Violent tornadoes ripped through the Midwest on Sunday, causing significant damage in several communities. But isn't tornado season supposed to be in the spring and summer? Turns out tornadoes are rare in November, but not unheard of. The worst November tornado event in U.S. history was in 2002. On Nov. 10-11 of that year, a major outbreak of severe weather and tornadoes occurred across the Tennessee and Ohio Valley regions, producing damage in 13 states. A total of 75 tornadoes touched down on Nov. 10, killing at least 36 people.

It will require new thinking and a strategic concentration of limited national and global resources to move from the current status quo of depending upon almost all emergency response operations to cope with almost all natural hazards to a wise mix of anticipation of what will likely happen, and implementation of the five integrated disaster resiliency policies to cope with the expected and unexpected that happen all the time a natural hazard occurs in our chaotic world. Background: Applied epidemiologists are increasingly working in areas of insecurity and active conflict to define the health risks, suggest feasible means to reduce these risks and, monitor the capacity and reconstruction of the public health system. In 2001, The Carter Center and the United States Institute for Peace sponsored a conference within which "Violence and Health" was discussed and a working group on applied epidemiology formed. The group was tasked to describe the skills that are essential to effective functioning in these settings and thereby provide guidance to the applied epidemiology training programs.
Methods: We conducted a literature review and consultation of a convenience sample of practitioners of applied epidemiology with experience in conflict areas.
Results and conclusions: The health programs designed to prevent and mitigate conflict are in their early stages of implementation and the evaluation measures for success are still being defined. The practice of epidemiology in conflict must occur within a larger humanitarian and political context to be effective. The skills required extend beyond the normal epidemiological training that focuses on the valid collection and interpretation of data and fall into two general categories: (1) Conducting a thorough assessment of the conflict setting in order to design more effective public health action in conflict settings, and (2) Communicating effectively to guide health program implementation, to advocate for needed policy changes and to facilitate interagency coordination. These are described and illustrated using examples from different countries.
Health and security are no longer separate domains for policymakers. They interact with each other. Military leaders who once viewed the world through a narrow security lens have become accustomed to building health plans and programs into their decisionmaking. Health professionals appreciate that their engagement can help enhance the security and the well-being of the communities with whom they interact.
