This document proposes the E-Gov2.0 Stack project, which aims to create a common set of open source applications that can be used to power the basic IT infrastructure needs of academic institutions and government offices. These applications, which include content management, e-tendering, HR, CRM, and more, would be bundled and made available as a plug-and-play solution hosted on IBM servers, or as software as a service on IBM's public cloud network. The goal is to help these organizations meet their common IT needs in a cost-effective and scalable manner without extensive custom development.
