RECOMMENDATIONSContext:
A gender-balanced force enhances operational capability and readiness (the
very thing that the ‘Readiness Action Plan’ has been looking to strengthen);
however, harassment and sexual and gender-based violence (SGBV) degrade
operational effectiveness and readiness as well as recruitment and retention.
Recommendations:
That:
Leaders at all levels should uphold core values and standards of behavior to
demonstrate their commitment to an environment free from harassment and
SGBV and perpetrators – essentially, we are looking to make all leaders
accountable.
Nations should create and implement a credible reporting process that collects
data and drives appropriate support to victims of harassment and SGBV.
Nations should share best practice and lessons learned as a ‘community of
interest’ through the IMS Office of the Gender Advisor.
Nations should seek to develop a gender advisor framework for their Armed
Forces to build capacity in gender perspectives in order to enhance operational
effectiveness.

From the picture you can realised the number of women who attended bearing in mind that this is year 1961.
It was organised by the Danish Atlantic Association and focused on issues concerning the status, organisation, conditions of employment and career possibilities of women in the military forces of the Alliance.
The delegates completed the Copenhagen Conference by adopting a resolution agreeing to the desirability of holding future conferences at regular intervals. They unanimously expressed the hope that NATO and national authorities would consider employing women more widely within their military services for the greater interests of the Alliance.
This year, the NATO Committee on Gender Perspectives looked at: “How can NATO prevent and respond to sexual and gender based violence in conflicts”.
We focused on: Establishing a set of recommendations to contribute to NATO’s policy statements from the Chicago Summit on sexual and gender-based violence in conflict situations.
The 2013 conference of the NATO Committee on Gender Perspectives (NCGP) took place at NATO HQ, from 28-31 May 2013.
The Conference was attended by 73 delegates representing 22 NATO nations, 6 Partnership for Peace nations, 2 Mediterranean Dialogue nations and 1 Partner across the Globe nation. Amongst these, there were 56 Gender Experts, 2 Legad Advisors and 9 Operations Planning Experts.
NATO was represented by NATO Secretary General’s Special Representative on Women, Peace and Security; the Operations and Political Affairs and Security Policy (PASP) Divisions from the International Staff; members of the IMS; Allied Command Operations (ACO); Allied Command Transformation (ACT) and Joint Force Command (JFC) Brunssum. In addition, active Gender Advisors attended from ISAF HQ, IJC HQ, KFOR HQ and HQ Sarajevo.
Among the speakers we had the honor to count with the Deputy Chairman of the NATO Military Committee, Lieutenant General Walter GASKIN, the DEPUTY SUPREME ALLIED COMMANDER EUROPE GENERAL, SIR RICHARD SHIREFF, MS. MARI SKÅRE – NATO SECRETARY GENERAL’S SPECIAL REPRESENTATIVE ON WOMEN, PEACE AND SECURITY, and as KEY NOTE SPEAKER, MS ZAINAB BANGURA, THE UNITED NATIONS SECRETARY GENERAL’S SPECIAL REPRESENTATIVE ON SEXUAL VIOLENCE IN CONFLICT

NATO cooperates on an individual basis with a number of countries which are not actually part of its formal partnership frameworks¹. Referred to as “partners across the globe” or simply “global partners”, they include Afghanistan, Australia, Iraq, Japan, the Republic of Korea, Mongolia, New Zealand and Pakistan.
But again, we have to face reality. Figures in the National Armed forces of the NATO nations show that the percentages of female military personnel are between 3 % and 20 %. And regarding women deployed in operations the percentages are even lower.
As we know and recognize , transformation requires a change in mindset; and radical transformation requires great organizational change in attitude and perspective. Education and training is one way to contribute to this change, ensuring long term transformation.
ACT has the lead in education and training but it is the team work with ACO, who is the requirement authority, and of course NCGM, the Department Head, that makes our work coherent.
In order to meet the training requirements of 2014 and since the last annual discipline conference, two more courses have been accredited:
- The NCGM Gender training of trainers course
- The Peace support operations training Centre Utility of gender in peace support operations course
ACT currently offers 3 courses on Gender Perspective
ADL 168:Role of Gender Advisors and Gender Field Advisors in Operations
This course is designed to answer basic questions in order to be a more effective Gender Advisor, Gender Field Advisor or Gender Focal Point.
ADL 169: Improving Operational Effectiveness by Integrating Gender Perspective (100 level)
This course takes 45 to 60 minutes and provides the basic concepts and tools needed to apply a gender perspective within NATO-led operations and missions.
ADL 171: Gender Focal Point (200 level)
This 3 to 4 hours course builds on the 100-level ADL and provides specific, geared education for Gender Focal Points at HQ, battalion level and below. It also includes a mission-specific lesson on Resolute Support. Should the student not be deploying to RS, the student may skip the lesson completely.
Based on the 2012 Recommendations from NCGP and the Training Requirements Analysis, the insertion of CONFLICT-RELATED SEXUAL AND GENDER-BASED VIOLENCE was a priority. This is the reason why it has been addressed in the gender awareness and gender focal point ADL and it will be also in the gender education and training package for Nations.
The Education and Training Package for Gender in Military Operations will be available through the Joint Force Trainer and HQ SACT Gender Advisor webpages.
The Education and Training Package for Gender in Military Operations will be available in a pilot format as of 01 July 2015. We kindly invite nations and partners to use the pilot package and provide feedback so that we can improve the final product.
Should the Education and Training Package for Gender in Military Operations be fully implemented and integrated into national education and training opportunities, HQ SACT foresees an effect of great magnitude. Across the Alliance, we hope to achieve a vision of gender equality, where rights, responsibilities and opportunities will not depend on one’s gender. We constantly strive for the empowerment of women in conflict and post-conflict areas and true, sustainable change positively affecting the lives of men, women, boys and girls.
