accordance with law No (32) of 1985
• In the new law of 2003, JACPA & The Higher Council for Accountancy
Profession (HCAP) which is led by the Minister of Industries and Trade,
regulate the profession together
• The exam and licensing committees are mixed between government and
JACPA representatives

• For initial professional development (IPD), universities and the Ministry of Higher Education
and Scientific Research share responsibility for developing the degree curricula and program

HCAP responsible for oversight of audit profession and approves granting or revocation of
