2. Preamble
The Document On Restructuring Of IBM In Its Recommendation
Suggested For Constituting A Standing Committee:
‘The Committee, therefore, recommends constitution of a Standing
Committee comprising a panel of members from the discipline of
Mineral Economist and Statistics and also from related
Organisations / Institutions of repute, such as, FIMI, ISM and other
Academic Institutions to examine and review the publications published
by IBM. The committee further opined that IBM’s flagship publication
‘Indian Mineral Yearbook too needs a facelift in order to make it
comparable with its counter parts, such as yearbook of USGS/BGS. The
Standing Committee could also suggest topical subjects on which
publications could be brought out by IBM.’

5. Indian Minerals Yearbook(Annual)
 This publication covers information on minerals, mineral-
based commodities .There are two types of reviews in the
publication.
 General Reviews : It delve into the macro level scenario of the
country’s mineral position, citing all indicators relevant to the
Mineral Sector.
 Mineral Reviews : Placed in alphabetical order which provides
holistic information on various minerals and mineral-based
commodities. The topics covered in the reviews are resources,
exploration & development, production, consumption, uses &
specifications, trade, policy and future out look including world
scenario.
 IMYB provides a status report of Mining and Mineral Industry
in India on an annual basis. This publication has wide
readership - both National and International.

6. IMYB comprises of total 80 reviews. (11 General Reviews, 19 Metals
& Alloys reviews and 50 Mineral Reviews).

7. The contents of the Metals & Mineral reviews and mineral reviews
are as follows:
1. Resources: It is incorporated in the reviews of respective minerals as per The
National Mineral Inventory maintained ME Division, IBM as per United Nations
Framework Classification,.
2. Exploration & Development: Data on exploration and development is
acquired from various exploration agencies such as GSI, MECL, and State
DGM’s/DMG’s, PSU’s etc. by IBM.
3. Data on production, stocks and prices are collected by the Mines & Minerals
Statistics Division of IBM . Export-Import statistics is also supplied by the
M&MS Division collated from DGCI & S, Kolkatta

8. 4. Mining & Marketing and Transport: These aspects are covered in the statutory
information/data submitted by the mining/mineral industry/organization/plant and
also from MCDR & other inspection reports of MCCM Division, IBM.
5. Industry: Information collected through various mining, metallurgical,
geological journals, websites, annual reports, etc. and statutory returns as per Rule
45 of MCDR, 1988.
6. Environment related issues Data collected from various industry responses,
mining/metallurgical/geological magazines & journals, websites, etc. and
Environment Week celebrated by MCCM Division of IBM.
7. Trade Policy & Legislation: The information is collected by IBM (Legislation
Unit), They collect from various representations from industry, websites, court
proceedings, various ministry circulars, etc.
8. Uses: From industry through correspondence, publications, conference
proceedings, websites, etc. and through statutory returns submitted by mine owners,
etc.

9. 9. Substitute and Technical Possibilities: From industry, publications, websites,
etc.
10. Specifications: Information published by BIS on industrial specifications. The
information is also collected by interaction with the exploration, mining and user
industries.
11. Consumption: Data on consumption is collected from industry through
correspondence and statutory returns as per Rule 45 of MCDR, 1988. compiled and
synthesized by the IMYB unit.
12. Foreign Trade Policy: From India’s Foreign Trade Policy announced four
yearly/time to time.
13. World Review: The information received on foreign trade is of secondary
nature as it is compiled from USGS commodity summaries, profiles, Minerals
Yearbook, BGS Mineral Yearbooks, Websites of different
organizations/associations/institution/companies, etc.

10. 14. Foreign Trade (i.e. export, imports): Export-Import data is collated by
M&MS Division, IBM, supplied by the DGCI&S, Kolkata under Ministry of
Commerce and Industries.
15. Future Outlook: From various reports of Planning Commission and IBM’s
Market Survey report, various study group reports constituted by Ministry of Mines.
The data on consumption, production, source of supply, product, by-
product, and transportation is now being obtained from the mineral based
industries/plants/organizations/PSUs on statutory basis.

11. Methodology
Reviews of Indian Mineral Yearbook prepared every year by experienced authors
from Mineral Economics Division encompassing the latest data in respect of
exploration, reserves, production, consumption, prices and trade. The data is
compiled through correspondence and on-line submission from the various mines
and industries. The data received through correspondence from various mines and
industries is analysed, and prepared in a tabular format for inclusion in the
reviews. Some data is received on statutory basis while data is also received on
non-statutory basis.
The exploration data is received form exploration agencies like
Geological Survey of India, Directorates of Geology and Mining of various states
as well as other exploration agencies.

12. Statistical Profiles of Minerals(Annual)
 The publication contains information on various parameters i.e.,
mineral reserves and its life index, number of mining leases, lease
area, number of mines, production by captive and non-captive mines,
public and private sectors, A & B categories, state and grade.
 Data on employment, stock, principal mines, domestic consumption
and exports/imports by countries are also presented in the
publication.
Methodology
 The data received from various mine owners on statutory basis in
respect of production, stock, dispatches as well as the data
generated in other divisions is analysed and is brought out in a
user friendly format for easy reference.

13. Bulletin of Mining Leases and Prospecting Licenses
 The Bulletin of Mining Leases and Prospecting Licenses is the only
publication which contains information on mining leases, prospecting
licenses as well as reconnaissance permits.
 The bulletin provides the distribution pattern of mining leases spread over
28 states with its break-ups, into state-wise, district-wise, mineral-wise and
sector-wise(Public and Private) information demarcating high, medium and
low mineral potential bearing districts.
Methodology
The returns from different States on statutory basis are analysed and tabulated
for presenting the same in a bulletin form for reference.

