do as told. He admires the control his father has over the family and the business.

- 1. In lecture we studied how political parties or candidates choose their positions when all they care about is winning. This question explores what happens when political candidates care not only about winning but also about the policies they espouse. The U.S. Congress is up for grabs in the election this November. Bipartisanship has again broken down, and the parties are very polarized. The more liberal faction of the Democratic Party now dominates that party and a more conservation faction dominates the Republican Party. As the election approaches, these parties are trying to stake out positions that reflect their own policy preferences and will attract enough voters to win. To simplify matters, suppose the parties have to choose a position along a left-right spectrum and can adopt one of the following positions: Liberal (L), Liberal leaning centrist (LC), Middle of the Road (M), Conservative Centrist, (CC), Conservative (C). These positions are represented on the line below where the distance between any two neighboring positions is the same. Since the voter’s ideal points are evenly distributed along the political spectrum, the party whose position is closer to the middle of the road (M) wins. If, for example, the Republicans, R , choose a position of CC and the Democrats, D , announces, L, then R would win because CC is closer to M. If the parties run on platforms that are equally distant from M, each party is equally likely to win. Finally, each party chooses its platform secretly. As noted above, R and D
