1. Since 2003 the Iraqi Central Bank has been keen on preparing the infrastructure of the Iraqi
banking system to enable it to provide advanced banking services. These efforts coincided with
the adoption of the banking services system and the Law of Electronic Signature in mid 2014 by
the Iraqi Council of Ministers.
These efforts and procedures succeeded in attracting several international and regional banks
to the Iraqi market. This was motivated by the market’s big potentials in terms of size, which
exceeds 35 million consumers, in addition to a lack in the banking services which the local
banks have failed to provide in the recent periods. Furthermore, the control exercised by
government-owned banks on more than 90% of the banking activity, in a country where the rate
of banking density (altamasrof) compared to the rates prevailing in the region (one bank for
each 32,000 people) is on the decrease, acted as an opportunity for foreign banks to succeed
in acquiring a considerable market share in their race with local banks.
In 2014, Iraq witnessed dramatic security developments which had a huge impact on its
economic activity in general and on its banking activity in specific which was reflected in more
than 20% drop in banking earnings. This situation led the responsible parties of this sector to
seek new solutions for banking proliferation and for innovative banking services. Experts agree
that the outlook for growth are clear if the banks increase their banking services and make
room for electronic banking and mobile-payment.
Against this background, the Iraqi Central Bank and Al Iktissad Wal Aamal group, in cooperation
with the Lebanese Central Bank, organized the Iraqi Banking Forum on the 15th and 16th of
September 2015 in Phoenicia hotel in Beirut- Lebanon.
The Forum addressed in its first day, the economic and financial status in Iraq in addition to the
challenges faced by the Iraqi banks in light of the current security and political situation. It also
presented the experiences of the Lebanese and regional banks in the Iraqi market. The second
day tackled the topics of electronic banking and mobile-payment, the legal and regulatory
environment for e-banking operations, the prospects for their development under the current
security situation, the role of technology and mobile services companies in the provision of
innovative banking services in addition to the mechanism for strengthening the capacity and
sources of local digital security.
The 2-days forum was followed by 2-days workshop on the 17th and 18th of September.
The workshops were held for banking & IT professionals from the Central Bank of Iraq and
participating commercial Iraqi banks.
The Forum was held in the presence of the Governor of the Iraqi Central Bank and a group
of Iraqi, Lebanese and Arab bankers in addition to heads of Heads of banking and financial
institutions, experts, economists and representatives of specialized media outlets.

available in both countries for the development of infrastructure and, the housing sector, and other
priority sectors in accordance with the investment laws of both countries.
3. Urge operating banks in Lebanon and Iraq to cooperate by opening branches and offices in
both countries and provide mutual credit lines for the development of economic sectors and the
provision of equal opportunities for both sides.
4. Exchange of expertise between both Central Banks (Lebanese and Iraqi) in the banking,
economic and financial fields to improve and develop the banking sector through a Coordination
Committee that will shaped by both banks.
5. Develop banking technologies and the transfer of Banque Du Liban’s experience of using those
technologies in the system of payments for the development of the Iraqi payments system.
6. Urge international and Lebanese IT and software companies as well as specialized venture
capitalists to enter the Iraqi market more effectively, in light of the Iraqi Central Bank’s efforts to
create an encouraging legislative and banking environment.
7. Cooperate in the field of anti-money laundering and counter terrorism financing through
information exchange, training and holding a joint agreement between the Iraqi Central Bank and
Banque Du Liban.
8. Urge banks working in both countries to abide by the rules of governance (good governance)
and by the labor laws in both Iraq and Lebanon.
9. Form of a joint committee between the Iraqi Private Banks League and the Association of Banks
in Lebanon to put the above recommendations into practice according to a timetable to be agreed
upon between the two sides for this purpose.