14. Indian Mineral Industry At a Glance ( Annual)
 It is a pictorial publication providing time-series data on production of minerals,
metals and mineral based products, consumption of minerals, labour
employment and external trade.
 In addition, detailed information on machinery, consumption of explosives,
mining leases and afforestation in metalliferous mines are also presented for the
latest year.
Methodology
The data received from various agencies on statutory and also on non statutory
basis is analysed and presented in hand book form supported by visual presentation
for easy reference.

15. Monthly Statistics of Mineral Production (Monthly)
This monthly publication MSMP contains information like Index of Mineral
Production, state-wise mineral production and value, average sale price of
minerals by grades etc.
Methodology
Data received from various producing mines on statutory basis is analysed,
tabulated both mineral wise and State wise and brought out in user friendly
manner along with short write ups in respect rise and fall in production and
details about working mines, labour employed , prices, average value of
mineral production etc.

16. Monographs –Mineral Facts and Problems
 The monograph forms a comprehensive book containing information on
Genesis, Geology, World Deposits ,Exploration, Reserves, Method of
Mining, Beneficiation, Production , Uses & specification , World Trade,
and Future Outlook.
 This is a useful publication to producers, consumers, industrialists, technical
education and research institutions and also to Government Departments
dealing with the minerals.
Methodology
The available information both in print media as well as internet in respect of
various topics are collected, analysed and write ups based on these information
are suitably prepared for inclusion in various chapters.

17. Bulletin of Mineral Information (Half Yearly)
 It is a comprehensive document bringing out details of Mining Leases
Granted/Executed/Renewed/Revoked/Determined/Surrendered and
Terminated. It gives information on Mines opened/Temporarily
discontinued/Reopened and Abandoned.
 It also gives the details about Prospecting Licences
Granted/Executed/Renewed and Revoked.
 Gist of Various cases relating to mines are presented in this Bulletin.
 Latest news as published in various periodicals and magazines relating to
mines and minerals is also collected and suitable write ups prepared and
included in this Bulletin.
 Production of selected Mineral Based Products is also included in the
bulletin.
Methodology
The information in respect of ML/PL received on statutory basis from various
State governments analysed and presented in a suitable tabular format along
with a general write up on court cases.

18. Market Survey Reports
 The publication comprises of Market Survey reports on minerals and metals
of topical interest.
 This report provides comprehensive analysis of resource availability, uses &
specification, consumption pattern and demand supply projections.
 This survey also highlights the problem faced by the consuming industry.
Methodology
The aim of bringing Market Survey is to forecast demand of particular mineral
in short term as well as long term basis. Keeping in view this parameter the
data is compiled in respect of resources, production, consumption and trade.
Field visits from production centres to the end-use consumers are undertaken
to understand the various stages involved and problems faced by the industry.
Discussions are also held with the experts in the industry for arriving at
justifiable demand projections.

1. To advise strategies for effective implementation of Rule-45 to get comprehensive &
qualitative information on consumption of mineral/commodities, expansion plans,
intermediate, finished & by product details, raw material supply etc.
2. To suggest a system of continuous and timely inflow of information through e-governance
being implemented in IBM for the data from State Government DGM’s , PSU’s Port authority,
Railway, GSI & MECL.
3. To advise modalities for better co-ordination and co-operation between IBM, Department of
Atomic Energy and Department of Explosives for inclusion of additional reviews on atomic
minerals like that of Thorium, Strontium, etc. and explosives, which are presently under
separate Central Govt. Departments i.e. Dept. of Atomic Energy and Dept. of Explosives
respectively.
4. To recommend a mechanism to get feedback/comments on IMYB Publications from various
stake holders and make suitable provisions for their receipts through IBM portal.

24. Criteria for Standing Committee with specific terms and reference for Review of
IMYB Publication in line with BGS/USGS
1. To evolve strategy for effective implementation of Rule-45 to get comprehensive &
qualitative information on consumption of mineral/ commodities, expansion plans,
intermediate, finished & by product details, raw material supply, etc.
2. To streamline a system of continuous and timely inflow of information through e-
governance being implemented in IBM for the data from state government, DGM’s,
PSU’s, Port authority, Railway, GSI & MECL.
3. Inclusion of additional reviews on atomic minerals like that of Thorium, Strontium, etc.
and explosives, which are presently under separate Central Govt. Deptts. i.e. Deptt. of
Atomic Energy and Deptt. of Explosives respectively. These can be included in the form
of reviews as being done in the Minerals Yearbook of USGS, provided; the liaisoning is
created between Deptt. Of Atomic Energy & Deptt. Of Explosives and Indian Bureau of
Mines.
4. To develop a mechanism to get feedback/comments on IMYB Publication from various
stake holders and make suitable provisions for their receipts through IBM portal.
5. Quality of paper, printing & binding in line with the hard copy of the USGS/BGS
publications is recommended.

12. Manpower and infrastructural facilities are to be enhanced as suggested in the
Restructuring Report of IBM.

26. TERMS OF REFERENCE
The terms of reference as has been circulated vide letter No. T-42009/IBM
Strength/CGBM/2012 dated 4.11.2013 covers items mainly related to the publication
namely IMYB while the points related to other publications of IBM have not been
considered in this view the terms of reference are to be revised . The revised Terms of
reference are proposed as under
