Profile
I hold a BSc in Mechanical Engineering (Faculty of Engineering at the University of
Garyounis, Benghazi_ Libya in 1993 with a grade of Good), specialized in hydraulics
mainly in the design and cost consideration in pipeline systems.
Having started my professional career in Lebanon as a project manager in a civil
engineering company then in Abu Dhabi as head of engineering department, I moved back
to Lebanon as technical advisor for CESVI an Italian INGO working in the sector of water,
sanitation and Hygiene promotion (WASH).
Since then I have worked overseas with Action Against Hunger, ACF, CARE Canada -
CARE international and Save the Children in a variety of technical advisory and senior
leadership roles in some of the highest profile emergencies of the last 9 years, including
the Pakistan (Earthquake, 2006), Bangladesh (Cyclone, 2008), South Sudan (2008),
Zimbabwe (Cholera, 2009), Pakistan Monsoon Flooding (2010), “Djibouti, Tchad,
Zimbabwe, Turkey and Lebanon (Oct, 2011 – May, 2015).

SAVE the CHILDREN
WASH Technical Advisor – Save the Children: Lebanon: 23rd Feb, 2015 – Present
Provides technical leadership to all work in the WASH sector, with responsibility for
developing clear strategic and operational plans, identifying fundraising needs and leading
the development of technical proposals, forging strong partnerships with Government, UN,
NGO and local civil society counterparts, as well as providing technical support to all
WASH teams across four different field locations in Lebanon.
CARE
Emergency Response Program Manager - CARE Canada
Member of the humanetarian assisstance and emergency team (HAET) which is part of
CARE Canada international programme unit responsible for the overall management of
CARE canada projects overseas and the coordination of new initiatives as well as for
providing support to emergencies overseas through rapid deployments, fundraising
capacity building to CAREs international country offices.
WASH Advisor (MENA Region) - CARE International
Provide all rounded Water, Saniation & Hygiene (WASH) technical support for all the
countries in the region in planning, implementation, proposal development, monitoring and
evaluation, capturing impact evidences, introducing innovations, capacity building and
work closely with the regional team to develop and implement the Regional Humanitarian
Strategy.

Main Tasks:
a. Assessment of the scope and extent of the Syrian crises, the humanitarian needs
and the impact on both the Syrian reffugees and their local host communities
b. Assessment of the local authorities capacity to adress the basic needs of the
affected population
c. Assessment of the capacity of the humanitarian community to respond
d. Preperation of comrehencive report and participate in the development of the
country and regional emergency strategies with recommendations on how the
condition of those affected may be addressed
e. Provide overall leadership, strategic direction and operational management inline
with CAREs missions statement, values, operating principles and strategic priorities
as outlined in CAREs Strategic Plan
f. Support programs coordination and management, program and project design,
implementation, “monitoring and evaluating” and leading the delivery of projects in
line with contractual obligations, local legal requirements and the
mission/organization mandate in both emergency and non-emergency settings.
g. Proposal writing, budgeting, procurement and “donors / other stakeholders”
reporting.
ACF
Emergency WASH Coordinator - Action Against Hunger (ACF) :
Responsible for all WASH related activities, the assessment, analysis and prioritization of
urgent WASH response needs, the designing, implementation and coordination of
emergency WASH interventions, and the training of local staff and stakeholders in WASH
related topics.

c- Identification of appropriate interventions and developing appropriate and
sustainable technology to improve access to safe drinking water supply & sanitary
facilities
d- Coordinating various assessments ( Initial Rapid Assessments, Early Recovery
Needs Assessments and WaSH DRR Assessments) writing concept papers,
proposals together with following up with potential donors
e- Plan, design and coordinate the implementation of all interventions related to water
provision, protection, improving environmental sanitation, infrastructure
development and hygiene awareness programs.
f- Support the field team to ensure quality in the implementation of the project by
means of guidelines, close monitoring of the activities, reporting documents and
technical briefings.
g- Provide WaSH cluster lead & expertise, coordinate WaSH projects and participate in
water and sanitation coordination and cluster meetings and in attrition to the
strategic advisor group (SAG) meetings.
h- Represent organization in WaSH forums and coordination meetings.
i- Build and strengthen relationships between organization, partners, INGOs, UN, EU,
World Bank, donors and relevant government departments.
j- Reporting both internal and externally( donors, authorities)
k- Advice on the matters related to procurement of materials & equipments.
l- Skilled in Budget follow up and preparing tender document, contract documents, &

CESVI
WASH Programs Manager - CESVI – Italian INGO - Lebanon Mission: 2003 – 2005
Provision of sustainable safe drinking water for the Palestinian refugees of the Nahr El
Bared official & unofficial camp, with the following main responsibilities planning and
physical implementation on piping construction, water well exploitation and water
distribution systems, Managed and follow up the hygiene promotion campaigns .Managed
and follow up the water quality testing, training and analyzing .Managed relations with
authorities, suppliers and field staff.
Main Tasks:
a- Undertake rapid assessments of water and sanitation infrastructure in the area,
design the water network, prepare bill of quantities, drawings, specifications,
bidding documents and provide guidance on implementation as required
b- Provide guidance on technical/contractual aspects of the program
c- Undertake monitoring of works, advise implementing partners and contractors and
ensure works done are implemented as per acceptable standards and
specifications
d- Advise on management of supply component of the program and ensure
implementing partners are procuring the correct materials and equipment for the
particular projects
e- Provide support to the local authorities for development and implementation of
strategies for enhanced cost recovery
